Police there probing into the issue stated that the flags may have been put up by miscreants to create tension among the people of the area. Locals suspected 'IS NE' may be a short form for 'Islamic State North East' and international terror outfits could be active in recruiting people here into the ISIS and expand their bases in Assam and the North East region.
