ਮੰਗਲਵਾਰ ਨੂੰ ਜਸਟਿਸ ਵਿਕਰਮ ਨਾਥ ਅਤੇ ਅਪਰੇਸ਼ ਕੁਮਾਰ ਸਿੰਘ ਦੇ ਬੈਂਚ ਨੇ ਮਹਾਰਾਸ਼ਟਰ ਸਰਕਾਰ ਅਤੇ ਸ਼ਿਕਾਇਤਕਰਤਾ ਮਹੇਸ਼ ਸ਼੍ਰੀਸ਼੍ਰੀਮਲ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ 4 ਹਫ਼ਤਿਆਂ ਦੇ ਅੰਦਰ ਜਵਾਬ ਮੰਗਿਆ ਹੈ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਇਹ ਹੁਕਮ ਰਾਹੁਲ ਗਾਂਧੀ ਵੱਲੋਂ ਦਾਇਰ ਪਟੀਸ਼ਨ 'ਤੇ ਸੁਣਵਾਈ ਕਰਦੇ ਹੋਏ ਦਿੱਤਾ।

ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਬੰਬੇ ਹਾਈ ਕੋਰਟ ਦੇ 8 ਸਤੰਬਰ 2026 ਦੇ ਫੈਸਲੇ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਚੁਣੌਤੀ ਦਿੱਤੀ। ਹਾਈ ਕੋਰਟ ਨੇ ਰਾਹੁਲ ਗਾਂਧੀ ਨੂੰ ਜਾਰੀ ਕੀਤੇ ਗਏ 2019 ਦੇ ਸੰਮਨ ਨੂੰ ਰੱਦ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਸੀ। ਇਹ ਸੰਮਨ 28 ਅਗਸਤ 2019 ਨੂੰ ਮੁੰਬਈ ਦੀ ਗਿਰਗਾਓਂ ਮੈਜਿਸਟ੍ਰੇਟ ਅਦਾਲਤ ਨੇ ਇੱਕ ਸ਼ਿਕਾਇਤ 'ਤੇ ਕਾਰਵਾਈ ਕਰਦੇ ਹੋਏ ਜਾਰੀ ਕੀਤਾ ਸੀ। ਹਾਲਾਂਕਿ ਹਾਈ ਕੋਰਟ ਨੇ ਮੈਜਿਸਟ੍ਰੇਟ ਨੂੰ ਸ਼ਿਕਾਇਤ ਦੀ ਸੁਣਵਾਈ 6 ਹਫ਼ਤਿਆਂ ਲਈ ਮੁਲਤਵੀ ਕਰਨ ਦੇ ਆਪਣੇ 2021 ਦੇ ਹੁਕਮ ਨੂੰ ਜਾਰੀ ਰੱਖਣ ਦਾ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ, ਜਿਸ ਨਾਲ ਰਾਹੁਲ ਗਾਂਧੀ ਸੁਪਰੀਮ ਕੋਰਟ ਤੱਕ ਪਹੁੰਚ ਕਰ ਸਕਦੇ ਹਨ।

ਸ਼ਿਕਾਇਤਕਰਤਾ ਮਹੇਸ਼ ਸ਼੍ਰੀਸ਼੍ਰੀਮਲ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ 20 ਸਤੰਬਰ 2018 ਨੂੰ ਰਾਜਸਥਾਨ ਵਿੱਚ ਇੱਕ ਜਨਤਕ ਮੀਟਿੰਗ ਦੌਰਾਨ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਵਿਰੁੱਧ ਟਿੱਪਣੀਆਂ ਕੀਤੀਆਂ ਸਨ। ਸ਼ਿਕਾਇਤ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਬਿਆਨਾਂ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦੇ ਨਾਲ-ਨਾਲ ਭਾਜਪਾ ਦੇ ਮੈਂਬਰਾਂ ਅਤੇ ਇਸ ਨਾਲ ਜੁੜੇ ਲੋਕਾਂ ਦੀ ਸਾਖ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਇਆ ਹੈ। ਸ਼੍ਰੀਸ਼੍ਰੀਮਲ ਨੇ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਉਹ ਭਾਜਪਾ ਦਾ ਮੈਂਬਰ ਹੈ ਅਤੇ ਆਪਣੇ ਨੇਤਾ ਵਿਰੁੱਧ ਕੀਤੀਆਂ ਟਿੱਪਣੀਆਂ ਤੋਂ ਦੁਖੀ ਹੈ।

ਸਤੰਬਰ 2018 ਵਿੱਚ ਰਾਜਸਥਾਨ ਵਿੱਚ ਇੱਕ ਰੈਲੀ ਦੌਰਾਨ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ 'ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧਦੇ ਹੋਏ ਕਿਹਾ ਸੀ ਕਿ "ਭਾਰਤ ਦਾ ਚੌਕੀਦਾਰ ਚੋਰ ਹੈ।" ਰਾਫੇਲ ਸੌਦੇ ਬਾਰੇ ਉਨ੍ਹਾਂ ਸੋਸ਼ਲ ਮੀਡੀਆ 'ਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਲਈ "ਕਮਾਂਡਰ-ਇਨ-ਥੀਫ" ਵਰਗੇ ਸ਼ਬਦਾਂ ਦੀ ਵਰਤੋਂ ਵੀ ਕੀਤੀ ਸੀ। 

ਰਾਹੁਲ ਗਾਂਧੀ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰ ਰਹੇ ਸੀਨੀਅਰ ਵਕੀਲ ਅਭਿਸ਼ੇਕ ਮਨੂ ਸਿੰਘਵੀ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਪਿਛਲੇ ਫੈਸਲਿਆਂ ਦਾ ਹਵਾਲਾ ਦਿੱਤਾ ਅਤੇ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਇਸ ਮਾਮਲੇ 'ਤੇ ਕਾਨੂੰਨ ਪਹਿਲਾਂ ਹੀ ਸਪੱਸ਼ਟ ਹੈ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਅਜੇ ਤੱਕ ਮਾਮਲੇ ਦਾ ਅੰਤਿਮ ਫੈਸਲਾ ਨਹੀਂ ਦਿੱਤਾ ਹੈ। ਇਸਨੇ ਮਹਾਰਾਸ਼ਟਰ ਸਰਕਾਰ ਅਤੇ ਸ਼ਿਕਾਇਤਕਰਤਾ ਤੋਂ ਜਵਾਬ ਮੰਗੇ ਹਨ ਅਤੇ ਅਗਲੀ ਸੁਣਵਾਈ ਚਾਰ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਕਰਨ ਦਾ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ ਹੈ। ਉਦੋਂ ਤੱਕ, ਹੇਠਲੀ ਅਦਾਲਤ ਵਿੱਚ ਅੱਗੇ ਦੀ ਕਾਰਵਾਈ ਰੁਕੀ ਰਹੇਗੀ।

ਚੀਫ਼ ਜਸਟਿਸ ਸੂਰਿਆ ਕਾਂਤ ਅਤੇ ਜਸਟਿਸ ਜੋਇਮਲਿਆ ਬਾਗਚੀ ਅਤੇ ਵੀ. ਮੋਹਨਾ ਦੇ ਬੈਂਚ ਨੇ ਕਿਹਾ ਕਿ ਅਦਾਲਤ ਧਾਰਮਿਕ ਭਾਵਨਾਵਾਂ ਨੂੰ ਠੇਸ ਨਹੀਂ ਪਹੁੰਚਾਉਣਾ ਚਾਹੁੰਦੀ, ਪਰ ਲੋਕਾਂ ਨੂੰ ਪਟਾਕਿਆਂ ਤੋਂ ਹੋਣ ਵਾਲੇ ਨੁਕਸਾਨ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨਾ ਵੀ ਜ਼ਰੂਰੀ ਹੈ। ਸੁਣਵਾਈ ਦੌਰਾਨ ਚੀਫ਼ ਜਸਟਿਸ ਸੂਰਿਆ ਕਾਂਤ ਨੇ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਨੂੰ ਸਵੈ-ਇੱਛਾ ਨਾਲ ਘੱਟ ਪ੍ਰਦੂਸ਼ਣ ਵਾਲੇ ਵਿਕਲਪ ਅਪਣਾਉਣੇ ਚਾਹੀਦੇ ਹਨ। ਇਸ ਮਾਮਲੇ ਲਈ ਇੱਕ ਸੰਤੁਲਿਤ ਪਹੁੰਚ ਜ਼ਰੂਰੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਨਤਾ ਅਤੇ ਸਿਵਲ ਸਮਾਜ ਵਿੱਚ ਜਾਗਰੂਕਤਾ ਵਧਾਉਣਾ ਇਸ ਸਮੱਸਿਆ ਨੂੰ ਹੱਲ ਕਰਨ ਦਾ ਇੱਕ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਤਰੀਕਾ ਹੋ ਸਕਦਾ ਹੈ।

ਇਸ ਦੌਰਾਨ ਜਸਟਿਸ ਜੋਇਮਲਿਆ ਬਾਗਚੀ ਨੇ ਪਟਾਕੇ ਚਲਾਉਣ ਦੇ ਧਾਰਮਿਕ ਆਧਾਰ 'ਤੇ ਸਵਾਲ ਉਠਾਇਆ। ਉਨ੍ਹਾਂ ਪੁੱਛਿਆ "ਪਟਾਕੇ ਚਲਾਉਣ ਵਿੱਚ ਧਾਰਮਿਕ ਕੀ ਹੈ?" ਸੀਨੀਅਰ ਵਕੀਲ ਅਤੇ ਐਮੀਕਸ ਕਿਊਰੀ ਅਪਰਾਜਿਤਾ ਸਿੰਘ, ਜੋ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਅਦਾਲਤ ਦੀ ਸਹਾਇਤਾ ਕਰ ਰਹੀ ਹੈ, ਨੇ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਕਾਰਨ ਬੱਚਿਆਂ, ਬਜ਼ੁਰਗਾਂ ਅਤੇ ਪਹਿਲਾਂ ਤੋਂ ਮੌਜੂਦ ਸਿਹਤ ਸਮੱਸਿਆਵਾਂ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਹੋਣ ਵਾਲੇ ਨੁਕਸਾਨ ਦਾ ਹਵਾਲਾ ਦਿੱਤਾ।

ਸੁਣਵਾਈ ਦੌਰਾਨ ਪਟਾਕਿਆਂ ਲਈ ਸਮਾਂ ਸੀਮਾ ਨਿਰਧਾਰਤ ਕਰਨ ਅਤੇ ਲਾਗੂ ਕਰਨ ਦੀਆਂ ਵਿਹਾਰਕ ਚੁਣੌਤੀਆਂ 'ਤੇ ਵੀ ਚਰਚਾ ਕੀਤੀ ਗਈ। ਅਪਰਾਜਿਤਾ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਪਟਾਕਿਆਂ ਲਈ ਇੱਕ ਜਾਂ ਦੋ ਘੰਟੇ ਦੀ ਸੀਮਾ ਨਿਰਧਾਰਤ ਕਰਨ ਨਾਲ ਅਦਾਲਤ ਵਿੱਚ ਅਪੀਲ ਲੱਗ ਸਕਦੀ ਹੈ, ਪਰ ਜ਼ਮੀਨੀ ਪੱਧਰ 'ਤੇ ਇਸਨੂੰ ਲਾਗੂ ਕਰਨਾ ਮੁਸ਼ਕਲ ਹੈ। ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਪੁਲਿਸ ਕਰਮਚਾਰੀਆਂ ਲਈ ਹਰ ਸਮੇਂ ਹਰ ਸੜਕ 'ਤੇ ਮੌਜੂਦ ਰਹਿਣਾ ਸੰਭਵ ਨਹੀਂ ਹੈ। ਇਸ ਲਈ ਸਿਰਫ਼ ਸਮਾਂ ਸੀਮਾ ਨਿਰਧਾਰਤ ਕਰਨ ਨਾਲ ਲੋੜੀਂਦੇ ਨਤੀਜੇ ਨਹੀਂ ਮਿਲ ਸਕਦੇ। ਚੀਫ਼ ਜਸਟਿਸ ਨੇ ਇਹ ਕਹਿ ਕੇ ਜਵਾਬ ਦਿੱਤਾ ਕਿ ਅਦਾਲਤ ਨੂੰ ਅਜਿਹਾ ਹੁਕਮ ਜਾਰੀ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਬਹੁਤ ਸਾਵਧਾਨੀ ਵਰਤਣੀ ਚਾਹੀਦੀ ਹੈ ਜਿਸਨੂੰ ਜ਼ਮੀਨੀ ਪੱਧਰ 'ਤੇ ਲਾਗੂ ਕਰਨਾ ਮੁਸ਼ਕਲ ਹੋਵੇ। ਉਨ੍ਹਾਂ ਦੇ ਅਨੁਸਾਰ ਜੇਕਰ ਕੋਈ ਨਿਰਦੇਸ਼ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਢੰਗ ਨਾਲ ਲਾਗੂ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ, ਤਾਂ ਲੋਕ ਇਸਨੂੰ ਜ਼ਬਰਦਸਤੀ ਸਮਝ ਸਕਦੇ ਹਨ। 

ਬੈਂਚ ਨੇ ਤਿਉਹਾਰ ਮਨਾਉਣ ਦੇ ਰਵਾਇਤੀ ਤਰੀਕਿਆਂ ਜਿਵੇਂ ਕਿ ਦੀਵੇ ਅਤੇ ਫੁਲਝੜੀਆਂ ਜਗਾਉਣ ਦੇ ਵਿਕਲਪਾਂ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਦੀ ਸੰਭਾਵਨਾ 'ਤੇ ਵੀ ਵਿਚਾਰ ਕੀਤਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਬਹੁਤ ਜ਼ਿਆਦਾ ਪ੍ਰਦੂਸ਼ਣ ਫੈਲਾਉਣ ਵਾਲੇ ਪਟਾਕਿਆਂ ਦੀ ਵਿਕਰੀ ਨੂੰ ਕੰਟਰੋਲ ਕਰਨ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਨਿਰਧਾਰਤ ਸਮਾਂ ਸੀਮਾ ਦੇ ਅੰਦਰ ਉਨ੍ਹਾਂ ਨੂੰ ਚਲਾਉਣ ਲਈ ਅਪੀਲ ਕਰਨ 'ਤੇ ਚਰਚਾ ਕੀਤੀ ਗਈ। 

ਅਦਾਲਤ ਨੇ ਸੰਕੇਤ ਦਿੱਤਾ ਕਿ ਇਸ ਮਾਮਲੇ 'ਤੇ ਸੁਝਾਅ ਕਮਿਸ਼ਨ ਫਾਰ ਏਅਰ ਕੁਆਲਿਟੀ ਮੈਨੇਜਮੈਂਟ (CAQM) ਦੇ ਸਾਹਮਣੇ ਰੱਖੇ ਜਾ ਸਕਦੇ ਹਨ, ਜੋ ਦਿੱਲੀ-ਐਨਸੀਆਰ ਵਿੱਚ ਹਵਾ ਦੀ ਗੁਣਵੱਤਾ ਦੇ ਮੁੱਦਿਆਂ ਦੀ ਨਿਗਰਾਨੀ ਕਰਦਾ ਹੈ। 

ਸੁਣਵਾਈ ਦੌਰਾਨ ਦਿੱਲੀ-ਐਨਸੀਆਰ ਵਿੱਚ ਪ੍ਰਦੂਸ਼ਣ ਦਾ ਇੱਕ ਹੋਰ ਵੱਡਾ ਕਾਰਨ  ਪਰਾਲੀ ਸਾੜਨ ਦਾ ਮੁੱਦਾ ਵੀ ਵਿਚਾਰਿਆ ਗਿਆ। ਜਸਟਿਸ ਬਾਗਚੀ ਨੇ ਫਸਲਾਂ ਦੀ ਰਹਿੰਦ-ਖੂੰਹਦ ਨੂੰ ਖਰੀਦਣ ਅਤੇ ਇਸਦੀ ਵਪਾਰਕ ਵਰਤੋਂ ਦੀ ਸੰਭਾਵਨਾ ਦੀ ਪੜਚੋਲ ਕਰਨ ਵਾਲੀਆਂ ਰਾਜ ਯੋਜਨਾਵਾਂ ਦਾ ਹਵਾਲਾ ਦਿੱਤਾ। ਚੀਫ਼ ਜਸਟਿਸ ਨੇ ਨੋਟ ਕੀਤਾ ਕਿ ਫਸਲਾਂ ਦੀ ਰਹਿੰਦ-ਖੂੰਹਦ ਦਾ ਹੁਣ ਵਪਾਰਕ ਮੁੱਲ ਹੈ ਅਤੇ ਇਹ ਕਿਸਾਨਾਂ ਨੂੰ ਆਰਥਿਕ ਲਾਭ ਪ੍ਰਦਾਨ ਕਰ ਸਕਦਾ ਹੈ।

ਲੋਕ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂ ਰਾਹੁਲ ਗਾਂਧੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ‘ਇੰਡੀਆ’ ਗੱਠਜੋੜ ਦੇ ਕਈ ਆਗੂ ਅੱਜ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲ ਮਾਰਚ ਕਰਦੇ ਹੋਏ ਪਹੁੰਚੇ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂਆਂ ਨੇ ਭਾਰਤ ਦੇ ਚੀਫ਼ ਜਸਟਿਸ ਸੂਰਿਆ ਕਾਂਤ ਨਾਲ ਮੁਲਾਕਾਤ ਕਰਕੇ ਆਪਣੀਆਂ ਮੰਗਾਂ ਸਬੰਧੀ ਮੰਗ ਪੱਤਰ ਸੌਂਪਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਸੀ। ਹਾਲਾਂਕਿ, ਚੀਫ਼ ਜਸਟਿਸ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਮਿਲਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਪੱਤਰ ਵਿੱਚ ਉਠਾਏ ਗਏ ਮੁੱਦਿਆਂ ਨਾਲ ਸਬੰਧਤ ਮਾਮਲੇ ਪਹਿਲਾਂ ਹੀ ਅਦਾਲਤ ਵਿੱਚ ਵਿਚਾਰ ਅਧੀਨ ਹਨ। ਇਸ ਲਈ ਇਨ੍ਹਾਂ ਮੁੱਦਿਆਂ ’ਤੇ ਪ੍ਰਸ਼ਾਸਕੀ ਪੱਧਰ ’ਤੇ ਮੁਲਾਕਾਤ ਕਰਨ ਦੀ ਬਜਾਏ ਨਿਆਂਇਕ ਪ੍ਰਕਿਰਿਆ ਅਨੁਸਾਰ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕਰਨਾ ਉਚਿਤ ਹੋਵੇਗਾ। 

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਹਫ਼ਤੇ ਦੇ ਅਖ਼ੀਰ ਵਿੱਚ ਹੋਏ ਪ੍ਰਦਰਸ਼ਨਾਂ ਦੌਰਾਨ ਕਈ ਕਾਰਕੁਨਾਂ ਨੂੰ ਹਿਰਾਸਤ ਵਿੱਚ ਲਏ ਜਾਣ ਦੀ ਘਟਨਾ ਵੀ ਸਾਹਮਣੇ ਆਈ ਸੀ। ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਇਨ੍ਹਾਂ ਕਾਰਵਾਈਆਂ ਦੀ ਸਖ਼ਤ ਨਿੰਦਾ ਕਰਦਿਆਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਸਰਕਾਰ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਵਿਰੋਧੀ ਆਵਾਜ਼ਾਂ ਨੂੰ ਦਬਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ। ਵਿਰੋਧੀ ਆਗੂਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਲੋਕਤੰਤਰ ਵਿੱਚ ਵਿਰੋਧ ਪ੍ਰਗਟਾਉਣ ਅਤੇ ਸਰਕਾਰ ਦੀਆਂ ਨੀਤੀਆਂ ’ਤੇ ਸਵਾਲ ਉਠਾਉਣ ਦਾ ਅਧਿਕਾਰ ਹਰ ਨਾਗਰਿਕ ਨੂੰ ਮਿਲਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਮੁਤਾਬਕ, ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ ਦੀ ਮੰਗ ਕਰਨਾ ਲੋਕਤੰਤਰੀ ਪ੍ਰਣਾਲੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਦਾ ਹਿੱਸਾ ਹੈ।

ਦੂਜੇ ਪਾਸੇ, ਸਰਕਾਰ ਅਤੇ ਭਾਜਪਾ ਨੇ ਵਿਰੋਧੀ ਧਿਰ ਵੱਲੋਂ ਲਾਏ ਗਏ ਦੋਸ਼ਾਂ ਨੂੰ ਬੇਬੁਨਿਆਦ ਕਰਾਰ ਦਿੱਤਾ ਹੈ। ਭਾਜਪਾ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਬਾਰੇ ਬਿਨਾਂ ਠੋਸ ਸਬੂਤਾਂ ਦੇ ਸਵਾਲ ਉਠਾ ਕੇ ਲੋਕਾਂ ਵਿੱਚ ਭਰਮ ਪੈਦਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਚੋਣ ਕਮਿਸ਼ਨ ਵੀ ਆਪਣੇ ਬਚਾਅ ਵਿੱਚ ਕਹਿ ਚੁੱਕਾ ਹੈ ਕਿ ਵੋਟਰ ਸੂਚੀਆਂ ਦੀ ਸੋਧ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ ਅਤੇ ਇਸ ਦਾ ਮਕਸਦ ਸੂਚੀਆਂ ਦੀ ਸ਼ੁੱਧਤਾ ਯਕੀਨੀ ਬਣਾਉਣਾ ਹੈ।

ਫਿਲਹਾਲ, ਵੋਟਰ ਸੂਚੀਆਂ ਦੀ ਵਿਸ਼ੇਸ਼ ਮੁੜ ਸੁਧਾਈ ਨੂੰ ਲੈ ਕੇ ਸਿਆਸੀ ਟਕਰਾਅ ਹੋਰ ਤੇਜ਼ ਹੋ ਗਿਆ ਹੈ। ਇੱਕ ਪਾਸੇ ਵਿਰੋਧੀ ਧਿਰ ਇਸ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਰੋਕ ਲਾਉਣ, ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਕਰਨ ਅਤੇ ਚੋਣ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ ਲਿਆਉਣ ਦੀ ਮੰਗ ਕਰ ਰਹੀ ਹੈ, ਜਦਕਿ ਦੂਜੇ ਪਾਸੇ ਚੋਣ ਕਮਿਸ਼ਨ ਅਤੇ ਭਾਜਪਾ ਇਨ੍ਹਾਂ ਦੋਸ਼ਾਂ ਨੂੰ ਰੱਦ ਕਰ ਰਹੇ ਹਨ। ਹੁਣ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸੁਪਰੀਮ ਕੋਰਟ ਦੀ ਅਗਲੀ ਕਾਰਵਾਈ ਅਤੇ ਅਦਾਲਤ ਵੱਲੋਂ ਪਟੀਸ਼ਨ ’ਤੇ ਲਿਆ ਜਾਣ ਵਾਲਾ ਫ਼ੈਸਲਾ ਅਹਿਮ ਮੰਨਿਆ ਜਾ ਰਿਹਾ ਹੈ।

ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਕਥਿਤ ਬੇਨਿਯਮੀਆਂ ਨੂੰ ਲੈ ਕੇ ਕੇਂਦਰ ਸਰਕਾਰ ਅਤੇ ਚੋਣ ਕਮਿਸ਼ਨ ’ਤੇ ਨਿਸ਼ਾਨਾ ਸੇਧਿਆ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਦੇਸ਼ ਵਿੱਚ ਚੋਣਾਂ ਦੀ ਨਿਰਪੱਖਤਾ ਨੂੰ ਲੈ ਕੇ ਗੰਭੀਰ ਸਵਾਲ ਖੜ੍ਹੇ ਹੋ ਰਹੇ ਹਨ ਅਤੇ ਸਰਕਾਰ ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਨੂੰ ਬਚਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੀ ਹੈ। ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਕਿਹਾ ਕਿ ਵਿਰੋਧੀ ਧਿਰ ਵੋਟਾਂ ਦੀ ਕਥਿਤ ਚੋਰੀ ਦਾ ਮੁੱਦਾ ਲਗਾਤਾਰ ਉਠਾਉਂਦੀ ਰਹੇਗੀ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਲੋਕਤੰਤਰ ਅਤੇ ਸੰਵਿਧਾਨ ਦੀ ਰੱਖਿਆ ਲਈ ਉਨ੍ਹਾਂ ਦੀ ਲੜਾਈ ਜਾਰੀ ਰਹੇਗੀ ਅਤੇ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਆਵਾਜ਼ ਬੁਲੰਦ ਕੀਤੀ ਜਾਂਦੀ ਰਹੇਗੀ।

ਵਿਰੋਧੀ ਧਿਰ ਵੱਲੋਂ ਸੁਪਰੀਮ ਕੋਰਟ ਅੱਗੇ ਰੱਖੀਆਂ ਗਈਆਂ ਮੁੱਖ ਮੰਗਾਂ ਵਿੱਚ ਵੋਟਰ ਸੂਚੀਆਂ ਦੀ ਵਿਸ਼ੇਸ਼ ਮੁੜ ਸੁਧਾਈ ਦੀ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਰੋਕ ਲਾਉਣਾ, ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਗਿਆਨੇਸ਼ ਕੁਮਾਰ ਦੇ ਅਸਤੀਫ਼ੇ ਦੀ ਮੰਗ ਅਤੇ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਪਾਰਦਰਸ਼ੀ ਬਣਾਉਣਾ ਸ਼ਾਮਲ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਵਿਰੋਧੀ ਆਗੂਆਂ ਨੇ ਚੋਣਾਂ ਦੌਰਾਨ ਇਲੈਕਟ੍ਰਾਨਿਕ ਵੋਟਿੰਗ ਮਸ਼ੀਨਾਂ ਦੀ ਬਜਾਏ ਮੁੜ ਕਾਗਜ਼ੀ ਬੈਲਟ ਪੇਪਰਾਂ ਦੀ ਵਰਤੋਂ ਕਰਨ ਦੇ ਵਿਕਲਪ ’ਤੇ ਵੀ ਵਿਚਾਰ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਤਰਕ ਹੈ ਕਿ ਚੋਣ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਲੋਕਾਂ ਦਾ ਭਰੋਸਾ ਕਾਇਮ ਰੱਖਣ ਲਈ ਹਰ ਪੱਧਰ ’ਤੇ ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਜਵਾਬਦੇਹੀ ਲਾਜ਼ਮੀ ਹੈ।

ਦੂਜੇ ਪਾਸੇ, ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ ਕਿਸੇ ਵੀ ਸਿਆਸੀ ਪਾਰਟੀ ਦੇ ਹੱਕ ਵਿੱਚ ਕੰਮ ਕਰਨ ਜਾਂ ਪੱਖਪਾਤ ਕਰਨ ਦੇ ਦੋਸ਼ਾਂ ਨੂੰ ਸਿਰੇ ਤੋਂ ਨਕਾਰਿਆ ਹੈ। ਕਮਿਸ਼ਨ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਵੋਟਰ ਸੂਚੀਆਂ ਦੀ ਵਿਸ਼ੇਸ਼ ਮੁੜ ਸੁਧਾਈ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਸੂਚੀਆਂ ਨੂੰ ਸਹੀ ਅਤੇ ਭਰੋਸੇਯੋਗ ਬਣਾਉਣਾ ਹੈ। ਇਸ ਪ੍ਰਕਿਰਿਆ ਰਾਹੀਂ ਗ਼ਲਤ, ਦੁਹਰਾਏ ਗਏ ਅਤੇ ਅਯੋਗ ਵੋਟਰਾਂ ਦੇ ਨਾਂ ਹਟਾਏ ਜਾਂਦੇ ਹਨ, ਤਾਂ ਜੋ ਵੋਟਰ ਸੂਚੀਆਂ ਵਿੱਚ ਸਹੀ ਜਾਣਕਾਰੀ ਦਰਜ ਰਹੇ। ਹਾਲਾਂਕਿ, ਵਿਰੋਧੀ ਧਿਰ ਨੇ ਇਸ ਪ੍ਰਕਿਰਿਆ ਦੌਰਾਨ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਨਾਂ ਹਟਾਏ ਜਾਣ ’ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਪ੍ਰਗਟਾਈ ਹੈ।

ਪਿਛਲੇ ਸਾਲ ਸ਼ੁਰੂ ਹੋਈ ਇਸ ਪ੍ਰਕਿਰਿਆ ਦੌਰਾਨ ਵੋਟਰ ਸੂਚੀਆਂ ਵਿੱਚੋਂ 13 ਕਰੋੜ ਤੋਂ ਵੱਧ ਨਾਂ ਹਟਾਏ ਜਾਣ ਦੀ ਗੱਲ ਸਾਹਮਣੇ ਆਈ ਹੈ। ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਹਟਾਏ ਗਏ ਨਾਵਾਂ ਵਿੱਚ ਲਗਪਗ 2.8 ਕਰੋੜ ਮ੍ਰਿਤਕ ਵੋਟਰਾਂ ਦੇ ਨਾਂ ਸ਼ਾਮਲ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਕਰੀਬ 6.3 ਕਰੋੜ ਅਜਿਹੇ ਲੋਕਾਂ ਦੇ ਨਾਂ ਹਟਾਏ ਗਏ ਹਨ, ਜਿਨ੍ਹਾਂ ਦੇ ਹੋਰ ਥਾਵਾਂ ’ਤੇ ਚਲੇ ਜਾਣ ਦੀ ਜਾਣਕਾਰੀ ਮਿਲੀ ਹੈ। ਲਗਪਗ 3 ਕਰੋੜ ਅਜਿਹੇ ਵੋਟਰ ਵੀ ਦੱਸੇ ਗਏ ਹਨ, ਜਿਨ੍ਹਾਂ ਦਾ ਮੌਜੂਦਾ ਪਤਾ ਜਾਂ ਟਿਕਾਣਾ ਨਹੀਂ ਲੱਭ ਸਕਿਆ। ਵਿਰੋਧੀ ਧਿਰ ਦਾ ਸਵਾਲ ਹੈ ਕਿ ਇਸ ਵੱਡੇ ਪੱਧਰ ’ਤੇ ਕੀਤੀ ਜਾ ਰਹੀ ਸੋਧ ਦੌਰਾਨ ਇਹ ਕਿਵੇਂ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇਗਾ ਕਿ ਕਿਸੇ ਵੀ ਯੋਗ ਵੋਟਰ ਦਾ ਨਾਂ ਗ਼ਲਤੀ ਨਾਲ ਸੂਚੀ ਵਿੱਚੋਂ ਨਾ ਹਟਾਇਆ ਜਾਵੇ।

ਵਿਰੋਧੀ ਧਿਰ ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਵੋਟਰ ਸੂਚੀਆਂ ਦੀ ਮੁੜ ਸੁਧਾਈ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨਾਲ ਯੋਗ ਵੋਟਰਾਂ ਦੇ ਵੋਟ ਪਾਉਣ ਦੇ ਸੰਵਿਧਾਨਕ ਹੱਕ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਣ ਦਾ ਖ਼ਦਸ਼ਾ ਹੈ। ਵਿਰੋਧੀ ਆਗੂਆਂ ਨੇ ਚੋਣ ਕਮਿਸ਼ਨ ਦੀ ਨਿਰਪੱਖਤਾ ਦੇ ਨਾਲ-ਨਾਲ ਚੋਣ ਕਮਿਸ਼ਨਰਾਂ ਦੀ ਨਿਯੁਕਤੀ ਦੀ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ ਹਨ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਚੋਣਾਂ ਕਰਵਾਉਣ ਵਾਲੀ ਸੰਵਿਧਾਨਕ ਸੰਸਥਾ ਦੀ ਸੁਤੰਤਰਤਾ ਅਤੇ ਨਿਰਪੱਖਤਾ ਬਣਾਈ ਰੱਖਣੀ ਬੇਹੱਦ ਜ਼ਰੂਰੀ ਹੈ। ਹਾਲਾਂਕਿ, ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਅਤੇ ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਪੱਖਪਾਤ, ਹੇਰਾਫੇਰੀ ਜਾਂ ਜਾਣਬੁੱਝ ਕੇ ਵੋਟਰਾਂ ਦੇ ਨਾਂ ਹਟਾਉਣ ਦੇ ਦੋਸ਼ਾਂ ਨੂੰ ਰੱਦ ਕੀਤਾ ਹੈ।

ਇਸ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਮਲਿਕਾਰਜੁਨ ਖੜਗੇ ਅਤੇ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਚੀਫ਼ ਜਸਟਿਸ ਸੂਰਿਆ ਕਾਂਤ ਨੂੰ ਪੱਤਰ ਲਿਖਿਆ ਸੀ। ਦੋਵਾਂ ਆਗੂਆਂ ਨੇ 12 ਅਕਤੂਬਰ ਨੂੰ ਮੁਲਾਕਾਤ ਲਈ ਸਮਾਂ ਮੰਗਿਆ ਸੀ। ਉਹ ਚੋਣ ਕਮਿਸ਼ਨ ਨਾਲ ਸਬੰਧਤ ਮੁੱਦਿਆਂ, ਵਿਦਿਆਰਥੀਆਂ ਦੀਆਂ ਗ੍ਰਿਫ਼ਤਾਰੀਆਂ ਅਤੇ ਦਿੱਲੀ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਪ੍ਰਦਰਸ਼ਨਾਂ ਦੌਰਾਨ ਲਾਈਆਂ ਗਈਆਂ ਪਾਬੰਦੀਆਂ ਬਾਰੇ ਆਪਣੀਆਂ ਚਿੰਤਾਵਾਂ ਅਤੇ ਮੰਗਾਂ ਚੀਫ਼ ਜਸਟਿਸ ਸਾਹਮਣੇ ਰੱਖਣਾ ਚਾਹੁੰਦੇ ਸਨ। ਵਿਰੋਧੀ ਧਿਰ ਦੀ ਕੋਸ਼ਿਸ਼ ਸੀ ਕਿ ਇਨ੍ਹਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਨਿਆਂਇਕ ਦਖ਼ਲ ਦੀ ਲੋੜ ਬਾਰੇ ਚਰਚਾ ਕੀਤੀ ਜਾ ਸਕੇ ਅਤੇ ਆਪਣਾ ਪੱਖ ਅਦਾਲਤ ਤੱਕ ਪਹੁੰਚਾਇਆ ਜਾ ਸਕੇ।

ਚੀਫ਼ ਜਸਟਿਸ ਸੂਰਿਆ ਕਾਂਤ ਨੇ ਪੱਤਰ ਦੇ ਜਵਾਬ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਸ ਵਿੱਚ ਉਠਾਏ ਗਏ ਮੁੱਦੇ ਪਹਿਲਾਂ ਹੀ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਵਿਚਾਰ ਅਧੀਨ ਹਨ। ਉਨ੍ਹਾਂ ਅਨੁਸਾਰ, ਜਦੋਂ ਕੋਈ ਮਾਮਲਾ ਅਦਾਲਤ ਵਿੱਚ ਵਿਚਾਰ ਅਧੀਨ ਹੋਵੇ ਤਾਂ ਉਸ ਸਬੰਧੀ ਵੱਖਰੇ ਤੌਰ ’ਤੇ ਮੁਲਾਕਾਤ ਕਰਕੇ ਚਰਚਾ ਕਰਨਾ ਨਿਆਂਪਾਲਿਕਾ ਅਤੇ ਕਾਰਜਪਾਲਿਕਾ ਦੀਆਂ ਵੱਖ-ਵੱਖ ਭੂਮਿਕਾਵਾਂ ਦੇ ਸਿਧਾਂਤ ਦੇ ਉਲਟ ਹੋ ਸਕਦਾ ਹੈ। ਇਸ ਲਈ ਉਨ੍ਹਾਂ ਨੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂਆਂ ਨੂੰ ਮੰਗ ਪੱਤਰ ਰਾਹੀਂ ਮੁਲਾਕਾਤ ਕਰਨ ਦੀ ਬਜਾਏ ਨਿਆਂਇਕ ਪ੍ਰਕਿਰਿਆ ਅਪਣਾਉਣ ਅਤੇ ਲੋੜ ਪੈਣ ’ਤੇ ਅਦਾਲਤ ਵਿੱਚ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕਰਨ ਦੀ ਸਲਾਹ ਦਿੱਤੀ।

ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਮਾਰਚ ਅਤੇ ਪ੍ਰਦਰਸ਼ਨ ਦੇ ਮੱਦੇਨਜ਼ਰ ਦਿੱਲੀ ਵਿੱਚ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧ ਸਖ਼ਤ ਕਰ ਦਿੱਤੇ ਗਏ ਸਨ। ਪੁਲੀਸ ਵੱਲੋਂ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੂੰ ਅੱਗੇ ਵਧਣ ਤੋਂ ਰੋਕਣ ਲਈ ਵੱਖ-ਵੱਖ ਥਾਵਾਂ ’ਤੇ ਬੈਰੀਕੇਡ ਲਾਏ ਗਏ ਸਨ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਸ਼ਹਿਰ ਦੇ ਕਈ ਰਸਤਿਆਂ ’ਤੇ ਆਵਾਜਾਈ ਨੂੰ ਨਿਯਮਤ ਕਰਨ ਲਈ ਪਾਬੰਦੀਆਂ ਵੀ ਲਗਾਈਆਂ ਗਈਆਂ। ਪ੍ਰਦਰਸ਼ਨ ਕਾਰਨ ਆਮ ਲੋਕਾਂ ਨੂੰ ਆਵਾਜਾਈ ਵਿੱਚ ਦਿੱਕਤਾਂ ਦਾ ਸਾਹਮਣਾ ਨਾ ਕਰਨਾ ਪਵੇ, ਇਸ ਲਈ ਸੁਰੱਖਿਆ ਬਲਾਂ ਅਤੇ ਪੁਲੀਸ ਨੂੰ ਵੱਖ

ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਪਹੁੰਚਣ ਤੋਂ ਪਹਿਲਾਂ ਆਸ਼ੂਤੋਸ਼ ਰਾਂਕਾਂ ਨੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਪਲੇਟਫਾਰਮ X 'ਤੇ ਇਹ ਜਾਣਕਾਰੀ ਪੋਸਟ ਕੀਤੀ ਸੀ। ਉਨ੍ਹਾਂ ਲਿਖਿਆ ਸੀ ਕਿ ਉਹ ਸੋਮਵਾਰ ਸਵੇਰੇ 10 ਵਜੇ ਸੌਰਵ ਦਾਸ, ਰਤਨਾ ਸਿੰਘ ਅਤੇ ਹੋਰ ਪਾਰਟੀ ਨੇਤਾਵਾਂ ਨਾਲ ਸੰਸਦ ਮਾਰਗ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਦਾ ਟੀਚਾ ਜੰਤਰ-ਮੰਤਰ 'ਤੇ ਸ਼ਾਂਤੀਪੂਰਨ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਲਈ ਇੱਕ ਤਾਰੀਖ ਪ੍ਰਾਪਤ ਕਰਨਾ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ਪੁਲਿਸ 24 ਘੰਟਿਆਂ ਦੇ ਅੰਦਰ ਜੰਤਰ-ਮੰਤਰ 'ਤੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਲਈ ਇੱਕ ਤਾਰੀਖ ਪ੍ਰਦਾਨ ਕਰ ਸਕਦੀ ਹੈ। ਜੇਕਰ ਪੁਲਿਸ ਅਜਿਹਾ ਨਹੀਂ ਕਰਦੀ ਹੈ, ਤਾਂ ਪਾਰਟੀ ਆਪਣੇ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਦੀ ਅਗਲੀ ਤਾਰੀਖ ਦਾ ਐਲਾਨ ਕਰੇਗੀ।  

ਸੀਜੇਪੀ ਦੇ ਮੁੱਖ ਬੁਲਾਰੇ ਸੌਰਵ ਦਾਸ ਨੇ ਕਿਹਾ ਕਿ ਪੁਲਿਸ ਆਮ ਤੌਰ 'ਤੇ ਪ੍ਰਦਰਸ਼ਨਾਂ ਲਈ ਪਾਰਟੀ ਨਾਲ 10 ਦਿਨ ਪਹਿਲਾਂ ਸੰਪਰਕ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਮੰਗਦੀ ਹੈ। ਹੁਣ ਪਾਰਟੀ ਪੁਲਿਸ ਨੂੰ ਪ੍ਰਦਰਸ਼ਨ ਦੀ ਤਾਰੀਖ਼ ਅਤੇ ਸਮਾਂ ਤੈਅ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸੂਚਿਤ ਕਰਨ ਲਈ ਕਹਿ ਰਹੀ ਹੈ। ਸੌਰਵ ਦਾਸ ਦੇ ਅਨੁਸਾਰ ਪਾਰਟੀ ਪੁਲਿਸ ਨੂੰ 24 ਘੰਟੇ ਦੇ ਰਹੀ ਹੈ। ਇਸ ਸਮੇਂ ਦੌਰਾਨ ਪੁਲਿਸ ਜੇਕਰ ਚਾਹੇ ਤਾਂ ਜੰਤਰ-ਮੰਤਰ 'ਤੇ ਪ੍ਰਦਰਸ਼ਨ ਲਈ ਤਾਰੀਖ਼ ਅਤੇ ਸਮਾਂ ਤੈਅ ਕਰ ਸਕਦੀ ਹੈ। ਜੇਕਰ ਅਜਿਹਾ ਨਹੀਂ ਹੁੰਦਾ ਹੈ, ਤਾਂ ਪਾਰਟੀ ਆਪਣੀ ਭਵਿੱਖ ਦੀ ਰਣਨੀਤੀ ਦਾ ਫੈਸਲਾ ਕਰੇਗੀ ਅਤੇ ਪ੍ਰਦਰਸ਼ਨ ਦਾ ਐਲਾਨ ਖੁਦ ਕਰੇਗੀ। ਪਾਰਟੀ ਦੀ ਮੰਗ ਦਾ ਮੂਲ ਇਹ ਹੈ ਕਿ ਇਸਨੂੰ ਸ਼ਾਂਤੀਪੂਰਵਕ ਆਪਣਾ ਵਿਰੋਧ ਦਰਜ ਕਰਨ ਦਾ ਮੌਕਾ ਦਿੱਤਾ ਜਾਵੇ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਗਿਆਨੇਸ਼ ਕੁਮਾਰ ਵਿਰੁੱਧ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਤੋਂ ਪਹਿਲਾਂ ਦਿੱਲੀ ਪੁਲਿਸ ਨੇ ਸੀਜੇਪੀ ਆਗੂਆਂ ਅਭਿਜੀਤ ਦੀਪਕੇ, ਸੌਰਵ ਦਾਸ ਅਤੇ ਆਸ਼ੂਤੋਸ਼ ਰਾਂਕਾ ਨੂੰ ਸਾਵਧਾਨੀ ਵਜੋਂ ਹਿਰਾਸਤ ਵਿੱਚ ਲਿਆ ਸੀ। ਬਾਅਦ ਵਿੱਚ ਦਿੱਲੀ ਦੀ ਇੱਕ ਕਾਰਜਕਾਰੀ ਮੈਜਿਸਟ੍ਰੇਟ ਅਦਾਲਤ ਨੇ ਤਿੰਨਾਂ ਨੂੰ ਰਿਹਾਅ ਕਰਨ ਦਾ ਹੁਕਮ ਦਿੱਤਾ। ਪਾਰਟੀ ਦੇ ਵਕੀਲ ਦੇ ਅਨੁਸਾਰ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਈ ਦੇ ਨਾਲ ਤਿੰਨਾਂ ਆਗੂਆਂ ਨੂੰ ਇੱਕ ਸਾਲ ਤੱਕ ਸ਼ਾਂਤੀ ਅਤੇ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਨੂੰ ਭੰਗ ਕਰਨ ਵਾਲੀ ਕਿਸੇ ਵੀ ਗਤੀਵਿਧੀ ਵਿੱਚ ਸ਼ਾਮਲ ਨਾ ਹੋਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ। ਇਸ ਘਟਨਾਕ੍ਰਮ ਤੋਂ ਬਾਅਦ ਸੀਜੇਪੀ ਵੱਲੋਂ ਇੱਕ ਹੋਰ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਦੀਆਂ ਤਿਆਰੀਆਂ ਸਾਹਮਣੇ ਆਈਆਂ ਹਨ।

ਇਸ ਦੌਰਾਨ ਸੀਜੇਪੀ ਦੇ ਅਭਿਜੀਤ ਦੀਪਕੇ ਨੇ ਵੀ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਜਾਰੀ ਰੱਖਣ ਦਾ ਆਪਣਾ ਇਰਾਦਾ ਜ਼ਾਹਰ ਕੀਤਾ ਹੈ। ਇੱਕ ਦਿਨ ਪਹਿਲਾਂ, ਐਕਸ 'ਤੇ ਇੱਕ ਪੋਸਟ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕਿਸੇ ਵੀ ਬਾਂਡ 'ਤੇ ਦਸਤਖਤ ਨਹੀਂ ਕੀਤੇ ਹਨ ਜਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਉਹ ਵਿਰੋਧ ਨਹੀਂ ਕਰਨਗੇ। ਦੀਪਕੇ ਨੇ ਕਿਹਾ ਕਿ "ਅਸੀਂ ਕਿਸੇ ਵੀ ਬਾਂਡ 'ਤੇ ਦਸਤਖਤ ਨਹੀਂ ਕੀਤੇ ਹਨ ਜਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਅਸੀਂ ਵਿਰੋਧ ਨਹੀਂ ਕਰਾਂਗੇ। ਅਸੀਂ ਦੁਬਾਰਾ ਸੜਕਾਂ 'ਤੇ ਉਤਰਾਂਗੇ।" ਉਨ੍ਹਾਂ ਦੇ ਬਿਆਨ ਤੋਂ ਪਤਾ ਲੱਗਦਾ ਹੈ ਕਿ ਪਾਰਟੀ ਵਰਕਰ ਨਜ਼ਰਬੰਦੀ ਅਤੇ ਕਾਨੂੰਨੀ ਸ਼ਰਤਾਂ ਦੇ ਬਾਵਜੂਦ ਵਿਰੋਧ ਪ੍ਰਦਰਸ਼ਨ ਜਾਰੀ ਰੱਖਣ ਦੇ ਹੱਕ ਵਿੱਚ ਹਨ।

ਇਸ ਦੌਰਾਨ ਇੰਡੀਆ ਬਲਾਕ ਅੱਜ ਚੋਣ ਬੇਨਿਯਮੀਆਂ ਨੂੰ ਲੈ ਕੇ ਸੁਪਰੀਮ ਕੋਰਟ ਤੱਕ ਰੋਸ ਮਾਰਚ ਕਰਨ ਦੀ ਤਿਆਰੀ ਕਰ ਰਿਹਾ ਹੈ। ਗਠਜੋੜ ਮੁੱਖ ਚੋਣ ਕਮਿਸ਼ਨਰ ਦੇ ਅਸਤੀਫ਼ੇ ਦੀ ਮੰਗ ਕਰ ਰਿਹਾ ਹੈ। ਦੇਸ਼ ਭਰ ਦੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਵੀ ਅੰਦੋਲਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਗਈ ਹੈ।

Flydubai plane incident : ਰਾਸ਼ਟਰੀ ਜਾਂਚ ਏਜੰਸੀ (ਐਨਆਈਏ) ਨੇ ਫਲਾਈਦੁਬਈ ਦੀ ਉਡਾਣ ਦੌਰਾਨ ਕੈਪਟਨ ਸਮਿਤ ਮਛਾਰ 'ਤੇ ਹੋਏ ਕਾਕਪਿਟ ਹਮਲੇ ਦੀ ਜਾਂਚ ਲਈ ਇੱਕ ਕੇਸ ਦਰਜ ਕੀਤਾ ਹੈ। ਏਜੰਸੀ ਨੇ ਇਜ਼ਰਾਈਲ ਜਾਣ ਵਾਲੀ ਫਲਾਈਦੁਬਈ ਦੀ ਉਡਾਣ ਦੇ ਕਾਕਪਿਟ 'ਤੇ ਹੋਏ ਹਮਲੇ ਦੀ ਜਾਂਚ ਲਈ ਹਾਈਜੈਕਿੰਗ ਵਿਰੋਧੀ ਐਕਟ, 2016 ਅਤੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀਆਂ (ਰੋਕਥਾਮ) ਐਕਟ (ਯੂਏਪੀਏ) ਦੀ ਵਰਤੋਂ ਕੀਤੀ ਹੈ। ਸੂਤਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਐਫਆਈਆਰ ਵਿੱਚ ਹਮਲੇ ਦੀ ਜਾਂਚ ਲਈ ਹਾਈਜੈਕਿੰਗ, ਅੱਤਵਾਦੀ ਗਤੀਵਿਧੀਆਂ, ਸਾਜ਼ਿਸ਼ ਅਤੇ ਅੱਤਵਾਦੀ ਸੰਗਠਨ ਦੀ ਮੈਂਬਰਸ਼ਿਪ ਅਤੇ ਕੱਟੜਪੰਥੀ ਨੈੱਟਵਰਕਾਂ ਨਾਲ ਸਬੰਧਤ ਧਾਰਾਵਾਂ ਸ਼ਾਮਲ ਹਨ।

ਫਲਾਈਦੁਬਈ ਫਲਾਈਟ FZ1073 ਦੇ ਕਾਕਪਿਟ ਵਿੱਚ ਹੋਏ ਹਮਲੇ ਨੇ ਦੁਨੀਆ ਭਰ ਵਿੱਚ ਸੁਰਖੀਆਂ ਬਟੋਰੀਆਂ। 30 ਸਤੰਬਰ ਨੂੰ ਦੁਬਈ ਤੋਂ ਤੇਲ ਅਵੀਵ, ਇਜ਼ਰਾਈਲ ਜਾ ਰਹੇ ਸਹਿ-ਪਾਇਲਟ ਹਮਾਮ ਅਲ-ਹਮਾਮੀ ਨੇ ਭਾਰਤੀ ਕੈਪਟਨ ਸਮਿਤ ਮਾਛਰ 'ਤੇ ਐਮਰਜੈਂਸੀ ਕੁਹਾੜੀ ਨਾਲ ਹਮਲਾ ਕੀਤਾ ਅਤੇ ਜਹਾਜ਼ ਦਾ ਕੰਟਰੋਲ ਆਪਣੇ ਕਬਜ਼ੇ ਵਿੱਚ ਲੈਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਹਮਲੇ ਵਿੱਚ ਗੰਭੀਰ ਜ਼ਖਮੀ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਕੈਪਟਨ ਮਾਛਰ ਨੂੰ ਜਹਾਜ਼ ਦਾ ਕੰਟਰੋਲ ਬਣਾਈ ਰੱਖਣ ਲਈ ਸੰਘਰਸ਼ ਕਰਨਾ ਪਿਆ। ਉਹ ਕਾਕਪਿਟ ਦਾ ਦਰਵਾਜ਼ਾ ਖੋਲ੍ਹਣ ਵਿੱਚ ਵੀ ਸਫਲ ਰਿਹਾ। ਇੱਕ ਵਾਰ ਦਰਵਾਜ਼ਾ ਖੁੱਲ੍ਹਣ ਤੋਂ ਬਾਅਦ ਯਾਤਰੀ ਅਤੇ ਚਾਲਕ ਦਲ ਦੇ ਮੈਂਬਰ ਭੱਜ ਕੇ ਅੰਦਰ ਆਏ ਅਤੇ ਸਹਿ-ਪਾਇਲਟ ਨੂੰ ਕਾਬੂ ਕਰ ਲਿਆ। ਫਿਰ ਦੋ ਆਫ-ਡਿਊਟੀ ਪਾਇਲਟਾਂ ਨੇ ਜਹਾਜ਼ ਦਾ ਕੰਟਰੋਲ ਆਪਣੇ ਹੱਥਾਂ ਵਿੱਚ ਲੈ ਲਿਆ, ਜਿਸ ਨਾਲ ਸਾਊਦੀ ਅਰਬ ਦੇ ਤਬੂਕ ਵਿੱਚ ਐਮਰਜੈਂਸੀ ਲੈਂਡਿੰਗ ਹੋਈ।

ਇਜ਼ਰਾਈਲ, ਯੂਏਈ ਅਤੇ ਸਾਊਦੀ ਅਰਬ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਫਲਾਈਦੁਬਈ ਘਟਨਾ ਨੂੰ ਅੱਤਵਾਦੀ ਹਮਲਾ ਦੱਸਿਆ ਹੈ। ਹਾਲਾਂਕਿ, ਇਹ ਸਵਾਲ ਅਜੇ ਵੀ ਹਨ ਕਿ ਕੀ ਸਹਿ-ਪਾਇਲਟ ਨੇ ਇਕੱਲੇ ਕੰਮ ਕੀਤਾ ਸੀ ਜਾਂ ਕਿਸੇ ਵੱਡੀ ਅੱਤਵਾਦੀ ਸਾਜ਼ਿਸ਼ ਦਾ ਹਿੱਸਾ ਸੀ। ਰਿਪੋਰਟਾਂ ਦੇ ਅਨੁਸਾਰ ਅਮਰੀਕੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਸੇ ਵੀ ਵੱਡੇ ਸੰਗਠਨ ਦੀ ਸ਼ਮੂਲੀਅਤ ਤੋਂ ਇਨਕਾਰ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੇ ਅਨੁਸਾਰ ਜਾਂਚਕਰਤਾਵਾਂ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਓਮਾਨੀ ਸਹਿ-ਪਾਇਲਟ ਨੇ ਕਿਸੇ ਵੱਡੇ ਸੰਗਠਨ ਦਾ ਹਿੱਸਾ ਹੋਣ ਦੀ ਬਜਾਏ ਇਕੱਲੇ ਇਹ ਕੰਮ ਕੀਤਾ ਸੀ।

ਧਿਆਨ ਦੇਣ ਯੋਗ ਹੈ ਕਿ ਇਹ ਘਟਨਾ 30 ਸਤੰਬਰ 2026 ਨੂੰ ਵਾਪਰੀ ਸੀ। ਇਸ ਦੌਰਾਨ ਉਡਾਨ 'ਚ 174 ਯਾਤਰੀ ਅਤੇ 6 ਚਾਲਕ ਦਲ ਦੇ ਮੈਂਬਰ ਸਵਾਰ ਸਨ। ਕੈਪਟਨ ਮਛਾਰ ਨੇ ਇਸ ਹਮਲੇ 'ਚ ਬਹਾਦਰੀ ਦਿਖਾਈ ਤੇ ਨਾ ਸਿਰਫ ਆਪਣੀ ਜਾਨ ਬਚਾਈ ਬਲਕਿ ਜਹਾਜ਼ 'ਚ ਸਵਾਰ ਸਭ ਯਾਤਰੀਆਂ ਦੀ ਜਾਨ ਵੀ ਬਚਾਈ।  

 ਸ਼ਾਹਦਰਾ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਆਫ਼ ਪੁਲਿਸ ਰਾਜੇਂਦਰ ਪ੍ਰਸਾਦ ਮੀਣਾ ਨੇ ਕਿਹਾ ਕਿ ਕੁਝ ਲੋਕਾਂ ਨੂੰ ਬਚਾ ਕੇ ਹਸਪਤਾਲ ਭੇਜਿਆ ਗਿਆ ਹੈ, ਜਦੋਂ ਕਿ ਦੋ ਜਾਂ ਤਿੰਨ ਲੋਕਾਂ ਦੇ ਅਜੇ ਵੀ ਮਲਬੇ ਹੇਠ ਫਸੇ ਹੋਣ ਦਾ ਖ਼ਦਸ਼ਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ "ਇਹ 225 ਵਰਗ ਫੁੱਟ ਦੇ ਖੇਤਰ ਵਿੱਚ ਬਣੀ ਚਾਰ ਮੰਜ਼ਿਲਾ ਇਮਾਰਤ ਹੈ। ਕੁਝ ਲੋਕਾਂ ਨੂੰ ਬਚਾ ਕੇ ਹਸਪਤਾਲ ਭੇਜਿਆ ਗਿਆ ਹੈ, ਪਰ ਸਾਨੂੰ ਡਰ ਹੈ ਕਿ ਦੋ ਜਾਂ ਤਿੰਨ ਲੋਕ ਅਜੇ ਵੀ ਮਲਬੇ ਹੇਠ ਫਸੇ ਹੋਏ ਹਨ। ਬਚਾਅ ਕਾਰਜ ਜਾਰੀ ਹੈ।"

ਇੱਕ ਸਥਾਨਕ ਨਿਵਾਸੀ ਨੇ ਦੱਸਿਆ ਕਿ ਨੇੜਲੇ ਨਿਵਾਸੀਆਂ ਨੇ ਚਾਰ ਜਾਂ ਪੰਜ ਲੋਕਾਂ ਨੂੰ ਮਲਬੇ ਤੋਂ ਬਾਹਰ ਕੱਢਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਹਸਪਤਾਲ ਪਹੁੰਚਾਇਆ ਜਦੋਂ ਕਿ ਬਚਾਅ ਕਾਰਜ ਚੱਲ ਰਹੇ ਸਨ। "ਪੁਲਿਸ ਲਗਭਗ ਅੱਧੇ ਘੰਟੇ ਬਾਅਦ ਪਹੁੰਚੀ। ਇੱਕ ਬੱਚਾ ਅਜੇ ਵੀ ਫਸਿਆ ਹੋਇਆ ਹੈ ਅਤੇ ਕੁਝ ਲੋਕਾਂ ਨੂੰ ਸਥਾਨਕ ਲੋਕਾਂ ਨੇ ਬਚਾਇਆ ਅਤੇ ਹਸਪਤਾਲ ਪਹੁੰਚਾਇਆ। ਮੈਂ ਖੁਦ ਸੀਪੀਆਰ ਦਿੱਤਾ। ਦੋ ਜਾਂ ਤਿੰਨ ਲੋਕਾਂ ਨੂੰ ਹਸਪਤਾਲ ਭੇਜਿਆ ਗਿਆ।

ਸਥਾਨਕ ਲੋਕਾਂ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਮੰਗਲਵਾਰ ਰਾਤ ਨੂੰ ਉੱਤਰਾਖੰਡ 'ਚ ਆਏ  ਭੂਚਾਲ ਦੇ ਝਟਕਿਆ ਕਾਰਨ ਦਿੱਲੀ-ਰਾਸ਼ਟਰੀ ਰਾਜਧਾਨੀ ਖੇਤਰ (ਐਨਸੀਆਰ) ਵਿੱਚ ਭੂਚਾਲ ਦੇ ਝਟਕੇ ਮਹਿਸੂਸ ਕੀਤੇ ਜਾਣ ਤੋਂ ਬਾਅਦ ਇਮਾਰਤ ਵਿੱਚ ਤਰੇੜਾਂ ਆ ਗਈਆਂ ਸੀ। ਹਾਲਾਂਕਿ, ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਡਿੱਗਣ ਦਾ ਅਸਲ ਕਾਰਨ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਹੀ ਪਤਾ ਲੱਗੇਗਾ।

ਦਿੱਲੀ ਟ੍ਰੈਫਿਕ ਪੁਲਿਸ ਨੇ ਇੱਕ ਐਡਵਾਈਜ਼ਰੀ ਜਾਰੀ ਕਰਕੇ ਲੋਕਾਂ ਨੂੰ ਸੀਮਾਪੁਰੀ ਖੇਤਰ ਤੋਂ ਬਚਣ ਲਈ ਕਿਹਾ ਹੈ। ਸੀਮਾਪੁਰੀ ਚੌਕ, ਡੀਐਲਐਫ ਭੋਪੁਰਾ ਅਤੇ ਆਲੇ ਦੁਆਲੇ ਦੀਆਂ ਸੜਕਾਂ 'ਤੇ ਆਵਾਜਾਈ ਪ੍ਰਭਾਵਿਤ ਹੋਈ ਹੈ।

ਪੁਲਿਸ ਨੇ ਲੋਕਾਂ ਨੂੰ ਘਟਨਾ ਸਥਾਨ ਦੇ ਨੇੜੇ ਰੁਕਣ, ਪਾਰਕਿੰਗ ਕਰਨ ਜਾਂ ਇਕੱਠੇ ਹੋਣ ਤੋਂ ਬਚਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੜਕ ਖੁੱਲ੍ਹੀ ਰੱਖਣ ਨਾਲ ਐਂਬੂਲੈਂਸਾਂ ਅਤੇ ਬਚਾਅ ਵਾਹਨਾਂ ਨੂੰ ਤੇਜ਼ੀ ਨਾਲ ਅੱਗੇ ਵਧਣ ਵਿੱਚ ਮਦਦ ਮਿਲੇਗੀ।

ਆਰਬੀਆਈ ਵੱਲੋਂ ਰੈਪੋ ਰੇਟ ਨੂੰ 5.25 ਫੀਸਦੀ ਤੋਂ ਵਧਾ ਕੇ 5.5 ਫੀਸਦੀ (0.25% ਜਾਂ 25 ਬੇਸਿਸ ਪੁਆਇੰਟ ਦਾ ਵਾਧਾ) ਕਰਨ ਦਾ ਸਿੱਧਾ ਮਤਲਬ ਹੈ ਕਿ ਬੈਂਕਾਂ ਲਈ ਫੰਡ ਇਕੱਠਾ ਕਰਨਾ ਮਹਿੰਗਾ ਹੋ ਜਾਵੇਗਾ, ਜਿਸਦੇ ਨਤੀਜੇ ਵਜੋਂ ਉਹ ਘਰੇਲੂ ਕਰਜ਼ਿਆਂ 'ਤੇ ਵਿਆਜ ਦਰਾਂ ਵੀ ਵਧਾਉਣਗੇ। ਜੇਕਰ ਤੁਹਾਡੇ ਕੋਲ 8.5% ਦੀ ਵਿਆਜ ਦਰ 'ਤੇ 20 ਸਾਲਾਂ ਲਈ 30 ਲੱਖ ਰੁਪਏ ਦਾ ਘਰੇਲੂ ਕਰਜ਼ਾ ਹੈ, ਤਾਂ ਤੁਹਾਡੀ ਮੌਜੂਦਾ ਮਹੀਨਾਵਾਰ EMI ਲਗਭਗ 26,035 ਰੁਪਏ ਹੋਵੇਗੀ। ਵਿਆਜ ਦਰ ਵਿੱਚ 0.25% ਵਾਧੇ (ਭਾਵ, ਦਰ 8.75% ਹੋ ਜਾਂਦੀ ਹੈ) ਤੋਂ ਬਾਅਦ ਉਹੀ EMI ਲਗਭਗ 26,511 ਰੁਪਏ ਹੋ ਜਾਵੇਗੀ। ਇਸ ਤਰ੍ਹਾਂ ਤੁਹਾਨੂੰ ਹਰ ਮਹੀਨੇ ਲਗਭਗ 476 ਰੁਪਏ ਹੋਰ (ਲਗਭਗ 5,712 ਰੁਪਏ ਸਾਲਾਨਾ) ਅਦਾ ਕਰਨੇ ਪੈਣਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਬੈਂਕ ਅਕਸਰ EMI ਦੀ ਰਕਮ ਵਧਾਉਣ ਦੀ ਬਜਾਏ ਕਰਜ਼ੇ ਦੀ ਮਿਆਦ ਵਧਾਉਂਦੇ ਹਨ, ਜਿਸ ਨਾਲ ਗਾਹਕਾਂ 'ਤੇ ਸਮੁੱਚਾ ਵਿਆਜ ਬੋਝ ਵਧਦਾ ਹੈ।

ਇਸੇ ਤਰ੍ਹਾਂ 25 ਸਾਲ ਦੀ ਮਿਆਦ ਅਤੇ 7.50% ਦੀ ਵਿਆਜ ਦਰ ਵਾਲੇ 50 ਲੱਖ ਰੁਪਏ ਦੇ ਕਰਜ਼ੇ ਲਈ ਮਹੀਨਾਵਾਰ EMI ਲਗਭਗ 36,950 ਰੁਪਏ ਹੈ। ਜੇਕਰ ਬੈਂਕ ਰੈਪੋ ਰੇਟ ਵਾਧੇ ਤੋਂ ਬਾਅਦ ਗਾਹਕਾਂ ਨੂੰ ਪੂਰਾ ਵਾਧਾ ਦਿੰਦੇ ਹਨ, ਤਾਂ ਵਿਆਜ ਦਰ 7.75% ਤੱਕ ਵਧ ਜਾਵੇਗੀ। ਇਸ ਨਾਲ ਮਹੀਨਾਵਾਰ ਕਿਸ਼ਤ ਲਗਭਗ 817 ਰੁਪਏ ਵੱਧ ਕੇ ਲਗਭਗ 37,767 ਰੁਪਏ ਹੋ ਸਕਦੀ ਹੈ। ਪੂਰੀ ਕਰਜ਼ੇ ਦੀ ਮਿਆਦ ਦੌਰਾਨ ਵਾਧੂ ਵਿਆਜ ਦਾ ਬੋਝ ਲਗਭਗ 2.45 ਲੱਖ ਰੁਪਏ ਤੱਕ ਪਹੁੰਚ ਸਕਦਾ ਹੈ। ਇਹ ਬੋਝ ਵੱਡੇ ਕਰਜ਼ਿਆਂ ਲਈ ਹੋਰ ਵੀ ਵੱਡਾ ਹੋਵੇਗਾ। ਬੈਂਕ ਜਾਂ ਤਾਂ ਮਹੀਨਾਵਾਰ ਕਿਸ਼ਤ ਵਧਾ ਸਕਦੇ ਹਨ ਜਾਂ ਕਰਜ਼ੇ ਦੀ ਮਿਆਦ ਵਧਾ ਸਕਦੇ ਹਨ। ਦੋਵਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਕਰਜ਼ਾ ਲੈਣ ਵਾਲੇ ਨੂੰ ਹੋਰ ਭੁਗਤਾਨ ਕਰਨਾ ਪਵੇਗਾ।

ਮੁਦਰਾ ਨੀਤੀ ਕਮੇਟੀ ਨੇ ਅਗਸਤ ਵਿੱਚ ਰੈਪੋ ਦਰ ਨੂੰ 5.25% 'ਤੇ ਬਿਨਾਂ ਕਿਸੇ ਬਦਲਾਅ ਦੇ ਰੱਖਿਆ। ਉਸ ਸਮੇਂ ਕਮੇਟੀ ਨੇ ਮੁਦਰਾਸਫੀਤੀ ਦੇ ਰੁਝਾਨਾਂ 'ਤੇ ਹੋਰ ਸਪੱਸ਼ਟਤਾ ਦੀ ਉਡੀਕ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ। ਵਿਕਾਸ ਅਤੇ ਮੁਦਰਾਸਫੀਤੀ ਵਿਚਕਾਰ ਸੰਤੁਲਨ ਬਣਾਈ ਰੱਖਣ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਕਮੇਟੀ ਦਾ ਨਿਰਪੱਖ ਰੁਖ਼ ਦਰਸਾਉਂਦਾ ਹੈ ਕਿ ਉਹ ਸਥਿਤੀ 'ਤੇ ਨੇੜਿਓਂ ਨਜ਼ਰ ਰੱਖ ਰਹੀ ਹੈ।

ਰੈਪੋ ਰੇਟ ਉਹ ਵਿਆਜ ਦਰ ਹੈ ਜਿਸ 'ਤੇ ਵਪਾਰਕ ਬੈਂਕ ਭਾਰਤੀ ਰਿਜ਼ਰਵ ਬੈਂਕ ਤੋਂ ਪੈਸੇ ਉਧਾਰ ਲੈਂਦੇ ਹਨ। ਇਹ ਦਰ ਸਿੱਧੇ ਤੌਰ 'ਤੇ ਬੈਂਕਾਂ ਦੁਆਰਾ ਦਿੱਤੇ ਜਾਂਦੇ ਕਰਜ਼ਿਆਂ 'ਤੇ ਵਿਆਜ ਦਰਾਂ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਦੀ ਹੈ। ਰੈਪੋ ਰੇਟ ਵਿੱਚ ਬਦਲਾਅ ਘਰੇਲੂ ਕਰਜ਼ੇ, ਆਟੋ ਲੋਨ ਅਤੇ ਹੋਰ ਖਪਤਕਾਰ ਕਰਜ਼ੇ ਨੂੰ ਹੋਰ ਮਹਿੰਗਾ ਜਾਂ ਸਸਤਾ ਬਣਾ ਸਕਦੇ ਹਨ। ਇਸ ਲਈ ਇਹ ਆਮ ਲੋਕਾਂ ਅਤੇ ਉਦਯੋਗਾਂ 'ਤੇ ਸਿੱਧਾ ਪ੍ਰਭਾਵ ਪਾਉਂਦਾ ਹੈ। ਕੇਂਦਰੀ ਬੈਂਕ ਇਸਦੀ ਵਰਤੋਂ ਮਹਿੰਗਾਈ ਨੂੰ ਕੰਟਰੋਲ ਕਰਨ ਅਤੇ ਆਰਥਿਕ ਵਿਕਾਸ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਕਰਦਾ ਹੈ।

ਆਰਬੀਆਈ ਦੀਆਂ ਐਮਪੀਸੀ ਮੀਟਿੰਗਾਂ ਦੇਸ਼ ਦੀ ਆਰਥਿਕ ਸਥਿਤੀ ਅਤੇ ਸਭ ਤੋਂ ਮਹੱਤਵਪੂਰਨ, ਮਹਿੰਗਾਈ ਦਰ 'ਤੇ ਕੇਂਦ੍ਰਿਤ ਹੁੰਦੀਆਂ ਹਨ। ਜੇਕਰ ਬਾਜ਼ਾਰ ਮਹਿੰਗਾਈ ਬਹੁਤ ਜ਼ਿਆਦਾ ਹੁੰਦੀ ਹੈ, ਤਾਂ ਆਰਬੀਆਈ ਲੋਕਾਂ ਨੂੰ ਘੱਟ ਖਰਚ ਕਰਨ ਅਤੇ ਮਹਿੰਗਾਈ ਨੂੰ ਕੰਟਰੋਲ ਕਰਨ ਲਈ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਰੈਪੋ ਦਰ ਵਧਾਉਂਦਾ ਹੈ ਜਾਂ ਇਸਨੂੰ ਉੱਚ ਪੱਧਰ 'ਤੇ ਬਣਾਈ ਰੱਖਦਾ ਹੈ। ਹਾਲਾਂਕਿ, ਜਦੋਂ ਅਰਥਵਿਵਸਥਾ ਨੂੰ ਤੇਜ਼ ਕਰਨ ਦੀ ਲੋੜ ਹੁੰਦੀ ਹੈ, ਤਾਂ ਵਿਆਜ ਦਰਾਂ ਘਟਾਈਆਂ ਜਾਂਦੀਆਂ ਹਨ।

ਇਸ ਦੌਰਾਨ ਰਾਹੁਲ ਗਾਂਧੀ, ਪ੍ਰਿਯੰਕਾ ਗਾਂਧੀ ਅਤੇ ਅਖਿਲੇਸ਼ ਯਾਦਵ ਸਮੇਤ ਹੋਰ ਕਈ ਵੱਡੇ ਆਗੂ ਆਕਾਸ਼ਵਾਣੀ ਭਵਨ ਨੇੜੇ ਪਹੁੰਚੇ ਅਤੇ ਚੋਣ ਕਮਿਸ਼ਨਰ ਦੇ ਦਫਤਰ ਤੱਕ ਪਹੁੰਚਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਸਨ।  ਇਸ ਦੌਰਾਨ ਰਾਹੀਲ , ਪ੍ਰਿਯੰਕਾ  ਤੇ ਅਖਿਲੇਸ਼ ਸਮੇਤ ਹੋਰ ਵੀ ਕਈ ਵੱਡੇ ਆਗੂ ਹਿਰਾਸਤ 'ਚ ਲੈ ਲਏ ਗਏ। ਇਸ ਦੋਨਾਂ ਸੁਰੱਖਿਆ ਕਰਮਚਾਰੀਆਂ ਨੇ ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੂੰ ਗੈ ਵੱਧਣ ਤੋਂ ਰੋਕਿਆ।   

ਸੰਸਦ ਭਵਨ ਦੇ ਮਕਰ ਦੁਆਰ ਤੋਂ ਲੋਕਤੰਤਰ ਬਚਾਓ ਦੇ ਬੈਨਰ ਹੇਠ ਸ਼ੁਰੂ ਹੋਏ ਇਸ ਮਾਰਚ ’ਚ ਕਾਂਗਰਸ ਦੇ ਰਾਹੁਲ ਗਾਂਧੀ, ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਮੱਲਿਕਾਰਜੁਨ ਖੜਗੇ, ਪ੍ਰਿਯੰਕਾ ਗਾਂਧੀ ਵਾਡਰਾ, ਸਮਾਜਵਾਦੀ ਪਾਰਟੀ ਦੇ ਸੁਪਰੀਮੋ ਅਖਿਲੇਸ਼ ਯਾਦਵ, ਐੱਨ.ਸੀ.ਪੀ. (ਸ਼ਰਦ ਪਵਾਰ) ਆਗੂ ਸੁਪ੍ਰੀਆ ਸੁਲੇ ਸਮੇਤ ਕਈ ਹੋਰ ਪ੍ਰਮੁੱਖ ਨੇਤਾ ਸ਼ਾਮਲ ਹੋਏ। ਪ੍ਰਦਰਸ਼ਨਕਾਰੀਆਂ ਨੇ ‘ਵੋਟ ਚੋਰ, ਗੱਦੀ ਛੱਡੋ’ ਦੇ ਨਾਅਰੇ ਲਾਏ। ਦੂਜੇ ਪਾਸੇ ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ ਆਪਣੇ ’ਤੇ ਲੱਗੇ ਸਾਰੇ ਦੋਸ਼ਾਂ ਨੂੰ ਨਕਾਰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਸਾਰੀ ਪ੍ਰਕਿਰਿਆ ਕਾਨੂੰਨੀ ਨਿਯਮਾਂ ਤਹਿਤ ਚਲਾਈ ਜਾ ਰਹੀ ਹੈ।

ਪ੍ਰਦਰਸ਼ਨ ਦੌਰਾਨ ਸਮਾਜਵਾਦੀ ਪਾਰਟੀ ਦੀ ਸੰਸਦ ਮੈਂਬਰ ਜਯਾ ਬੱਚਨ ਨੇ ਕਿਹਾ ਕਿ ਭਗਵਾਨ ਗਣੇਸ਼ ਕਦੇ ਵੀ ਗਲਤ ਕੰਮ ਦਾ ਸਾਥ ਨਹੀਂ ਦੇਣਗੇ। ਐੱਸ.ਪੀ. ਸੰਸਦ ਧਰਮਿੰਦਰ ਯਾਦਵ ਨੇ ਭਾਜਪਾ ’ਤੇ ਸਵਾਲ ਚੁੱਕਦਿਆਂ ਕਿਹਾ ਕਿ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਪੱਖ ’ਚ ਭਾਜਪਾ ਨੂੰ ਸਫ਼ਾਈਆਂ ਦੇਣ ਦਾ ਕੋਈ ਹੱਕ ਨਹੀਂ ਹੈ। ਕਾਂਗਰਸ ਸੰਸਦ ਮੈਂਬਰ ਸੱਯਦ ਨਾਸਿਰ ਹੁਸੈਨ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਗਿਆਨੇਸ਼ ਕੁਮਾਰ ਅਸਤੀਫ਼ਾ ਦੇਣ, SIR ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਕੀਤੀ ਜਾਵੇ, ਵੋਟਰ ਸੂਚੀ ’ਚੋਂ ਕੱਢੇ ਗਏ ਵੋਟਰਾਂ ਦੇ ਨਾਂ ਬਹਾਲ ਕੀਤੇ ਜਾਣ ਅਤੇ ਇਸ ਪੂਰੇ ਮਾਮਲੇ ਦੀ ਉੱਚ ਪੱਧਰੀ ਜਾਂਚ ਹੋਵੇ।

ਦੱਸ ਦੇਈਏ ਕਿ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਅਤੇ ਡੀ.ਐੱਮ.ਕੇ. ਅੱਜ ਦੇ ਇਸ ਪ੍ਰਦਰਸ਼ਨ ਮਾਰਚ ਵਿੱਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੋਈਆਂ। 

The project is expected to make daily travel easier for commuters travelling from Mayur Vihar and parts of East Delhi towards Sarai Kale Khan and South Delhi. Officials expect the corridor to significantly reduce travel time on the route, particularly for commuters heading towards AIIMS.

The inauguration was attended by Delhi Chief Minister Rekha Gupta and other officials. Along with the Barapullah corridor, Shah also inaugurated the Mukarba Chowk underpass and laid the foundation stones for two other road projects.

What the Barapullah Phase-3 corridor will change

The new elevated stretch extends the existing Barapullah network and provides a signal-free connection between Mayur Vihar Phase-1 and Sarai Kale Khan, with further connectivity towards AIIMS and South Delhi.

The corridor is designed to help reduce congestion around key roads including the Ring Road, NH-24, DND Flyway and Sarai Kale Khan. Officials have estimated that the journey from East Delhi and Noida towards AIIMS could come down from around 35-40 minutes to about 15 minutes, depending on traffic conditions and the starting point.

The project also includes a dedicated cycle track and pedestrian facilities. One of its major engineering features is the special bridge structure built across the Yamuna floodplain.

Project took more than a decade to complete

The Barapullah Phase-3 project was approved in 2014, while construction began in 2015. It was originally scheduled to be completed in 2017.

However, the project faced several hurdles over the years, including land-related issues, environmental approvals, technical challenges and other delays. The cost also increased during the prolonged construction period.

The revised cost of the project is around Rs 1,635 crore, compared with the original sanctioned amount of Rs 1,260 crore.

The Phase-3 corridor is around 3.5 km long and forms part of a larger Barapullah network of about 9 km when connected with the existing stretches.

Two new flyover projects announced

Apart from opening Barapullah Phase-3, the government has also moved ahead with two new flyover projects in South Delhi.

Foundation stones were laid for the Modi Mill-Kalkaji flyover extension and a new flyover near Savitri Cinema. The two projects are intended to improve traffic movement in some of South Delhi’s busiest stretches.

The Mukarba Chowk underpass was also inaugurated as part of the infrastructure push.

Together, the four projects have a reported value of around Rs 1,941 crore and are aimed at improving road connectivity and reducing congestion across different parts of Delhi.

For commuters, the biggest immediate change will be the new signal-free link between East and South Delhi, which is expected to make one of the capital’s busy cross-city journeys quicker and more predictable.

Cheating case involving over Rs 1.2 crore under scanner

As part of the investigation, the police are looking into a cheating case in which a senior executive of a non-banking financial company allegedly lost more than Rs 1.2 crore.

The case was registered at Parliament Street police station in August after the executive filed a complaint. The complainant was reportedly a former schoolmate of Sanyam Sachdeva.

According to the complaint, the alleged fraud began in September 2024. The man was reportedly sent a notice that appeared to have been issued by the Enforcement Directorate (ED).

Anya Vats and Sachdeva allegedly claimed to have senior government contacts and told him they could help resolve the matter.

Fake govt notices allegedly used

The police said the accused allegedly showed the complainant fabricated notices carrying the names of the Union Home Ministry and other government agencies.

The documents reportedly referred to serious offences under laws, including the Prevention of Money Laundering Act, the Narcotic Drugs and Psychotropic Substances Act and the Unlawful Activities (Prevention) Act.

Fearing action, the complainant allegedly transferred more than Rs 1.2 crore. Most of the money was reportedly deposited into Vats' bank account. The complainant said he arranged the funds from his savings, loans and money borrowed from relatives.

Vats allegedly later demanded another Rs 26 crore, claiming that Rs 13.8 crore had already been paid to government agencies on his behalf.

Police checking threatening message

The FIR reportedly contains a message allegedly sent to the complainant, pressuring him to return the money within a specified deadline.

The message allegedly told him to "sell your wife/do anything" and repay the money.

Investigators are now checking whether Manchanda knew about these alleged activities and whether any such knowledge could be relevant to the circumstances surrounding his death.

Rs 4 crore property dispute also examined

The police are also looking into a separate dispute involving a property in Greater Noida valued at around Rs 4 crore.

The dispute reportedly involves Sachdeva, his estranged wife and Vats. Sachdeva's estranged wife had also filed a domestic violence complaint, according to sources.

Officials said these cases are being examined mainly to understand the financial dealings and background of the accused. No direct link between the property dispute, the cheating case and Manchanda's alleged murder has been established so far.

Vats claims she gave Manchanda Rs 1 crore

Manchanda, Vats and Sachdeva earlier worked together at a real estate company. According to the police, Vats was later removed from the firm over alleged financial irregularities.

After her arrest in connection with Manchanda's alleged killing, Vats reportedly told investigators that she had given around Rs 1 crore to the realtor and that the money was never returned.

The police are verifying the claim and examining the nature of the transaction, including whether the money was linked to any of the financial disputes or alleged irregularities under investigation.

SUV taken to Vats' residential society

Investigators have also been tracing the movements of the SUV allegedly used to transport Manchanda's body.

According to sources, the vehicle was taken to the residential society where Vats lived on September 6, the same day Manchanda was reported missing.

CCTV footage allegedly showed the SUV leaving the society the next day. It was later parked at a facility near the residential complex and remained there until September 8.

The police allege that Manchanda's body was subsequently dumped in a drain falling under the Badshahpur police station area in Gurugram on September 8.

The accused allegedly left the city the following day.

Manchanda's body recovered on September 10

Manchanda's body was recovered on September 10. His family has alleged that they were not informed about the recovery and that the unidentified body was cremated on September 14.

A post-mortem examination was carried out by the Gurugram Police. Officials said the force is expected to hand over the post-mortem report and other documents related to the case to the Delhi Police.

Investigators are expected to examine the documents to determine the exact cause of death and other forensic details.

The police have not yet publicly disclosed how Manchanda was allegedly killed.

Around 36 mm of rain was recorded in just one hour, leading to slow-moving traffic on several major roads and connecting routes.

Vehicular movement remained particularly slow between Sarhaul Border and Rajiv Chowk after the rain. The situation also affected stretches near Subhash Chowk, with vehicles moving at a crawl.

Water accumulated along the roadside, making movement difficult for two-wheelers and three-wheelers. The sudden increase in traffic after the rain added to the congestion.

Several commuters expressed concern that delays could worsen later in the day as people return home over the weekend.

Rajiv Chowk, Sohna Road among worst-hit areas

Waterlogging was reported in several important parts of Gurugram, including Rajiv Chowk, Sohna Road, Golf Course Extension Road, Udyog Vihar and areas around Sector 14.

Commuters said flooded roads had made conditions difficult for motorists and pedestrians alike.

The situation was particularly concerning on Udyog Vihar Phase 3 and Old Delhi-Gurugram Road, where rainwater collected in existing potholes. Drivers were forced to slow down to avoid accidents.

Traffic Police deploy personnel

Gurugram traffic police deployed personnel at major junctions and waterlogged locations to manage the situation and ease congestion.

The traffic department also issued an advisory for vehicles travelling towards Delhi. Motorists heading from Gurugram to Delhi were advised to take a U-turn at IFFCO Chowk and use the Aya Nagar border.

Those travelling towards the airport were advised to take the Dwarka Expressway instead.

Civic teams work to drain water

Teams from the Municipal Corporation of Gurugram and the district administration were deployed to affected locations to remove accumulated rainwater using suction pumps. Officials continued monitoring vulnerable areas as intermittent rainfall remained possible.

More rain likely, administration issues warning

The India Meteorological Department (IMD) has forecast more intermittent rain in Gurugram and neighbouring areas over the next 24 to 48 hours.

Officials said the active monsoon trough and a low-pressure area could lead to further rainfall. Continued heavy showers may worsen waterlogging, particularly in low-lying areas.

The district administration has advised residents to avoid unnecessary travel.

People have been urged to stay away from waterlogged roads, underpasses, trees, electricity poles and overhead power lines. Residents have also been cautioned against attempting to cross flooded roads.

Deputy Commissioner Uttam Singh, who also heads the District Disaster Management Authority, has directed departments and emergency response agencies to remain on alert and take necessary precautionary measures.

The bad weather also affected flight operations at Delhi's Indira Gandhi International Airport. According to FlightRadar24 data, around 397 flights were delayed or otherwise affected, while 26 flights were cancelled. As many as 15 flights were diverted, including three international services.

The India Meteorological Department has issued an orange alert for Gurugram and Faridabad, warning of heavy rainfall. Residents have been advised to remain cautious as continued showers could result in waterlogging and further disruption.

Gurugram advises WFH on August 25

Following heavy rainfall in Gurugram on Monday, authorities advised corporate offices, government and private schools and other institutions to allow employees and staff to work from home on August 25.

The advisory has been issued to help reduce traffic pressure and facilitate road and drainage repair work. Residents have also been asked to plan their journeys carefully in view of the weather conditions.

Nearly 4-km traffic jam on Sohna Road

Heavy rain resulted in severe waterlogging on the service lane of Sohna Road near Islampur village. Water accumulated to nearly two feet, making it difficult for vehicles to pass through the stretch.

The situation led to a traffic jam of nearly 4 km, with vehicles moving slowly through the affected area.

Delhi Airport operations hit 

Flight operations at Delhi airport were disrupted as heavy rain and adverse weather conditions affected aircraft movement.

Of the 15 diverted flights, 12 were sent to Jaipur, two to Chandigarh and one to Lucknow. Three of the diverted flights were international services.

FlightRadar24 data showed that the average delay at Delhi airport was around 25 minutes, with nearly 397 flights affected or delayed. A total of 26 flights had been cancelled.

Travellers were advised to check the latest flight status with their airlines before leaving for the airport.

Heavy traffic on MB Road

Rain-related traffic problems were also reported in several parts of Delhi. Heavy congestion was witnessed on MB Road near Sangam Vihar, particularly between Vayusenabad and Sangam Vihar.

Some commuters said they remained stuck for close to an hour. The congestion affected people travelling towards Delhi airport, offices and Saket Court.

India Gate gets heavy showers

Heavy showers were also witnessed around India Gate, offering some relief from the heat and humidity.

Visuals from the area showed rain covering the iconic monument and surrounding roads, creating a noticeably cooler and pleasant atmosphere in the capital.

Noida lashed by rain

Noida also witnessed heavy rainfall, with showers reported in sectors including 16, 39 and 95.

While the rain brought relief from the hot and humid conditions, it also added to weather-related disruptions across parts of the NCR. Continued rainfall could result in further waterlogging, particularly in low-lying areas.

Tree falls on Jail Road in West Delhi

A large neem tree fell on Jail Road in Ashok Nagar, West Delhi, blocking the road and affecting traffic movement.

The incident added to the difficulties faced by commuters as heavy rain and strong winds affected several parts of the capital.

Ghaziabad faces waterlogging

Heavy waterlogging was also reported near the Industrial Area underpass on NH-9 in Ghaziabad.

Several cars and two-wheelers struggled to cross the waterlogged stretch. Some motorists parked their vehicles along the roadside and waited for the water level to fall.

The accumulation of water slowed traffic and caused inconvenience to people travelling to work and for other essential purposes. Some pedestrians were seen taking shelter under the underpass, trees and other covered areas to escape the rain.

Despite the disruption, the showers provided relief from the heat and humidity.

More rain expected across Delhi-NCR

The weather department had already warned of rain in Delhi and adjoining areas, with more showers expected in the coming days.

With monsoon activity remaining strong, residents in Delhi-NCR should be prepared for possible waterlogging, traffic delays and other weather-related disruptions, particularly in low-lying areas and on roads that are prone to flooding.

As many as 15 flights were diverted from the elhi airport, including three international services. Of the diverted flights, 12 were sent to Jaipur, two to Chandigarh and one to Lucknow. The disruption also affected arrivals, departures and connecting flights.

The weather turned particularly intense in parts of South Delhi and nearby areas, with heavy showers accompanied by thunderstorms and strong winds.

Red Alert for heavy rain

The India Meteorological Department (IMD) issued a red alert for heavy rainfall in several districts of Delhi, along with a yellow alert for moderate rain in other areas.

The weather office warned that heavy rain, thunderstorms, lightning and winds of around 30-40 kmph could occur at isolated locations across several parts of the city. Areas mentioned in the warning included South East Delhi, East Delhi, Shahdara, Central Delhi, North East Delhi, South Delhi, New Delhi, South West Delhi, West Delhi, North West Delhi and North Delhi.

Moderate rain with thunderstorms, lightning and similar wind speeds was also expected at many places in parts of Central Delhi, South Delhi, South West Delhi, West Delhi, North West Delhi and North Delhi.

Airlines warn passengers about delays

The adverse weather prompted airlines to issue travel advisories.

Air India warned passengers that weather conditions could affect flights to and from Delhi. IndiGo also said bad weather had affected its flight schedules and that it was monitoring the situation.

SpiceJet cautioned that Delhi's weather could affect departures, arrivals and consequential flights across its network. Akasa Air also said severe weather had affected some flights and advised passengers to expect possible disruption.

Passengers were urged to check their latest flight status before leaving for the airport.

Traffic slows across Delhi-NCR

The rain was not limited to flight disruptions. Several areas of Delhi-NCR reported waterlogging and traffic congestion following the downpour.

Residents took to social media to share updates about flooded roads and slow-moving traffic. In Ghaziabad, heavy rain brought some relief from the heat and humidity, but commuters faced significant inconvenience as traffic slowed on several major roads.

People travelling between Delhi and Noida were particularly affected. Several office-goers reported that their usual journey took almost twice as long, with some commuters spending one to one-and-a-half hours reaching their workplaces.

Heavy rain also hits Ghaziabad, Noida and Gurugram

The weather system affected several parts of the wider NCR. Scattered spells of heavy rain, lightning and gusty winds were reported or forecast across Ghaziabad, East Delhi, Noida, Gurugram and South Delhi, along with nearby areas.

The weather is expected to remain hot and humid after the rain eases, while scattered spells of rainfall could continue over the next two days.

All three persons who died in the incident were workers at the CNG station. The explosion took place while the truck was being refuelled. One of the deceased was identified as 25-year-old Manish, a resident of Baba Haridas Colony in West Delhi. The other two victims were identified as Brahmjeet, 34, and Sunny, 30, both residents of Nizampur.

According to the police, the three injured persons have been admitted to CD Global Hospital in Mundka. They have been identified as Surjeet, Sanjay and Vipin.

DCP Outer Delhi said the injured are in serious condition and are undergoing treatment at the hospital.

The police said Manish was filling the truck's CNG cylinder when the explosion occurred. He died at the spot, while Brahmjeet and Sunny later succumbed to their injuries at the hospital.

Police and fire teams reach spot

Following the explosion, large teams of police and fire personnel rushed to the fuel station. The police response included the DCP of Outer District, ACP and SHO of Mundka police station.

A fire service official said six persons who were in the vicinity at the time of the blast suffered injuries and were taken to a nearby hospital.

The Delhi Fire Service received an emergency call about the incident at around 3.37 pm. Six fire tenders were immediately sent to the location.

Cause of explosion under probe

The exact reason behind the CNG cylinder explosion has not yet been established. Authorities have started an investigation to determine what led to the blast.

The explosion caused panic in the surrounding area, while fire personnel carried out precautionary measures at the site. Officials said the situation is currently under control.

The police said necessary legal proceedings are being carried out, while further details about the condition of the injured are awaited.

The threat comes as security agencies have stepped up surveillance and checking across Delhi ahead of the August 15 celebrations.

Bomb threat email triggers security alert

The bomb threat was received by the Delhi High Court through an email, according to information available on Friday.

The development has raised security concerns at a time when authorities are carrying out extensive security checks across the capital.

Police personnel have been deployed at key locations, while additional checks are being conducted on vehicles and people entering and leaving the city.

Security teams are also monitoring crowded places and other sensitive locations ahead of Independence Day.

Delhi Mayor's office also received bomb threat

The latest threat comes days after the Office of the Delhi Mayor received a bomb threat for the eighth time, according to the Municipal Corporation of Delhi.

The Mayor's Office said an anonymous email was received at around 9:07 am on August 3. The message claimed that a bomb would explode at 2:11 pm.

Officials immediately informed the Delhi Police and other security agencies concerned after receiving the email.

The matter was treated seriously and security protocols were activated, with authorities taking the necessary precautionary measures.

Security agencies on alert

The repeated bomb threats have added to security concerns in Delhi ahead of Independence Day.

Authorities are maintaining heightened vigilance across the city, particularly around important government buildings, public places and major entry and exit points.

Further details regarding the bomb threat received by the Delhi High Court are awaited.

The posters name suspects linked to the Indian Mujahideen, Al-Qaeda and several terror outfitsand have been put up as a precautionary step before the August 15 celebrations.

Security agencies have stepped up coordination across the capital, with surveillance tightened at sensitive locations, busy markets, railway stations, bus terminals and other key installations. The police have asked residents to alert security agencies at once if they notice anything suspicious.

Who is on the list

The posters put out by the Delhi Police carry photographs and identifying details of wanted suspects tied to three categories of outfits.

From the Indian Mujahideen, the list names Riyaz Bhatkal and Zabiuddin Ansari, who goes by the alias Iqbal Bhatkal. On the Al-Qaeda side, the suspects named include Mohammed Shahriyar Akhtar, Abu Sufiyan and Syed Mohammed Arshiyan.

Several Khalistani operatives also feature prominently on the list. These include Ranjit Singh, alias Neeta, and Paramjit Singh Pamma, both linked to the Khalistan Zindabad Force and Arshdeep Singh, alias Arsh Dala, of the Khalistan Tiger Force. Also named are Harvinder Singh Sandhu, alias Rinda, Wadhawa Singh Babbar and Gurmeet Singh Bagga, all associated with the Babbar Khalsa International.

Why security is tightened every August 15

Delhi is routinely ramped up around national occasions such as Independence Day and Republic Day, given the heightened risk of a terror attempt during large public gatherings. During this period, additional surveillance is deployed at railway stations, bus stands, markets, religious sites and other crowded locations across the city.

Police appeal to citizens

The Delhi Police have urged residents to come forward immediately if they spot any of the individuals named on the posters or have information about them. People can reach out through the police control room on 112 or contact the Special Cell directly.

Officials have assured that anyone who provides credible information will be suitably rewarded, and that the identity of informants will be kept strictly confidential.

Woman trapped between vehicles, dies on spot

According to the preliminary police investigation, the Mercedes collided with a WagonR and the force of the impact pushed the smaller car backwards. The WagonR then hit a three-wheeler loading van that was parked some distance behind it. Urmila, who was nearby, got trapped between the WagonR and the three-wheeler. She suffered critical injuries and died at the scene, officials said.

The driver of the WagonR sustained minor injuries and was provided first aid.

The Mercedes was being driven by Shubham, who is reportedly the son of a Haryana Police sub-inspector. The police arrested him from the accident site shortly after the crash.

Eyewitnesses alleged that Shubham was under the influence of alcohol and was driving the Mercedes at high speed. Visuals from the spot showed him sitting behind the wheel after the crash, appearing distressed. A liquor bottle was also reportedly visible in the car’s cup holder.

The police said the Mercedes belonged to Shubham’s friend and that he had borrowed the luxury car for a trip a day before the accident.

Medical test conducted to check alcohol consumption

Following his arrest, Shubham was taken for a medical examination. The police are waiting for the medical report to establish whether he was driving under the influence of alcohol at the time of the accident.

Officials said a case under provisions related to death caused by negligence and other applicable sections is being registered. Urmila’s body has been sent for a post-mortem examination.

The downpour led to waterlogging in many areas and raised concerns over traffic congestion, while Gurugram Police urged companies to allow employees to work from home wherever possible to reduce pressure on city roads.

According to the IMD, North East Delhi, Central Delhi, South East Delhi, South Delhi, New Delhi and Shahdara remain under a red alert, with forecasts of heavy to very heavy rainfall accompanied by thunderstorms and lightning. The weather department extended the warning until 2:25 pm, advising residents to remain cautious during the period of intense rainfall.

Orange alert for Noida and Ghaziabad

Neighbouring cities Noida and Ghaziabad have been placed under an orange alert, with the IMD predicting moderate rainfall along with thunderstorms.

Meanwhile, Gurugram and Faridabad are under a yellow alert, where light to moderate rain is expected during the day.

Gurugram Police urge companies to allow WFH

With continuous rain expected to cause severe traffic congestion and waterlogging, the Gurugram Police appealed to corporate offices and private establishments to permit employees to work from home wherever feasible. The advisory is aimed at easing congestion as heavy rain continues to impact the city.

Landslides disrupt Gangotri and Yamunotri routes in Uttarakhand

Heavy monsoon showers also affected Uttarakhand, where landslides and continuous rockfall blocked key pilgrimage routes.

The Gangotri National Highway was closed near Dharasu Nalu Pani after road blockages, while the Yamunotri National Highway was shut near Silai Bend in the Durbil area due to falling rocks and debris.

Authorities in Dehradun also released excess water from the Asan Barrage after the Asan River's water level rose significantly.

Kerala districts put under orange alert

The IMD issued a three-hour orange alert for five districts in central Kerala—Pathanamthitta, Alappuzha, Kottayam, Idukki and Ernakulam.

These districts are expected to receive moderate rainfall along with strong surface winds of up to 40 kmph, according to the weather department.

48-hour power cut sparks protest in Gurugram

Separately, residents of Gurugram's Pyramid Urban Homes in Sector 67 staged protests after electricity remained unavailable for more than 48 hours in several residential societies and commercial establishments along Sohna Road. The prolonged outage also affected AIRIA Mall, Elan Mall and Ocus, causing water shortages and major inconvenience to residents.

Angry locals blocked Sohna Road before police and power department officials intervened and restored normal traffic movement.

As the monsoon remains active across northern and southern India, authorities have advised residents to stay updated with official weather alerts and avoid unnecessary travel during periods of heavy rainfall.

A trial flight over Burari successfully demonstrated the system by dispersing silver iodide and sodium chloride into the clouds.

The project is a joint effort between the Delhi government and IIT-Kanpur, with technical support from the India Meteorological Department (IMD) and IITM Pune.

Five cloud-seeding trials are planned in northwest Delhi to help reduce particulate pollution during the post-Diwali smog period. The operations have been approved by the DGCA and are being conducted under strict safety and air traffic regulations.

How artificial rain works:

Cloud seeding involves introducing substances such as silver iodide or sodium chloride into clouds. These particles serve as condensation nuclei, enabling water droplets to form and combine into raindrops. The success of the process depends on the presence of adequate moisture in the clouds—typically at least 50 percent humidity.

Aircraft equipped with pyrotechnic flares release these materials safely over targeted areas.

The initiative marks a scientific attempt to combat Delhi’s severe winter pollution by using artificial rain to cleanse the atmosphere of particulate matter.

The suspects, apprehended in a joint operation by intelligence agencies and special cell were already in their advance stages in executing the plan. The accused were trained to carry out Fidayeen attack, police said.

One of the suspects has been identified as Adnan. The police officials have also seized arms and ammunition. The operation is currently underway with officials expected to dismantle the network and identify other members of the module. 

"The operation was carried out by a team led by Additional Commissioner Pramod Kushwaha and ACP Lalit Mohan Negi," a senior officer said. 

According to the sources, the ISIS-inspired modules are being run under Islamic State and ISP's cover with backing from Pakistan's ISI. 

As police are investigating the suspects, their apprehention is marked as significant development for security and intelligence agencies.
