ਜ਼ਿਮਨੀ ਚੋਣ ਦੇ ਐਲਾਨ ਮਗਰੋਂ ਸ਼ਾਹਕੋਟ ਦੇ ਐਸਡੀਐਮ-ਕਮ- ਰਿਟਰਨਿੰਗ ਅਧਿਕਾਰੀ ਅਤੇ ਦੋ ਐਸਐਚਓਜ਼ ਦਾ ਤਬਾਦਲਾ ਕਰਨਾ ਇੱਕ ਕਪਟੀ ਚਾਲ ਹੈ: ਚੀਮਾ ਚੰਡੀਗੜ: ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਨੇ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਦੁਆਰਾ ਸ਼ਾਹਕੋਟ ਜ਼ਿਮਨੀ ਚੋਣ ਦਾ ਐਲਾਨ ਕੀਤੇ ਜਾਣ ਮਗਰੋਂ ਸ਼ਾਹਕੋਟ ਦੇ ਐਸਡੀਐਮ-ਕਮ-ਰਿਟਰਨਿੰਗ ਅਧਿਕਾਰੀ ਅਤੇ ਸ਼ਾਹਕੋਟ ਅਤੇ ਮਹਿਤਪੁਰ ਦੇ ਐਸਐਚਓਜ਼ ਦੇ ਕੀਤੇ ਤਬਾਦਲਿਆਂ ਦਾ ਗੰਭੀਰ ਨੋਟਿਸ ਲੈਂਦਿਆਂ ਚੋਣ ਕਮਿਸ਼ਨ ਨੂੰ ਤੁਰੰਤ ਇਹ ਤਬਾਦਲੇ ਰੱਦ ਕਰਨ ਅਤੇ ਚੋਣ ਜ਼ਾਬਤੇ ਦੀ ਉਲੰਘਣਾ ਵਾਸਤੇ ਸੂਬਾ ਸਰਕਾਰ ਖ਼ਿਲਾਫ ਕਾਰਵਾਈ ਕਰਨ ਲਈ ਆਖਿਆ ਹੈ। ਅਕਾਲੀ ਦਲ ਦੇ ਬੁਲਾਰੇ ਅਤੇ ਸਾਬਕਾ ਸਿੱਖਿਆ ਮੰਤਰੀ ਡਾਕਟਰ ਦਲਜੀਤ ਸਿੰਘ ਚੀਮਾ ਨੇ ਇਸ ਸੰਬੰਧੀ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਅਤੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਚੋਣ ਅਧਿਕਾਰੀ ਕੋਲ ਲਿਖ਼ਤੀ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਵਾਈ ਹੈ। ਇਸ ਬਾਰੇ ਇੱਕ ਪ੍ਰੈਸ ਬਿਆਨ ਜਾਰੀ ਕਰਦਿਆਂ ਡਾਕਟਰ ਚੀਮਾ ਨੇ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸੂਬਾ ਸਰਕਾਰ ਦੀਆਂ ਇਹਨਾਂ ਕਪਟੀ ਚਾਲਾਂ ਉੱਤੇ ਹੈਰਾਨੀ ਪ੍ਰਗਟ ਕੀਤੀ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ 26 ਅਪ੍ਰੈਲ 2018 ਨੂੰ ਦੁਪਹਿਰ ਸਮੇਂ ਸ਼ਾਹਕੋਟ ਅਸੰਬਲੀ ਹਲਕੇ ਦੀ ਜ਼ਿਮਨੀ ਚੋਣ ਕਰਵਾਉਣ ਦਾ ਐਲਾਨ ਕਰ ਦਿੱਤਾ ਸੀ ਅਤੇ ਤੁਰੰਤ ਹੀ ਪੂਰੇ ਜਲੰਧਰ ਜ਼ਿਲ•ੇ ਵਿਚ ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਕਰ ਦਿੱਤਾ ਸੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਪਰ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰਦਿਆਂ ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਸ਼ਾਹਕੋਟ ਦੇ ਐਸਡੀਐਮ ਸਰਦਾਰ ਵਰਿੰਦਰਪਾਲ ਸਿੰਘ ਦੇ ਤਬਾਦਲੇ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕਰ ਦਿੱਤੇ ਅਤੇ ਉਹਨਾਂ ਦੀ ਥਾਂ ਸਰਦਾਰ ਦਰਬਾਰਾ ਸਿੰਘ ਪੀਸੀਐਸ ਨੂੰ ਲਗਾ ਦਿੱਤਾ ਗਿਆ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸ਼ਾਹਕੋਟ ਦੇ ਐਸਡੀਐਮ ਨੇ ਸ਼ਾਹਕੋਟ ਅਸੰਬਲੀ ਹਲਕੇ ਦਾ ਰਿਟਰਨਿੰਗ ਅਧਿਕਾਰੀ ਵੀ ਹੋਣਾ ਹੈ। ਡਾਕਟਰ ਚੀਮਾ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਇਸ ਤੋਂ ਇਲਾਵਾ ਸ਼ਾਹਕੋਟ ਅਸੰਬਲੀ ਹਲਕੇ ਵਿਚ ਪੈਂਦੇ ਸ਼ਾਹਕੋਟ ਅਤੇ ਮਹਿਤਪੁਰ ਪੁਲਿਸ ਸਟੇਸ਼ਨਾਂ ਦੇ ਐਸਐਚਓਜ਼ ਨੂੰ ਵੀ ਸ਼ਾਮ ਨੂੰ ਤਬਦੀਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਉਹਨਾਂ ਦੀ ਥਾਂ ਰਾਤ ਨੂੰ ਹੀ ਨਵੇਂ ਐਸਐਚਓਜ਼ ਨੂੰ ਲਗਾ ਦਿੱਤਾ ਗਿਆ। ਡਾਕਟਰ ਚੀਮਾ ਨੇ ਗਿਲਾ ਜ਼ਾਹਿਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਦੀਆਂ ਇਹ ਕਾਰਵਾਈਆਂ ਅਜਿਹੀਆਂ ਕਪਟੀ ਚਾਲਾਂ ਹਨ, ਜਿਹਨਾਂ ਦਾ ਮੰਤਵ ਚੋਣਾਂ ਦੌਰਾਨ ਇਹਨਾਂ ਅਧਿਕਾਰੀਆਂ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰਨਾ ਹੈ। ਇਸ ਨਾਲ ਵੋਟਰਾਂ ਵਿਚ ਵੀ ਇੱਕ ਗਲਤ ਸੁਨੇਹਾ ਗਿਆ ਹੈ। ਜੇਕਰ ਇਸ ਸੰਬੰਧੀ ਸਮੇਂ ਸਿਰ ਢੁੱਕਵੀਂ ਕਾਰਵਾਈ ਨਾ ਕੀਤੀ ਗਈ ਤਾਂ ਇੱਥੇ ਨਿਰਪੱਖ ਅਤੇ ਆਜ਼ਾਦ ਚੋਣ ਕਰਵਾਉਣਾ ਸੰਭਵ ਨਹੀਂ ਹੈ। ਅਕਾਲੀ ਦਲ ਦੇ ਬੁਲਾਰੇ ਨੇ ਇਹਨਾਂ ਸਾਰੇ ਤਬਾਦਲਿਆਂ ਨੂੰ ਤੁਰੰਤ ਰੱਦ ਕਰਨ ਅਤੇ ਦੋਸ਼ੀ ਅਧਿਕਾਰੀਆਂ ਖ਼ਿਲਾਫ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ। TEXT OF THE LETTER No 66/SAD/2018 Dated 27, April, 2018 To The Chief Election Commissioner of India Nirvachan Sadan, Ashoka Road, New Delhi, 11000. Subject: Transfer of Returning officer and two SHO's after the declaration of 32- Shahkot, bye-election- A serious violation of Model Code of Conduct. Sir, On behalf of Shiromani Akali Dal, I would like to submit as under: The Election Commission has ordered the holding of bye-election to 32-Shahkot Assembly constituency on 26.04.2018. An official announcement in this regard was done by Election Commission of India on 26.04.2018 in the afternoon. But it is surprising that the Punjab Government led by Congress party has immediately ordered the transfer of SDM, Shahkot, S. Varinderpal Singh, who also happens to be Returning Officer of said constituency in the same evening. In his place S. Darbara Singh, PCS has joined at night 26.04.2018. In addition, the SHO of Police Station, Shahkot Mr. Parminder Singh Bajwa was transferred on 26.04.2018 immediately after declaration of election schedule and in his place a new SHO Mr. Naresh Joshi has joined at night on 26.04.2018. Similarly, SI, Kewal Singh, SHO, Mehatpur has also been transferred on 26.04.2018 immediately after declaration of election and in his place Inspector, Surjit Singh has joined at night. These acts of ruling Congress party and the State Government are clear violation of Model Code of Conduct as no transfer order could be issued relating to District Jalandhar where Model Code of Conduct has come into the force after the declaration of this bye-election by the Election Commission of India on 26.04.2018. Transfer of Returning Officer as well as two SHO's after the declaration of the Election schedule exposes the malafide intention of the ruling party to manage the election process as per their convenience. In such circumstances a fair and free election is not possible. Therefore, Commission is requested to take cognizance of these facts and cancel the transfer order of the S. Varinderpal Singh Bajwa, PCS, SDM and Returning Officer 32-Shahkot. Similarly transfer of Mr. Parminder Singh Bajwa, SHO, Police Station, Shahkot and SI Kewal Singh, SHO, Mehatpur may also be canceled. Necessary penal action may also be taken for the violation of Model Code of Conduct against the concerned authorities.
