The boy was playing in a field and climbed a borewell shaft when some stray dogs started chasing him.

The borewell shaft was covered with a jute bag and could not withstand the weight of the boy and gave in causing him to fall into the well.

The boy belongs to a family of migrant labourers.

Teams of district administration including a Deputy Commissioner have reached the site.

A team of the National Disaster Response Force has also been called, said officials.

Meanwhile, Punjab Chief Minister Bhagwant Mann said the rescue operation was underway and he was in constant touch with the district administration.

“A 6-year-old boy Hrithik fell into a borewell in Hoshiarpur. District administration and local MLA were there and rescue operation is underway. I am in constant touch with the administration,” wrote Mann in a tweet.

Likewise, the market and shops have been closed in Jalandhar after the members of Ravidas community staged protests. Not only this, but they have blocked the national highway at Lamba Pind Chowk. Similarly, protests on the Jalandhar-Nakodar highway were witnessed as well. As per reports, the hundreds of Police officials have been deployed to maintain the law and order in Jalandhar.

Meanwhile, the largest Dera of the Ravidas Community— Dera Sachkhand Ballan in Jalandhar has requested the devotees to be calm and peaceful during the protests. The schools and colleges across Doaba region, including Jalandhar, Kapurthala, Hoshiarpur, and Shaheed Bhagat Singh Nagar remain closed amid the protest.  Doaba region is having the maximum people of Schedule Caste in Punjab, and hence the region is one of the most affected due to the protests.

One person died and one got serious injured in two car collision on Saturday in Tanda in Hoshiarpur district. The accident took place near Gilli village on  Tanda – Hoshiarpur state highway.

The deceased has been identified as Sucha Singh, resident of Village  Khair in Tanda. His son Daljeet Singh got seriously injured in the accident and is under going treatment.

Localities rushed Sucha Singh to a civil hospital from where he was referred to Tanda Medical college where he succumbed to injuries.

The  car driver was smuggling as many as 40 liquor boxes into Punjab from Chandigarh, police said.

The accused has been identifies as Rajat Kumar, a resident of kartarpur. The police arrested him and seized 480 illicit liquor bottles from his procession.

According to the information, cops were patrolling near Jalandhar when they received information about the accused allegedly smuggling illegal liquor into Punjab from Chandigarh.

Addressing a press conference, Nakodar DSP Parminder Singh Heer said a police party during a naka near the Shankar Railway  track , saw a foreigner walking towards Nadalo village after descending from a bus that was coming from the Hoshiarpur side. During checking, the police recovered heroin weighing 200 gram.

Punjab Chief Minister Captain Amarinder Singh has urged Prime Minister Narendra Modi to immediately announce a generous financial package for the year long celebrations of the 550th Parkash Purab of Sri Guru Nanak Dev Ji that commence in Punjab from Friday.

In a letter, the Chief Minister apprised the PM that his Government was launching a series of developmental programmes to commemorate this historic occasion. Listing some of the schemes, including establishment of Pind Babe Nanak Da at Sultanpur Lodhi, setting up of a National Institute of Inter-Faith Studies at Guru Nanak Dev University, Amritsar, establishment of a Medical College at Batala, construction of Sri Guru Nanak Dev Ji Marg connecting places visited by the First Guru, both in Punjab and other States, and development of 47 smart towns/villages associated with the Guru, the Chief minister said that a financial package should be given to the State forthwith at least for these projects.

Referring to his earlier meeting with the PM, Captain Amarinder Singh stated that the state government had already submitted a memorandum for seeking assistance of Rs. 2145 Crore from the centre for the celebrations. The Chief Minister also said that he had highlighted the importance of the celebrations in the meeting of the Governing Council of the Niti Ayog held in June 2018.

The Chief Minister said that all these proposals were included in the Memorandum submitted to the union government and were discussed by the National Implementation Committee in its last meeting on Nov 8. However, the state government had yet not been conveyed about its outcome.

Meanwhile, the Chief Minister has also written to Union Minister of Railways Piyush Goyal to consider a tri-weekly train from New Delhi to Sultanpur Lodhi in Kapurthala district so that the pilgrims coming to pay obeisance were provided with proper connectivity and ease of travel.

Sultanpur Lodhi would be the epicenter of the yearlong 550th Birth anniversary celebrations of Sri Guru Nanak Dev Ji, the Chief Minister pointed out adding that lakhs of pilgrims and general public from across the globe was expected to converge there during these celebrations.

He also requested him to immediately take up the upgradation of the Sultanpur Lodhi Railway Station with special focus on strengthening its passenger facilities for the convenience of large flow of pilgrims.

Union Food Processing Industries minister Harsimrat Kaur Badal thanked Prime Minister Narendra Modi for the taking the initiative to commemorate the 550th ‘Avtarpurb’ of Sri Guru Nanak Dev ji by deciding to develop Sultanpur Lodhi as a heritage city and establishing a National Institute of Inter-Faith Studies in Punjab besides other national and internal events during the year long commemorative year.

In a statement here, Mrs Badal also thanked the National Implementation Committee (NIC) constituted by the PM which is headed by Home minister Rajnath Singh and includes Minister of State for Culture Mahesh Sharma for coming up with an appropriate year long programme to commemorate the 550th birth anniversary of the great Guru in a most befitting manner.

Stating that the Shiromani Gurdwara Parbandhak Committee (SGPC) had been made knowledge partners for celebrating the anniversary, Mrs Badal said she was confident appropriate religious activities would be held to propagate the message of universality and brotherhood of the great Guru during the course of the commemorative year. She said it was a matter of pride that the NIC had decided to organize an international seminar as part of the programme besides setting up chairs in the name of Sri Guru Nanak Dev ji in the United Kingdom and Canada.

She said the Sikh Sangat which thronged to the Indo-Pak border to catch a glimpse of Sri Kartarpur Sahib, the last resting place of the Guru, would be facilitated with the installation of a high power telescope. She disclosed that a commemorative coin and a postage stamp would also be released during the commemorative year.

A high intensity  bombs exploded in the morning in a Satsang in Village Adliwal in Ajnala in Punjab’s Amritsar district.As per police reports,Three people were killed and at least 10 others have been injured in a blast,on Sunday.

The blast occurred at congregation of the Nirankari Bhawan,a spiritual organisation, in Adliwal village.

Eyewitnesses said the explosions were triggered by two miscreants who flung the explosives into the Satsang at gunpoint.As per the reports,more than dozen persons who sustained fatal were rushed to various hospitals in Amritsar and are going under treatment.

News of the explosions spread panic in this northern town, and triggered memories of the 2015 attack on a police station in Pathankot. While police are yet to ascertain who is behind the attack and have started investigation in the matter.

Addressing media persons,families of the victims from Hoshiarpur, Jalandhar, Nawanshahr, Amritsar, Gurdaspur, Batala and Dhuri said ,”only kin of six victims, three from Hoshiarpur and three from Jalandhar had been given little-paying jobs of peon. Giving details, IAS officer Kahan Singh Pannu said that on receiving a lead about spurious/counterfeit medicines in the market, a team consisting of Drug Control Officers of Jalandhar and Kapurthala was constituted for the inspection of Dilkusha Market, Jalandhar. The investigation revealed that a drug having a lookalike packing was available in a medical store. One of the packing’s bore the name of manufacturing firm as mandatory under the Act, while the other did not have the same. Another contravention observed was that one packing had the mention of drug as a ‘Schedule H Drug’ which is sold only on prescription of the doctor while the other didn’t.

Besides being a case of misbranded drug, it is suspected to be spurious/ counterfeit. Four samples have been taken and sent for further investigation and the stock (78x 100ml) has been seized from Jalandhar, informed Pannu. In continuation to previous investigation, medical stores in Phagwara were also checked and 12 bottles of the same misbranded Vriclor syrup were seized from a medical store in Nangal Majha.

Preliminary report reveals that about 4300 bottles have been dispatched to various medical stores in the State out of which 800 have been seized so far.

All the Drug Control Officers in the State have been asked to be vigilant about the same in their respective jurisdictions and weed out the mis-branded product sans mandatory ‘Schedule H Drug’ declaration, said he and added that Drug Control Wing is conducting regular inspections of the medical stores to ensure compliance of Drugs and Cosmetics Act as well to check the illegal stock of habit forming drugs.

Shiromani Akali Dal (SAD) president Sukhbir Singh Badal today castigated the Congress government for denying education to dalit students by refusing to release Rs 444 crore received from the centre for the SC post-matric scholarship scheme and announced to launch a State-wide agitation to force the Congress to give dalits their due.

Addressing a largely attended dharna outside the Deputy Commisioner’s office here which was also attended by SC students and their parents, Sukhbir Singh Badal said it was condemnable that the government had misused hundreds of crores sent by the centre for the SC scholarship scheme. He said this gross discrimination had resulted in one lakh less dalit students enrolling in colleges this year.

&nbsp;

Stating that the SAD-BJP government had extended the scholarship to more than ten lakh students during its tenure, the SAD president said the present government was denying the same despite the fact that the centre was ready to release more funds under the scheme subject to submission of utilization certificates. He said even backward class students were also not being denied the same scholarship with the government failing to release Rs 22 crore grant received for this purpose.

The SAD president said in case anybody drew up a list of welfare measures initiated in Punjab they would find out that each single facility given to farmers, dalits, old aged or girls had been initiated by S Parkash Singh Badal. He said be it the ‘shagun’ scheme to 200 units free power to SC and BC beneficiaries to cycles for girls to ‘aata-daal’ and old age pension – all had been initiated during SAD-BJP tenure.

Chandigarh: On the directions of Punjab Chief Minister Captain <a href="http://www.ptcnews.tv/amarinder-warns-sskhbir-badal-threatening/">Amarinder </a>Singh, the Finance Department today released Rs.20.30 crore as first installment of compensation for the widows of martyrs of the 1962, 1965 and 1971 wars.

Compensation was also released to the dependents of martyrs and disabled soldiers of the 1962 and 1965 wars.

According to a government spokesperson, the move would provide much-needed relief to 125 families who had been fighting for compensation for the last 41 years, ever since the government discontinued its policy of allotting 10 acres land to martyr families in 1976. While 1,500 families had availed the benefits of the earlier policy, 125 were left out and they had been fighting for compensation for the past many years.

These compensations have been given in lieu of the land, which these families would have got prior to the discontinuation of the policy in 1976. As per the decision taken by the Chief Minister, each family would receive a compensation of Rs. 50 lakhs, to be paid in three installments of Rs. 20 lakhs and two of Rs. 15 lakhs each.

The spokesperson said the policy change will be applicable to dependents of martyred soldiers, besides permanently disabled soldiers of the 1962 Indo-China War, and the Indo-Pak Wars of 1965 and 1971.

The Chief Minister has already approved grant of Rs. 5 lakhs in lieu of one acre of land, with maximum of Rs. 50 lacs for 10 acres, as per an individual's eligibility.

Reiterating his government's firm commitment to ensuring the welfare of the defense personnel, the Chief Minister has already ordered setting up of a special ex-serviceman cell in the CMO, under his direct supervision, to address their issues on top priority.

The former chief minister and deputy chief minister, along with senior party leader and ex-cabinet colleagues Bikram Majithia and <a href="http://www.ptcnews.tv/ਸ਼੍ਰੋਮਣੀ-ਕਮੇਟੀ-ਵੱਲੋਂ-ਤੀਸਰ/">Parminder </a>Dhindsa, met Captain Amarinder and his wife Preneet Kaur, along with other family members to extend their sympathies. Senior BJP leader and Union Minister Vijay Sampla also joined the Akali leaders in paying his respects to the bereaved family.

Parkash Singh Badal recalled Rajmata’s contribution to the people of India, particularly Punjab, as a politician and a philanthropist. Rajmata would always be remembered as a lady beyond her times, who had left an indelible mark in the hearts of the people, said Badal.

The Akali and BJP leaders said their prayers were with the family in their hour of grief. May Rajmata’s soul rest in peace and may God give courage to the family to bear the sad loss, they added.

The deceased were identified as Amritpal Singh (25) and Sanjay Kumar (28), it said.

Singh, a resident of Green Park colony, was mowed down by a train near the sugar mill level crossing here, while Kumar was killed after he came down under the Durg-Jammu express near the Santokhpura mohalla, a GRP official said.

Both incidents took place yesterday when the victims were crossing the tracks unaware of the approaching <a href="http://www.ptcnews.tv/french-railways-offers-to-help-run-delhi-chandigarh-trains-at-220-km-per-hour/">trains</a>.

The bodies were handed over to the family after postmortem and cases have been lodged in connection with the two incidents, the official said.

Party MP Prem Singh Chandumajra briefed the Governor that despite the fact that Chandigarh was planned as a capital of Punjab by uprooting scores of Punjabi villages, grave injustice had been done to it by denying official language status to Punjabi.

The delegation members, including former minister Dr Daljit Singh Cheema, said over the years there had been a concerted effort to change the Punjabi character of the city. <h6><strong>Chandigarh UT department of education</strong></h6>
Dr Cheema said the Chandigarh UT department of education was adopting a discriminatory attitude towards teachers of Punjab State serving on deputation with U.T Chandigarh. He said as per the provisions of Punjab Reorganisation Act, the employees of Punjab and Haryana States were entitled to be taken on deputation with Chandigarh administration in the ratio of 60:40. He said the education department of Chandigarh was however not adhering to these mandatory provisions and filling vacant posts with its own cadre without consulting the various States.

He said the Chandigarh administration was always making one excuse or the other to repatriate teachers to their parent state. "In these circumstances, the teachers and other employees hesitate to apply / join Chandigarh administration on deputation, keeping in view the uncertainty about their repatriation on flimsy grounds", he added. He also brought to the notice of the Governor that a new policy was on the offing to fix period of deputation of Punjab employees. He said this would be discriminatory to Punjab employees.

The Administrator Shri VP Singh Badnore assured the delegation that a high level committee would look into all these issues. He said once the Committee, which would have representatives of Punjab and Haryana, gave its report the same would be sent to the Union government for necessary action.

CHANDIGARH: The Education Department, Punjab, has taken a significant decision aimed at ending the stalemate in the matter of promotion of teachers. Punjab government has decided to hold <a href="http://www.ptcnews.tv/mandatory-for-technical-educational-institutes-to-declare-seats-before-commencement-of-academic-session-channi/">Departmental Promotion Committee</a> (DPC) meeting twice in a year. It is done to ensure that the teachers eligible for promotion get promoted in a fixed time frame. This was disclosed by the Education Minister, Punjab, Mrs. Aruna Chaudhary in a statement here today.

<h5><strong>Number of important decisions</strong></h5>
The minister said that as per the directions of Punjab government and the CM, <a href="http://www.ptcnews.tv/capt-amarinder-announces-free-textbooks-nursery-lkg-in-govt-schools-from-next-academic-session-in-punjab/">Captain Amarinder Singh</a> the education department is contemplating numerous important decisions. It is done to can ease the working of the department and achieve the target of quality education. She further said that in order to end the stalemate in promotions of teachers and putting a stop to the practice of the teachers themselves sending their promotion cases time and again.

It has been decided that the department would hold DPC twice in a year. The concerned competent officer would maintain the record pertaining to the teachers coming under their jurisdiction.

<h6><strong>Promotions of teachers</strong></h6>
Punjab government and <a href="http://www.ptcnews.tv/punjab-education-minister-cancels-all-deputations-of-teachers-in-all-schools/">Education Minister</a> also divulged that every DPC to be conducted after 6 months. It would take into account the posts likely to be vacant during the course of next 6 months. Then, the promotions of teachers would be carried out. The minister also disclosed that it has come to light that the many cases related to the seniority lists of teachers often linger on and to permanently solve the problem.

It has been decided to update seniority lists of teachers before every DPC. She also elaborated that now, the concerned officer would update the seniority list. Now, the eligible teachers would be promoted through a DPC after every 6 months keeping in mind the vacant posts.
