Punjab: 2 cops get life imprisonment in jail for killing a 15-year-old boy in a fake encounter 26 years ago The CBI court awarded life imprisonment to two former policemen on Wednesday in a 26-year-old fake encounter case. The court also imposed a fine Rs 61,000 each on them. Raghubir Singh was SHO of Beas Police Station and Dara Singh was sub-inspector at the same police station at the time of the encounter. They are convicted for killing 15-year-old boy Harpal Singh atNijjar Village in Amritsar on September 18, 1992. Court also acquitted Nirmaljeet Singh, Jasbir Singh and Paramjeet Singh posted as constables at Beas Police Station. The two convicts have been booked under section 302 (murder) of the Indian Penal Code (IPC) and 10 years of imprisonment in section 364 (kidnapping). The police group led by SI Ram Lubhaya picked up Harpal Singh from his home in Palha village, Amritsar on September 14, 1992. He was kept in illegal detention for four days and on the night of September 17/18, police killed him in a fake encounter. The police told another version of the story at that time. Police said that they were patrolling along with CRPF at Nijjar Village and Harpal and his partner started firing at the police. Firing continued till 20 minutes in which police fired 217 rounds. Harpal Singh’s counsel Satnam Singh Bains further told the sources that no used cartridges were collected by the police and none of them was deposited in Malkhana. Also, neither of the police officers sustained any injuries nor any of the police vehicles were ever damaged in the encounter. Harpal’s Body was never handed over to his family for final rites; instead, it was illegally cremated as “unidentified” and “unclaimed”. The post-mortem report revealed that Harpal was shot under his right eye and on his forehead and that too from a distance of 3 meters only. -PTC NEWS
