Pancholi, directed all parties to file their responses within two weeks. The matter has now been listed for hearing in the second week of July.</span></p><p><span style="font-size: 1rem;">The apex court also asked Additional Solicitor General Aishwarya Bhati to submit a report detailing the preparedness and implementation framework developed by CBSE for rolling out the policy.</span></p><p><span style="font-size: 1rem;">Senior advocate Mukul Rohatgi, appearing for petitioners Yashika Bhandari Jain and others, argued that the sudden implementation of the policy would create serious academic difficulties for students. He told the court that the required textbooks and academic resources are still not adequately available in the market, despite the new academic session approaching rapidly.</span></p><p><span style="font-size: 1rem;">Senior advocate Kapil Sibal, who also appeared in the matter, said the issue raises significant constitutional concerns and touches upon the federal structure of the country. He maintained that language learning should remain a matter of individual choice and cannot be imposed compulsorily upon students.</span></p><p><span style="font-size: 1rem;">During an earlier mention of the case on May 22, Rohatgi had sought urgent hearing, stating that forcing students to suddenly adopt an additional language would create confusion and place unnecessary pressure on children preparing for secondary board examinations.</span></p><p><span style="font-size: 1rem;">The petitioners have sought quashing of the May 15 circular and restoration of CBSE’s earlier notification dated April 9, under which implementation of the three-language formula for Class 9 had reportedly been deferred till the academic session 2029-30.</span></p><p><span style="font-size: 1rem;">They have also requested interim relief for students currently enrolled under the existing academic structure.</span></p><p><span style="font-size: 1rem;">CBSE’s revised policy is aligned with the National Education Policy (NEP) 2020, which promotes multilingual education and encourages students to learn multiple languages, including at least two Indian languages. Under the policy, states and schools are given flexibility in selecting the languages to be offered.</span></p><p><span style="font-size: 1rem;">Traditionally, most CBSE students studied only two languages, English and either Hindi or a regional language, until Class 10. He said the organisation’s efforts over the last two years have delivered encouraging results.</span></p><p><span style="font-size: 1rem;">According to the organisation, one girl from a batch of 17 students successfully cleared the UPSC Civil Services Examination, while another student reached the interview stage. Besides this, 12 students cleared the State PCS preliminary examination and have appeared for the mains examination.</span></p><p><span style="font-size: 1rem;">Dr Prabhleen Singh stated that the institution is committed to helping talented students who are unable to afford expensive coaching and living expenses associated with civil services preparation.</span></p><p><span style="font-size: 1rem;">He added that all expenses related to accommodation, meals, dress and high-quality coaching in Chandigarh will be borne by the organisation with the support of donors.</span></p><p><span style="font-size: 1rem;">This year, YPSF is launching two special batches. One batch is meant for graduate students preparing for UPSC and PCS examinations, while a new foundation batch has been introduced for students who have recently completed Class 12. Under this programme, students will prepare for UPSC alongside their graduation studies.</span></p><p><span style="font-size: 1rem;">The new academic session will commence from July 1. While students can still choose a foreign language, the CBSE clarified that at least two language subjects must be native Indian languages.</span></p><p>The revised framework will come into effect from July 1, 2026. Since the new academic session had already started in April, the board has decided to implement the change gradually to ensure schools and students are able to adjust smoothly.</p><h1 class=""><span style="font-size: 1rem;"><b>No board exam for third language</b></span></h1><p><span style="font-size: 1rem;">To reduce academic pressure, the CBSE has announced that there will be no Class 10 board examination for the third language subject.</span></p><p><span style="font-size: 1rem;">Instead, assessment for the R3 language will be conducted internally by schools. The marks obtained by students will appear on their final certificates, but the subject will not affect their eligibility to appear for the board examinations.</span></p><p><b style="font-size: 1rem; color: inherit; font-family: inherit;">Schools given flexibility in implementation</b></p><p><span style="font-size: 1rem;">The new policy is expected to create logistical challenges for schools, especially in arranging language teachers. Keeping this in mind, CBSE has allowed schools to adopt flexible methods for teaching the additional language.</span></p><p><span style="font-size: 1rem;">Schools can conduct hybrid classes, collaborate with nearby institutions through Sahodaya school complexes, appoint retired teachers or assign teachers from other departments who are proficient in the language.</span></p><p><span style="font-size: 1rem;">The board has also allowed schools to select any language from the approved CBSE list, provided the rule of studying two Indian languages is followed. Schools have been directed to update their language options on the OASIS portal before June 30, 2026.</span></p><h1 class=""><span style="font-size: 1rem;"><b>Temporary study material arrangement</b></span></h1><p><span style="font-size: 1rem;">Until new textbooks are developed, students studying the third language will use textbooks meant for Class 6 learners. Schools have been advised to supplement these books with regional literature, poems, short stories and non-fiction material to help students cope with the curriculum.</span></p><p><span style="font-size: 1rem;">The CBSE is expected to release detailed academic guidelines and teaching support material by June 15.</span></p><p><span style="font-size: 1rem;"><b>Relaxations for special categories</b></span></p><p><span style="font-size: 1rem;">The board has also announced exemptions under specific circumstances. A total of 18,57,517 students registered for the exams, which were conducted across 19,967 schools and 7,573 centres around the world.</p><p><br></p><p>Girls outperformed boys with a pass percentage of 88.86 per cent, while boys recorded 82.13 per cent. Transgender students achieved a 100 per cent pass rate.</p><p><br></p><p>Students can check their scores by entering their roll number, date of birth and other required details on the result portal. After viewing the result, they can download the marksheet or take a screenshot for future reference.</p><p><br></p><p>The Class 12 board exams were held from February 17 to April 10, 2026, with the final paper being Legal Studies. The NTA has said it will fully support the investigation by providing all necessary records and data.</p><p><br></p><p>In Rajasthan, more than 45 people have reportedly been detained so far in connection with the NEET paper leak case. Early reports suggest that the leaked material may have come from a printing press, raising concerns about security lapses during the printing process. The questionnaire was later shared through WhatsApp groups, coaching centres, PG accommodations and career counsellors.</p><p><br></p><p>According to the Special Operations Group (SOG) investigation, nearly 140 to 150 questions out of around 300 in the circulated document were found to be exactly the same as those in the NEET exam. Some reports also claimed that questions worth nearly 600 marks out of the total 720 matched the leaked material. The controversy grew further after investigators found that even the sequence of answer options in several questions was allegedly identical to the circulated document. Since each NEET question carries four marks, officials believe the overlap could have significantly affected rankings and admissions if the allegations are proven true.</p><p><br></p><p>The SOG has detained 13 suspects from Dehradun, Sikar and Jhunjhunu based on intelligence inputs. A career counsellor linked to a coaching institute in Sikar has also been arrested, according to reports.</p><p><br></p><p>Investigators are now trying to find out whether the document was just a highly accurate “guess paper” or proof that the NEET question bank had actually leaked before the examination.</p><p><br></p><p>The probe further revealed that the material was widely circulated through encrypted messaging apps and social media platforms. Nearly the entire student population that sat for the exams came out successful, 99.18 percent in Class 10 (ICSE) and 99.13 percent in Class 12 (ISC).</p><p><span style="font-size: 1rem;">Close to 2.59 lakh students had registered for the ICSE examination this year, of whom 2,56,590 made the cut. Only 2,131 students could not clear the paper, a remarkably small fraction of the total pool.</span></p><p>The ISC picture was equally positive. Of the 1,03,316 students who appeared for the Class 12 exam, 1,02,414 passed, leaving just 902 students short of the qualifying mark.</p><h1 class=""><span style="font-size: 1rem;"><b>Girls Outshine Boys, Again</b></span></h1><p>In what has now become something of a pattern, girl students outpaced their male counterparts in both examinations by a noticeable margin.&nbsp;<span style="font-size: 1rem;">In ICSE, girls posted a pass percentage of 99.46%, compared to 98.93% for boys. The gap was even slightly wider in ISC, girls cleared at 99.48%, while boys came in at 98.81%.</span></p><p><span style="font-size: 1rem;">Across categories, the results remained broadly strong, though some variation was visible.</span></p><p>In ICSE, general category students led with a 99.26 percent pass rate, closely followed by OBC students at 99.24 percent. SC students recorded 98.76 percent, while ST students stood at 98.07 percent.</p><p>ISC followed a similar trend. The changes are expected to make it easier to open new medical colleges and increase the number of MBBS seats in existing institutions.</span></p><p><span style="font-size: 1rem;">One of the most important decisions is the removal of the cap on MBBS seats per college. Earlier, institutions were not allowed to admit more than 150 students in a batch. With this restriction now lifted, colleges can increase their intake, provided they meet other required standards.</span></p><p><span style="font-size: 1rem;">The NMC has also done away with the population-based rule that linked the number of MBBS seats to the size of a state or Union Territory. Earlier, states were required to maintain a ratio of 100 seats per 10 lakh people. Officials believe that removing this condition will help states expand medical education without facing rigid limits.</span></p><p><span style="font-size: 1rem;">Another key change relates to the distance between a medical college and its teaching hospital. The earlier rule focused on travel time, limiting it to 30 minutes. This has now been replaced with a fixed distance rule. As per the new guidelines, the hospital should be within 10 km of the college. For institutions in hilly and North Eastern regions, the limit has been extended to 15 km to account for difficult terrain.</span></p><p><span style="font-size: 1rem;">These amendments have been made under the National Medical Commission Act, 2019. The CBSE evaluated approximately 1.6 crore answer sheets in a record time.</span></p><h1 class=""><span style="font-size: 1rem;"><b>Exams Held in February–March</b></span></h1><p>The Class 10 first session examinations were conducted from February 17 to March 11, 2026, in a single shift starting at 10:30 AM. DigiLocker has already advised students to prepare in advance. In a post on X, the platform asked students to activate their accounts before the result day to avoid last-minute delays.</span></p><p><span style="font-size: 1rem;">Students who do not have an APAAR ID have been asked to create one, while those who already have it linked with the CBSE will receive their digital marksheets directly in DigiLocker under the “Issued Documents” section.</span></p><p><span style="font-size: 1rem;">Once the results are declared, students can check their scores on official websites like cbse.gov.in and results.cbse.nic.in by using their login details. Those that have not yet done so must begin immediately.</span></p><p><span style="font-size: 1rem;">The CBSE has clearly stated that teaching should start right away, even if prescribed textbooks are not yet available. Schools can use any suitable local books or study material until official resources are released.</span></p><p><span style="font-size: 1rem;">In addition, schools must inform the board about the third language they choose and update the details on the OASIS portal. Regional CBSE offices will keep track of whether schools are following the instructions.</span></p><p><span style="font-size: 1rem;">The board has also set a condition for future classes. Only those languages that are introduced in Class 6 will be offered as subject options in Classes 9 and 10. This change follows the recommendations of the National Curriculum Framework (NCF).&nbsp;</span><span style="font-size: 1rem;">Under the new system, students will study three languages, referred to as R1, R2, and R3. Out of these, at least two languages must be Indian languages. The aim is to promote multilingual learning among students.</span></p><p><span style="font-size: 1rem;">However, there is some flexibility. Students who return from foreign schools and have studied a different third language that is not available in Indian schools may be given exemption. However, the layoffs are believed to be part of a bigger strategy change, especially as Oracle focuses more on artificial intelligence and data centres.</p><p><br></p><p>The job cuts have affected several countries, including India and Mexico. India seems to be one of the most affected, with reports saying around 12,000 employees may have lost their jobs out of a total workforce of about 30,000.</p><p><br></p><p><b>Why did Oracle lay off employees?</b></p><p>One major reason is the company’s strong push into AI infrastructure. Oracle has reportedly signed a $156 billion deal to build AI data centres over five years, mainly for OpenAI.</p><p><br></p><p>This expansion needs huge investment. Oracle plans to buy around 3 million specialised chips, and its spending has jumped sharply—from about $6.9 billion a year two years ago to nearly $50 billion now. To manage this, the company is cutting costs in other areas, including jobs.</p><p><br></p><p>Debt and financial pressure</p><p>Oracle also has heavy debt of over $108 billion, which has increased pressure on its finances.</p><p><br></p><p>According to estimates by TD Cowen, the layoffs could help the company save between $8 billion and $10 billion in cash flow. The competition was based on the contemporary constitutional theme “Right to Privacy vs. Right to Record: The Constitutional Dilemma in the Digital World.” The event aimed to promote constitutional awareness, legal reasoning, and interdisciplinary academic exposure among students.</p><p><br></p><p>The event was organized under the visionary leadership of Dr. Sonia Kumar, Head of the Department of Public Administration, and Dr. Monika Dara, Assistant Professor, who played a pivotal role in conceptualizing the moot court despite the department not belonging to a law background. Their academic mentorship and motivation made this pioneering initiative possible.</p><p><br></p><p>The competition was conducted under the student leadership of Ms. Rajanpreet Kaur (President, Society of Visionaries) and Ms. Mansi Sharma (Vice-President), along with their dedicated organizing team.</p><p><br></p><p>The courtroom proceedings commenced at 10:30 AM with enthusiastic participation from six teams representing various institutions including the Department of Laws, Panjab University, and University Institute of Legal Studies (UILS). Participants demonstrated remarkable advocacy skills, legal research, and professional courtroom conduct.</p><p><br></p><p>The preliminary rounds were judged by Ms. Mankirat Kaur Sra, Assistant Professor, Sri Guru Granth Sahib World University, Fatehgarh Sahib, and Advocate Kirti Sharma from the Punjab and Haryana High Court, Chandigarh.</p><p><br></p><p>The Chief Guest, Shri Rajinder Goyal, Additional Advocate General at the Punjab and Haryana High Court and a proud alumnus of PGGC-11, presided as the Judge for the Semi-Final and Final rounds.
