This marks an important change in how modern Indian political history is taught in schools.</p><p><br></p><p>Earlier, students mainly studied the Emergency period in Class 12 Political Science, where they learned about its political, constitutional and democratic impact. With the revised syllabus, Class 9 students will now learn about this period much earlier. However, when the admit card was issued, he found that his examination centre had been assigned in Abu Dhabi, thousands of km away from his hometown.</span></p><p><span style="font-size: 1rem;">The unexpected allotment left the student and his family shocked, especially as the examination date is just around the corner. Abdullah's father said the family had carefully chosen nearby centres and could not understand how a foreign location had been assigned.<br><br></span><img src="https://ptcnews-wp.s3.ap-south-1.amazonaws.com/wp-content/uploads/2026/06/2bdb349402438574ba4cd276fd55f54a_750X390.webp" style="width: 750px;"><span style="font-size: 1rem;"><br></span></p><p><span style="font-size: 1rem;">The issue became more serious because the student does not have a passport, making it impossible for him to travel abroad and appear for the examination on such short notice.</span></p><p><span style="font-size: 1rem;">The incident has raised fresh questions about the National Testing Agency's examination management process. Former Maharashtra minister and Congress leader Dr Anees Ahmed criticised the situation and urged the NTA to immediately correct the mistake by issuing a revised admit card.</span></p><p><span style="font-size: 1rem;">After discovering the error, Abdullah's family contacted the NTA helpline and lodged a complaint. According to the family, NTA officials acknowledged that a technical glitch had occurred and assured them that the issue would be resolved.</span></p><p><span style="font-size: 1rem;">Dr Anees Ahmed said he personally took up the matter with NTA officials. During Monday’s proceedings, the petitioner limited his request to only one demand, conducting the re-test through CBT mode.</p><p><span style="font-size: 1rem;">However, the court observed that similar requests had already been rejected earlier. The bench also pointed out that the authorities were facing immense pressure after the examination was cancelled and rescheduled.</span></p><p><span style="font-size: 1rem;">The judges noted that changing the examination pattern at the last moment could create further complications. The court eventually decided to defer the issue until after the summer vacation, effectively allowing the June 21 re-test to proceed in the traditional offline mode.</span></p><p><span style="font-size: 1rem;">The petition has now been linked with a larger batch of cases seeking reforms in the functioning of the NTA and the conduct of national-level competitive examinations.</span></p><p><span style="font-size: 1rem;">Earlier, on May 29, another bench led by Justice Narasimha had expressed concern over repeated irregularities in NEET examinations. The court had said that incidents like paper leaks were deeply disturbing for students and families and stressed the need for fixing accountability within the system.</span></p><p><span style="font-size: 1rem;">The NTA, in an affidavit submitted before the court, informed that NEET-UG is currently the only major examination conducted in pen-and-paper mode. It also said that an expert committee formed after the 2024 controversy had recommended shifting the exam to CBT mode along with multi-session testing.</span></p><p><span style="font-size: 1rem;">According to the agency, the proposal is still under discussion with the Union Health Ministry and the National Medical Commission. Candidates were asked to report from 2.30 pm onwards, while the examination is rescheduled to start at 4 pm instead of the earlier 3 pm timing.</span></p><p><span style="font-size: 1rem;">For students appearing in the morning session, the agency clarified that all candidates would receive the complete duration of the examination. Officials stated that students would only be allowed to leave after being given the full allotted time to attempt the paper.</span></p><p><span style="font-size: 1rem;">In a statement, the NTA said the decision to provide compensatory time was taken to ensure that no candidate suffered any disadvantage because of the delay.</span></p><p><span style="font-size: 1rem;">The agency attributed the disruption to a technical snag linked to its service provider, Tata Consultancy Services (TCS). Someone attacked its payment system and around 50 students managed to get through by paying the wrong amount. Some paid as little as Re 1, while others were shown a fee of Rs 67,000–68,000 instead of the actual charge.</span></p><p>As per sources, the attack appeared to be either a prank or a deliberate attempt to manipulate the system. The glitch was traced to the HDFC payment gateway, which is connected to the portal.</p><p>To fix the problem, experts from IIT Madras and IIT Kanpur have been brought in, along with the Digital Infrastructure Corporation of India. Four government banks, SBI, Canara Bank, Indian Bank, and Bank of Maharashtra — have now been added as additional payment options to make the system more stable.&nbsp;<span style="font-size: 1rem;">The issue got attention at the highest level.</span></p><p><span style="font-size: 1rem;">On May 24, Education Minister Dharmendra Pradhan met Finance Minister Nirmala Sitharaman to discuss the payment problems students were facing. It was decided in that meeting that the four public sector banks would help CBSE rebuild and strengthen its payment setup.</span></p><p>Meanwhile, the CBSE pushed back the portal's reopening date. On May 29, the board announced that students can now apply for verification or re-evaluation from June 1. The delay was to make sure the portal works properly this time without crashes or payment errors.</p><p>The trouble didn't stop at the payment system. Students had earlier raised a string of complaints — blurry scanned copies of answer sheets, questions that appeared unchecked, the portal going down repeatedly and general confusion about the whole process.</p><p>The minister addressed the uproar on May 28, saying he personally takes responsibility for what happened. "I take responsibility. It will be fixed, a solution will be found. It will be fixed and a solution will be found. We are working on it,” Pradhan said.</span></p><p><span style="font-size: 1rem;">The minister’s statement comes after several students and parents raised complaints about the post-result process. Many students alleged that scanned copies of answer sheets were blurred, incomplete or had unchecked answers. Some also faced payment failures and portal crashes while applying for verification and re-evaluation.</span></p><p><span style="font-size: 1rem;">Defending the digital evaluation model, Pradhan described the OSM system as a modern and student-friendly process that aims to bring more transparency in marking.</span></p><p><span style="font-size: 1rem;">He said around 17 lakh students appeared in the examination and CBSE handled nearly 98 lakh answer sheets. Pancholi, directed all parties to file their responses within two weeks. The matter has now been listed for hearing in the second week of July.</span></p><p><span style="font-size: 1rem;">The apex court also asked Additional Solicitor General Aishwarya Bhati to submit a report detailing the preparedness and implementation framework developed by CBSE for rolling out the policy.</span></p><p><span style="font-size: 1rem;">Senior advocate Mukul Rohatgi, appearing for petitioners Yashika Bhandari Jain and others, argued that the sudden implementation of the policy would create serious academic difficulties for students. He told the court that the required textbooks and academic resources are still not adequately available in the market, despite the new academic session approaching rapidly.</span></p><p><span style="font-size: 1rem;">Senior advocate Kapil Sibal, who also appeared in the matter, said the issue raises significant constitutional concerns and touches upon the federal structure of the country. He maintained that language learning should remain a matter of individual choice and cannot be imposed compulsorily upon students.</span></p><p><span style="font-size: 1rem;">During an earlier mention of the case on May 22, Rohatgi had sought urgent hearing, stating that forcing students to suddenly adopt an additional language would create confusion and place unnecessary pressure on children preparing for secondary board examinations.</span></p><p><span style="font-size: 1rem;">The petitioners have sought quashing of the May 15 circular and restoration of CBSE’s earlier notification dated April 9, under which implementation of the three-language formula for Class 9 had reportedly been deferred till the academic session 2029-30.</span></p><p><span style="font-size: 1rem;">They have also requested interim relief for students currently enrolled under the existing academic structure.</span></p><p><span style="font-size: 1rem;">CBSE’s revised policy is aligned with the National Education Policy (NEP) 2020, which promotes multilingual education and encourages students to learn multiple languages, including at least two Indian languages. Under the policy, states and schools are given flexibility in selecting the languages to be offered.</span></p><p><span style="font-size: 1rem;">Traditionally, most CBSE students studied only two languages, English and either Hindi or a regional language, until Class 10. He said the organisation’s efforts over the last two years have delivered encouraging results.</span></p><p><span style="font-size: 1rem;">According to the organisation, one girl from a batch of 17 students successfully cleared the UPSC Civil Services Examination, while another student reached the interview stage. Besides this, 12 students cleared the State PCS preliminary examination and have appeared for the mains examination.</span></p><p><span style="font-size: 1rem;">Dr Prabhleen Singh stated that the institution is committed to helping talented students who are unable to afford expensive coaching and living expenses associated with civil services preparation.</span></p><p><span style="font-size: 1rem;">He added that all expenses related to accommodation, meals, dress and high-quality coaching in Chandigarh will be borne by the organisation with the support of donors.</span></p><p><span style="font-size: 1rem;">This year, YPSF is launching two special batches. While students can still choose a foreign language, the CBSE clarified that at least two language subjects must be native Indian languages.</span></p><p>The revised framework will come into effect from July 1, 2026. Since the new academic session had already started in April, the board has decided to implement the change gradually to ensure schools and students are able to adjust smoothly.</p><h1 class=""><span style="font-size: 1rem;"><b>No board exam for third language</b></span></h1><p><span style="font-size: 1rem;">To reduce academic pressure, the CBSE has announced that there will be no Class 10 board examination for the third language subject.</span></p><p><span style="font-size: 1rem;">Instead, assessment for the R3 language will be conducted internally by schools. The marks obtained by students will appear on their final certificates, but the subject will not affect their eligibility to appear for the board examinations.</span></p><p><b style="font-size: 1rem; color: inherit; font-family: inherit;">Schools given flexibility in implementation</b></p><p><span style="font-size: 1rem;">The new policy is expected to create logistical challenges for schools, especially in arranging language teachers. Keeping this in mind, CBSE has allowed schools to adopt flexible methods for teaching the additional language.</span></p><p><span style="font-size: 1rem;">Schools can conduct hybrid classes, collaborate with nearby institutions through Sahodaya school complexes, appoint retired teachers or assign teachers from other departments who are proficient in the language.</span></p><p><span style="font-size: 1rem;">The board has also allowed schools to select any language from the approved CBSE list, provided the rule of studying two Indian languages is followed. Schools have been directed to update their language options on the OASIS portal before June 30, 2026.</span></p><h1 class=""><span style="font-size: 1rem;"><b>Temporary study material arrangement</b></span></h1><p><span style="font-size: 1rem;">Until new textbooks are developed, students studying the third language will use textbooks meant for Class 6 learners. Schools have been advised to supplement these books with regional literature, poems, short stories and non-fiction material to help students cope with the curriculum.</span></p><p><span style="font-size: 1rem;">The CBSE is expected to release detailed academic guidelines and teaching support material by June 15.</span></p><p><span style="font-size: 1rem;"><b>Relaxations for special categories</b></span></p><p><span style="font-size: 1rem;">The board has also announced exemptions under specific circumstances. A total of 18,57,517 students registered for the exams, which were conducted across 19,967 schools and 7,573 centres around the world.</p><p><br></p><p>Girls outperformed boys with a pass percentage of 88.86 per cent, while boys recorded 82.13 per cent. Transgender students achieved a 100 per cent pass rate.</p><p><br></p><p>Students can check their scores by entering their roll number, date of birth and other required details on the result portal. After viewing the result, they can download the marksheet or take a screenshot for future reference.</p><p><br></p><p>The Class 12 board exams were held from February 17 to April 10, 2026, with the final paper being Legal Studies. The NTA has said it will fully support the investigation by providing all necessary records and data.</p><p><br></p><p>In Rajasthan, more than 45 people have reportedly been detained so far in connection with the NEET paper leak case. Early reports suggest that the leaked material may have come from a printing press, raising concerns about security lapses during the printing process. The questionnaire was later shared through WhatsApp groups, coaching centres, PG accommodations and career counsellors.</p><p><br></p><p>According to the Special Operations Group (SOG) investigation, nearly 140 to 150 questions out of around 300 in the circulated document were found to be exactly the same as those in the NEET exam. Some reports also claimed that questions worth nearly 600 marks out of the total 720 matched the leaked material. The controversy grew further after investigators found that even the sequence of answer options in several questions was allegedly identical to the circulated document. Since each NEET question carries four marks, officials believe the overlap could have significantly affected rankings and admissions if the allegations are proven true.</p><p><br></p><p>The SOG has detained 13 suspects from Dehradun, Sikar and Jhunjhunu based on intelligence inputs. A career counsellor linked to a coaching institute in Sikar has also been arrested, according to reports.</p><p><br></p><p>Investigators are now trying to find out whether the document was just a highly accurate “guess paper” or proof that the NEET question bank had actually leaked before the examination.</p><p><br></p><p>The probe further revealed that the material was widely circulated through encrypted messaging apps and social media platforms.
