1990 के दशक में जब मैं उत्तरी भारत में पार्टी का काम देखता था, तब मुझे बादल साहब को निकटता से जानने का अवसर मिला। बादल साहब एक लोकप्रिय नेता थे, वे एक राजनीतिक दिग्गज थे जो पंजाब के सबसे कम उम्र के मुख्यमंत्री, एक केंद्रीय कैबिनेट मंत्री और दुनियाभर के करोड़ों पंजाबियों के दिलों पर राज करने वाले व्यक्ति थे। दूसरी ओर, मैं एक साधारण कार्यकर्ता था। फिर भी, अपने स्वभाव के अनुरूप, उन्होंने कभी भी इसे हमारे बीच खाई नहीं बनने दी। वे गर्मजोशी के साथ-साथ संवेदनाओं से भरे एक जीवंत व्यक्तित्व थे। ये ऐसे गुण थे, जो आखिरी सांस तक उनके साथ रहे। हर कोई जिसने बादल साहब के साथ निकटता से बातचीत की, उनकी बुद्धिमत्ता और हंसमुख स्वभाव का कायल हो गया।

1990 के मध्य और उत्तरार्ध में पंजाब में राजनीतिक माहौल बहुत अलग था। राज्य ने बहुत उथल-पुथल देखी थी और 1997 में चुनाव होने थे। हमारी पार्टियां एक साथ मिलकर लोगों के पास गईं और बादल साहब हमारे नेता थे। उनकी लोकप्रियता और जनता का विश्वास एक प्रमुख कारण था कि लोगों ने हमें शानदार जीत का आशीर्वाद दिया। इतना ही नहीं, हमारे गठबंधन ने चंडीगढ़ में नगरपालिका चुनाव और शहर में लोकसभा सीट भी सफलतापूर्वक जीती। ये उनके नेतृत्व का ही प्रभाव था कि हमारा गठबंधन 1997 से 2017 के बीच 15 साल तक राज्य की सेवा करता रहा!

एक किस्सा है, जिसे मैं कभी नहीं भूल सकता। मुख्यमंत्री के पद की शपथ लेने के बाद एक दिन बादल साहब ने मुझसे कहा कि हम अमृतसर जाएंगे, मत्था टेकेंगे और साथ में लंगर छकेंगे। मैं अमृतसर पहुंच गया और गेस्ट हाउस में अपने कमरे में था, लेकिन जब उन्हें इस बात का पता चला तो वे मेरे कमरे में आए और मेरा सामान उठाने लगे। मैंने उनसे पूछा कि वे ऐसा क्यों कर रहे हैं, तो उन्होंने कहा कि आओ मेरे साथ। वे मुझे वहां ले गए, जो कमरा मुख्यमंत्री के लिए आवंटित होता है, और फिर उन्होंने कहा कि तुम यहां रहोगे। मेरे लाख मना करने के बाद भी वो माने नहीं और फिर मुझे उसी कमरे में रहना पड़ा। और बादल साहब दूसरे कमरे में रुक गए। मेरे जैसे एक बेहद साधारण कार्यकर्ता के प्रति उनके इस भाव को मैं आज भी नहीं भूल पाया हूं।

बादल साहब की गौशाला में विशेष रुचि थी और वे तरह-तरह की गायें रखते थे। हमारी एक मुलाकात के दौरान, उन्होंने मुझे बताया कि गिर की गायों को पालने की उनकी इच्छा है। मैंने उनके लिए 5 गायों की व्यवस्था की और उसके बाद जब भी हम मिलते तो वे मुझसे गायों के बारे में बात करते। और मजाक में कहा करते थे कि वे गायें हर तरह से गुजराती हैं- क्योंकि वे कभी गुस्सा नहीं करतीं, उत्तेजित नहीं होतीं, या किसी पर हमला नहीं करतीं, यहां तक कि जब बच्चे खेल रहे होते हैं, तब भी नहीं। वो कहते थे कि गुजराती भी इन गायों का दूध पी-पीकर विनम्र होते हैं।

2001 के बाद, मुझे बादल साहब के साथ एक अलग रूप में बातचीत करने का मौका मिला- अब हम अपने-अपने राज्यों के मुख्यमंत्री थे।

मुझे विशेष रूप से जल संरक्षण, पशुपालन और डेयरी सहित कृषि से संबंधित कई मुद्दों पर बादल साहब का मार्गदर्शन प्राप्त करने का सौभाग्य प्राप्त हुआ।

एक बार उन्होंने मुझसे कहा था कि वे समझना चाहते हैं कि अलंग शिपयार्ड में कैसे काम होता है। फिर वे वहां आए और पूरा दिन अलंग शिपयार्ड में बिताया और अच्छी तरह समझा कि रीसाइक्लिंग कैसे होती है। पंजाब एक तटीय राज्य नहीं है और एक तरह से उनके लिए शिपयार्ड की कोई सीधी प्रासंगिकता नहीं थी, लेकिन नई-नई चीजों को जानने और सीखने की रुचि उनमें हमेशा रहती थी।

2001 के भूकंप के दौरान क्षतिग्रस्त हुए कच्छ के पवित्र लखपत गुरुद्वारे की मरम्मत और जीर्णोद्धार के प्रयासों के लिए उन्होंने जिस प्रकार से गुजरात सरकार के प्रयासों की सराहना की, वो हमारे लिए बहुत प्रेरणादायी रहे।

2014 में केंद्र में एनडीए सरकार के आने के बाद भी समय-समय पर उनके अनुभव का लाभ मुझे मिलता रहा। उन्होंने ऐतिहासिक जीएसटी सहित कई बड़े सुधारों का पुरजोर समर्थन किया।

हमारे राष्ट्र के लिए उनका योगदान अमिट है। वे आपातकाल के काले दिनों में भी लोकतंत्र के लिए लड़ने वालों के साथ एक मजबूत स्तंभ की तरह खड़े थे। उन्होंने हमेशा कांग्रेस के अहंकार और जुल्मों का सामना किया। उनकी सरकारें भी बर्खास्त की गईं।

पंजाब में 1970 और 1980 के दशक के मुश्किल भरे दौर में भी बादल साहब ने ‘पंजाब फर्स्ट और इंडिया फर्स्ट’ की बात रखी। उन्होंने ऐसी हर बात का दृढ़ता से विरोध किया, जो भारत को कमजोर करे या पंजाब के लोगों के हितों से समझौता करे, भले ही इसके लिए उन्हें कोई भी कीमत क्यों न चुकानी पड़ी हो।

वे महान गुरु साहिबों के आदर्शों के प्रति हमेशा प्रतिबद्ध रहे। उन्होंने सिख विरासत को संरक्षित करने और नई पीढ़ी तक पहुंचाने के लिए उल्लेखनीय प्रयास किए। 1984 के दंगा पीड़ितों को न्याय दिलाने में उनकी भूमिका को कौन भूल सकता है?

बादल साहब सब लोगों को साथ लेकर चलने वाले व्यक्ति थे। उन्होंने अलग-अलग विचारधाराओं वाले नेताओं के साथ काम किया। राजनीतिक फायदे-नुकसान से परे हटकर उनके लिए राष्ट्रीय एकता की भावना हमेशा सर्वोपरि रही।

बादल साहब के निधन से जो रिक्तता आई है, उसे भरना मुश्किल होगा। वे एक ऐसे राजनेता थे, जिन्होंने जीवन में कई चुनौतियां देखी।

वो आज भले ही हमारे बीच नहीं हैं, लेकिन उनका व्यक्तित्व और कृतित्व हमेशा हम सभी को प्रेरित करता रहेगा। उनकी कमी तो हमें जरूर खलेगी, लेकिन यह भी सच है कि वे हमेशा हमारे दिलों में जीवित रहेंगे।   -  नरेंद्र मोदी (माननीय प्रधानमंत्री)

आर्थिक सर्वेक्षण 2022-23 की मुख्य विशेषताएं इस प्रकार हैं

D22-23 में हिमाचल का आर्थिक प्रदर्शन

पिछले वित्तीय वर्ष 2021-22 की तुलना में चालू वित्तीय वर्ष 2022-23 के दौरान राज्य की वास्तविक जी.डी.पी. स्थिर भावों पर ₹8,143 करोड़ से अधिक होगी। राज्य आय के प्रथम अग्रिम अनुमानों के अनुसार वित्तीय वर्ष 2022-23 के दौरान वास्तविक सकल घरेलू उत्पाद में वित्तीय वर्ष 2021-22 के 7.6 प्रतिशत की तुलना में 6.4 प्रतिशत की वृद्धि होगी।

वित्तीय वर्ष 2021-22 के ₹1,26,433 करोड़ के सकल घरेलू उत्पाद के अनन्तिम अनुमानों की तुलना में वित्तीय वर्ष 2022-23 में स्थिर भावों (2011-12) पर राज्य की जी.डी.पी. ₹1,34,576 करोड़ अनुमानित है।

वित्तीय वर्ष 2022-23 में जी. डी. पी. प्रचलित भावों पर ₹1,95,404 करोड़ अनुमानित है। जोकि वित्तीय वर्ष 2021-22 के अस्थायी अनुमानों के अनुसार ₹1.76,269 करोड़ से ₹19,135 करोड़ की शुद्ध वृद्धि दर्शाते हैं। वित्त वर्ष 2022-23 के दौरान नोमिनल जी.डी.पी. में वृद्धि वित्त वर्ष 2021-22 के 13.5 प्रतिशत की तुलना में 10.9 प्रतिशत अनुमानित है।

वित्तीय वर्ष 2022-23 के लिए अग्रिम अनुमानों के अनुसार, प्राथमिक क्षेत्र से सकल मूल्य वर्धित, स्थिर भावों पर 2.0 प्रतिशत की गति से बढ़ने की संभावना है। वित्त वर्ष 2022-23 (अ.अ.) के दौरान प्राथमिक क्षेत्र का जी.वी.ए. स्थिर भावों पर 2021-22 (प्र.स.अ.) के ₹16.395 करोड़ के मुकाबले 216,717 करोड़ हो गया।

मेले में देश के प्रसिद्ध लोक कलाकारों द्वारा सांस्कृतिक कार्यक्रमों की भी प्रस्तुतियां दी जाएंगी। हरियाणा गौरव मेले के आयोजन से जुड़ी तैयारियों को लेकर लघु सचिवालय परिसर स्थित वीडिया कॉन्फ्रेंस सभागार में उपायुक्त उत्तम सिंह की अध्यक्षता में एक बैठक का आयोजन किया गया।

बैठक में मुख्यमंत्री के प्रचार सलाहकार तरुण भंडारी, क्रॉस मीडिया के अध्यक्ष रविंद्र नारायण उपस्थित रहे। उपायुक्त ने नगराधीश राजेश को मेले के प्रचार-प्रसार के शहर के विभिन्न सार्वजनिक स्थानों, प्रवेश द्वारा पर फ्लैक्स लगवाने तथा सड़क मार्ग की मरम्मत तथा पार्किंग के लिए समुचित प्रबंध करने की हिदायत दी। उपायुक्त को मुख्यमंत्री के प्रचार सलाहकार तरुण भंडारी ने बताया कि मेले में राज्य एवं केंद्र सरकार द्वारा जनहित के कल्याणार्थ क्रियान्वित की जा रही योजनाओं एवं कार्यक्रमों की जानकारी देते के लिए अनेक स्टालें लगाई जाएंगी।

मेले में विभिन्न प्रकार के खाद्य पदार्थ, जिनमें हांसी के पेड़े व कांजी के बड़े, गोहाना की मशहूर जलेबी, पंडूरी की मशहूर फिरनी, मशहूर गोल गप्पे, टिक्की सहित अन्य पदार्थों की भी स्टालें लगाई जाएंगी। मेले में आकर्षक प्रवेश द्वार तथा सैल्फी प्वाइंट भी बनाएं जाएंगे।  

उपायुक्त ने बताया कि तीन दिवसीय इस मेले में हरियाणा के महामहिम राज्यपाल बंडारू दत्तात्रेय, विधानसभा अध्यक्ष ज्ञान चंद गुप्ता, शहरी स्थानीय निकाय मंत्री डॉ कमल गुप्ता, डिप्टी स्पीकर रणबीर गंगवा, सांसद बृजेंद्र सिंह सहित केंद्रीय मंत्री भी शिरकत करेंगे। मेले का समय सुबह 10 बजे से सायं 10 बजे तक रहेगा।

मेला स्थल पूरी तरह से वातानुकूलित रहेगा। मेले में हिंदी आंदोलन, स्वतंत्रता सेनानियों सहित शिक्षा, खेलकूद, गायन, मेडिकल, औद्योगिक सहित विभिन्न क्षेत्रों में अपनी प्रतिभा का लोहा बनवाने वाले महान विभूति को अवार्ड एवं सर्टिफिकेट देकर सम्मानित किया जाएगा। इस अवसर पर मशहूर पंजाबी सिंगर कप्तान लाडी, सतीश वासने, हरीश भट्टड्ढ, सौरव दीक्षित, संदीप सैनी, अनुभव नाथ आदि मौजूद रहे।

In the new study, researchers from the University of Sussex in the United Kingdom set out to investigate how bees learn the waggle dance. To do this, they set up an experiment in which bees were trained to associate a particular scent with a food source. The bees were then placed in an observation chamber with a group of untrained bees.

The researchers found that when the trained bees performed the waggle dance, the untrained bees quickly learned the dance. This suggests that the bees used social learning to enhance their understanding of the dance.

The researchers then tested the bees' ability to recall the dance after a period of time. They found that the bees were able to remember the dance for up to eight hours after being trained.

The findings of the study suggest that bees use social learning to enhance their understanding of the waggle dance. This could be an important adaptation that allows honey-bees to more quickly and accurately locate food sources.

The study also provides insight into how bees learn, which could be beneficial for researchers trying to develop new strategies for managing honey-bee populations. For example, if researchers can better understand how bees learn, they may be able to develop better methods for teaching bees to avoid certain plants or pesticides.

Overall, the findings of this study demonstrate how honey-bees use social learning to enhance their understanding of the waggle dance. This type of learning could be an important adaptation that allows bees to more quickly and accurately locate food sources, and could also provide valuable insight into how bees learn in general.

The 52-year old, mechanical engineer, spent his fortune on collecting the rare artifacts for more than 35 years. With passion for collecting rare coins, Sikh relics and arms and armour, he is no ordinary collector.

"I started collecting coins and stamps when I was 14-year-old. It became my hobby. My grandfather gave me some coins from the British India period. But gradually my curiosity level in collecting more coins increased and it turned into a passion," said Singh.

Singh's deep passion drove him to collect more than 80,000 coins belonging to several rulers since 600 BC including medieval, Mughal and British periods.

But he has a keen interest in collecting coins during the Sikh-rule.

"During collection of coins, I found that unlike during ancient times, medieval, Mughal and British periods, coins issued during Sikh rule starting from Sikh 'misls' (1765 till 1799) till Maharaja Ranjit Singh (1801 till 1839) did not have names of rulers."

"The coins were released only in the names of Guru Nanak Dev and Guru Gobind Singh and they had the mention of 'Akal Sahai'. They were called 'Nanakshahi' and 'Gobindshahi' coins," said Singh.

However, he did find two coins in the name of Maharaja Sher Singh and Maharaja Duleep Singh who ruled between 1839 to 1849. Singh said his collection includes coins from mints in Amritsar, Lahore, Multan, Peshawar, Kashmir, Dera Ghazi Khan and Anandgarh, during the Sikh rule period.

The coins had mention of 'zarab' (Persian word and it means mint) along with the name of the captured area, showing at which mint the coin was made. Singh's collection also included copper and silver coins during the rulers of Patiala, Nabha, Kaithal, Faridkot and Jind.

Singh, who is the general secretary of the National Numismatic Society, said he purchased rare coins through online auctions and sometimes bought them at twice and thrice the prices from jewellers who got them from elderly villagers for extracting silver and even scrap dealers.

Not only rare coins, the Ludhiana man also collected handwritten manuscripts written in Gurmukhi language. He said he has manuscripts of 'Adhyatam Parkash Granth', 'Panj Granthi' and 'Dasam Baani Das Granthi' written in Gurmukhi.

Besides, 'Bhagavad Gita', 'Ramayana' and 'Hanuman Natak' written in Gurmukhi script are also part of his collection. Rice paper has been used in these 'granths', he adds.

Singh also possesses a wide range of weapons including swords, daggers, Katars and arrows which were at the time of Mughal period.

He also has arrow-heads used during the time of tenth Sikh Guru Gobind Singh.

"Through my collection of coins, weapons and manuscripts, I want the coming generation to know about our rich Sikh heritage," he says. Asked how much money he has spent on procuring his collections, Singh said, "I have invested all of my earnings and even sold my properties for these antique items."

His only dream is to have a state-of-the-art museum in which he can display and properly preserve his collections. "I do not have much space at my home to keep these collections. I want a museum for this," he said.

Singh has so far held 237 exhibitions at various schools, colleges, gurdwaras, universities and other places, displaying his rare collections. Many political leaders have lauded his efforts at his exhibitions.
