PTC News Desk: ਪੰਜਾਬ ਵਿੱਚ ਆਏ ਹੜ੍ਹਾਂ ਕਾਰਨ ਚਾਰੇ ਪਾਸੇ ਹਾਹਾਕਾਰ ਹੈ। ਸੂਬੇ ਵਿੱਚ ਵੱਡਾ ਮਾਲੀ ਅਤੇ ਜਾਨੀ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ। ਕਿਸਾਨਾਂ ਦੀ ਲੱਖਾਂ ਏਕੜ ਫਸਲ ਪਾਣੀ ਦੀ ਭੇਂਟ ਚੜ੍ਹ ਗਈ ਹੈ। ਅਜਿਹੇ ਵਿੱਚ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਲਗਾਤਾਰ ਹੜ੍ਹ ਪੀੜਤਾਂ ਦੀ ਮਦਦ ਲਈ ਹੱਥ ਵਧਾ ਰਿਹਾ ਹੈ। ਪਿਛਲੇ ਦਿਨੀਂ ਲੋੜਵੰਦ ਕਿਸਾਨਾਂ ਨੂੰ ਬੰਨ੍ਹ ਪੂਰਨ ਲਈ ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਲੱਖਾਂ ਰੁਪਏ ਦੀ ਪੰਜਾਬ ਦੇ ਵੱਖ-ਵੱਖ ਇਲਾਕਿਆਂ ਵਿੱਚ ਮਦਦ ਕੀਤੀ।

7 ਸਤੰਬਰ ਨੂੰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਪੰਜਾਬ ਦੇ ਕਈ ਇਲਾਕਿਆਂ ਦੇ ਦੌਰੇ ਉੱਤੇ ਸਨ। ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਕਿਸਾਨਾਂ ਨਾਲ ਮੁਲਾਕਾਤ ਕਰਦਿਆਂ ਇੱਕ ਵੱਡਾ ਐਲਾਨ ਕਰ ਦਿੱਤਾ। ਲੁਧਿਆਣਾ ਦੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਪਹੁੰਚੇ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ, ‘‘ਕਿਸਾਨ ਦਾ ਖੇਤ - ਕਿਸਾਨ ਦੀ ਰੇਤ’‘ ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਦਰਿਆਵਾਂ ਦੇ ਬੰਨ੍ਹ ਟੁੱਟਣ ਨਾਲ ਖੇਤਾਂ 'ਚ ਹੜ੍ਹ ਦੇ ਨਾਲ ਇਕੱਠੀ ਹੋਈ ਰੇਤ ਦਾ ਮਾਲਕ ਖੇਤ ਵਾਲਾ ਹੀ ਹੋਵੇਗਾ, ਰੋਕਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਹੋਈ ਤਾਂ ਅਕਾਲੀ ਦਲ ਡਟ ਕੇ ਖੜ੍ਹੇਗਾ।

ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਇੱਕ ਹੋਰ ਵੱਡਾ ਆਲਾਨ ਕੀਤਾ, ‘‘ਜਰੂਰਤਮੰਦ ਕਿਸਾਨ ਦੀ ਮਦਦ ਲਈ ਟਰੈਕਟਰ ਦੀ ਸੇਵਾ ਵੀ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਕਰੇਗਾ‘‘।

Ram Rahim parole: ਡੇਰਾ ਸੱਚਾ ਸੌਦਾ ਮੁਖੀ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਇੱਕ ਵਾਰ ਫਿਰ ਸੁਨਾਰੀਆ ਜੇਲ੍ਹ ਤੋਂ ਬਾਹਰ ਆ ਰਹੇ ਹਨ। ਇਸ ਵਾਰ ਰਾਮ ਰਹੀਮ ਨੂੰ 40 ਦਿਨਾਂ ਦੀ ਪੈਰੋਲ ਮਿਲੀ ਹੈ, ਜਿਸ ਦੇ ਤਹਿਤ ਉਹ ਪੁਲਿਸ ਸੁਰੱਖਿਆ ਹੇਠ, ਸਵੇਰੇ ਸਿਰਸਾ ਡੇਰੇ ਲਈ ਰਵਾਨਾ ਹੋ ਗਏ। ਇਹ 14ਵੀਂ ਵਾਰ ਹੈ ਕਿ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ ਨੂੰ ਜੇਲ੍ਹ ਤੋਂ ਬਾਹਰ ਆਉਣ ਦਾ ਮੌਕਾ ਮਿਲਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਦੀ ਪਹਿਲੀ ਛੁੱਟੀ 2021 ਵਿੱਚ ਹੋਈ ਸੀ।

ਦੱਸ ਦਈਏ ਕਿ 15 ਅਗਸਤ ਨੂੰ ਰਾਮ ਰਹੀਮ ਦਾ ਜਨਮ ਦਿਨ ਵੀ ਹੈ ਤੇ ਇਸ ਬਾਬਤ ਦੱਸਿਆ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ਸਿਰਸਾ ਡੇਰੇ ਵਿਚ ਰੱਖੜੀ ਦੇ ਤਿਉਹਾਰ ਤੋਂ ਬਾਅਦ ਰਾਮ ਰਹੀਮ ਦਾ ਜਨਮ ਦਿਨ ਵੀ ਮਨਾਇਆ ਜਾਵੇਗਾ। ਇਸ ਦੀਆਂ ਤਿਆਰੀਆਂ ਡੇਰਾ ਪ੍ਰਬੰਧਕਾਂ ਵੱਲੋਂ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ।

Punjab Weather Update : ਪੰਜਾਬ ਵਿੱਚ ਅੱਜ ਮੌਸਮ ਵਿਭਾਗ ਨੇ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਨਾਲ ਲੱਗਦੇ ਪਠਾਨਕੋਟ, ਹੁਸ਼ਿਆਰਪੁਰ, ਨਵਾਂਸ਼ਹਿਰ ਅਤੇ ਮੋਹਾਲੀ ਜ਼ਿਲ੍ਹਿਆਂ ਲਈ ਯੈਲੋ ਅਲਰਟ ਜਾਰੀ ਕੀਤਾ ਹੈ। ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਵਿੱਚ ਭਾਰੀ ਮੀਂਹ ਅਤੇ ਤੇਜ਼ ਹਵਾਵਾਂ ਚੱਲਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ, ਜਦੋਂ ਕਿ ਬਾਕੀ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਬੁੱਧਵਾਰ ਤੱਕ ਹਲਕੀ ਜਾਂ ਆਮ ਬਾਰਿਸ਼ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ।

ਭਾਰਤੀ ਮੌਸਮ ਵਿਗਿਆਨ ਕੇਂਦਰ ਵੱਲੋਂ ਅੱਜ ਪੰਜਾਬ ਵਿੱਚ ਪੀਲਾ ਅਲਰਟ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਹ ਅਲਰਟ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਨਾਲ ਲੱਗਦੇ ਜ਼ਿਲ੍ਹਿਆਂ, ਪਠਾਨਕੋਟ, ਹੁਸ਼ਿਆਰਪੁਰ, ਨਵਾਂਸ਼ਹਿਰ ਅਤੇ ਮੋਹਾਲੀ ਲਈ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ।

ਪਹਾੜਾਂ ਵਿੱਚ ਭਾਰੀ ਬਾਰਿਸ਼ ਕਾਰਨ ਨਦੀਆਂ ਦੇ ਪਾਣੀ ਦਾ ਪੱਧਰ ਵਧ ਗਿਆ ਹੈ। ਬਿਆਸ ਅਤੇ ਉੱਜ ਦਰਿਆਵਾਂ ਦੇ ਵਧਦੇ ਪਾਣੀ ਦੇ ਪੱਧਰ ਕਾਰਨ ਪਠਾਨਕੋਟ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਰਹਿਣ ਲਈ ਅਲਰਟ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। ਜ਼ਮੀਨ ਖਿਸਕਣ ਅਤੇ ਸੜਕਾਂ 'ਤੇ ਡਿੱਗ ਰਹੇ ਮਲਬੇ ਕਾਰਨ ਲੋਕਾਂ ਨੂੰ ਬਹੁਤ ਸਾਰੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਸੜਕਾਂ ਨੂੰ ਬਹਾਲ ਕਰਨ ਦਾ ਕੰਮ ਚੱਲ ਰਿਹਾ ਹੈ ਪਰ ਰੁਕ-ਰੁਕ ਕੇ ਹੋ ਰਹੀ ਬਾਰਿਸ਼ ਇਸ ਵਿੱਚ ਰੁਕਾਵਟਾਂ ਪੈਦਾ ਕਰ ਰਹੀ ਹੈ।

ਇਸ ਦੇ ਨਾਲ ਹੀ, ਬੀਬੀਐਮਬੀ ਪੌਂਗ ਡੈਮ ਪ੍ਰਬੰਧਨ ਨੇ ਪੰਜਾਬ ਅਤੇ ਗੁਆਂਢੀ ਰਾਜ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਪੌਂਗ ਡੈਮ ਵਿੱਚ ਪਾਣੀ ਦੇ ਵਧ ਰਹੇ ਪੱਧਰ ਨੂੰ ਲੈ ਕੇ ਇੱਕ ਚੇਤਾਵਨੀ ਪੱਤਰ ਲਿਖਿਆ ਹੈ। ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ 2 ਅਗਸਤ ਦੀ ਸਵੇਰ ਨੂੰ ਪੌਂਗ ਡੈਮ ਵਿੱਚ ਪਾਣੀ ਦਾ ਪੱਧਰ 1361.07 ਫੁੱਟ ਦਰਜ ਕੀਤਾ ਗਿਆ ਸੀ। ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਮੀਂਹ ਪੈਣ ਦੀ ਸੂਰਤ ਵਿੱਚ ਇਹ ਹੋਰ ਵੀ ਵੱਧ ਸਕਦਾ ਹੈ, ਜਿਸ ਤੋਂ ਬਾਅਦ ਸਪਿਲਵੇਅ ਰਾਹੀਂ ਵਾਧੂ ਪਾਣੀ ਛੱਡਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਬਿਆਸ ਦਰਿਆ ਦੇ ਕੰਢੇ ਰਹਿਣ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਸੁਚੇਤ ਕਰਨ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ ਤਾਂ ਜੋ ਉਨ੍ਹਾਂ ਦੀ ਜਾਨ-ਮਾਲ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ।

Winter vacations 2023: With a thick blanket of fog engulfing Punjab, the state government on Friday announced the winter vacations in schools.

All government, aided, recognised and private schools of Punjab would remain closed from December 24 to December 31, 2023 as a part of winter vacation.

The decision has been taken in view of security of both children and teachers. Dense fog which engulfed Punjab reduced visibility in most parts of Punjab and affected vehicular movement.

Meanwhile, the winter vacation could be extended in view of the situation prevailing out of the cold conditions across the state.

ਅੰਮ੍ਰਿਤਸਰ: ਮੱਠੀ ਅੱਗ ਅਤੇ ਕੋਲੇ ਦੀ ਪੱਠੀ ਤੇ ਬਣੀ ਇਸ ਚਾਹ ਦੇ ਇਨ੍ਹੇਂ ਖ਼ਾਸ ਸਵਾਦ ਦੇ ਪਿੱਛੇ ਦੀ ਰੈਸਿਪੀ ਬਹੁਤ ਹੀ ਆਮ ਜਿਹੀ ਹੈ। ਅਜੀਤ ਸਿੰਘ ਕਹਿੰਦੇ ਨੇ, "ਲੌਂਗ, ਇਲਾਇਚੀ, ਅਦਰਕ ਆਦਿ ਪਾਕੇ ਚਾਹ ਦਾ ਸਵਾਦ ਬਹੁਤ ਅਦਭੁਤ ਹੋ ਜਾਂਦਾ ਹੈ, ਜੋ ਲੋਕਾਂ ਨੂੰ ਬੇਹਦ ਪਸੰਦ ਆਓਂਦਾ ਹੈ।"

ਚੋਥੀ ਪਾਤਸ਼ਾਹੀ ਸ੍ਰੀ ਗੁਰੂ ਰਾਮਦਾਸ ਜੀ ਦੁਆਰਾ ਵਸਾਈ ਨਗਰੀ ਸ੍ਰੀ ਅੰਮ੍ਰਿਤਸਰ ਸਾਹਿਬ ਦੀ ਧਰਤੀ ਜਿੱਥੇ ਇੱਕ ਇਤਿਹਾਸਿਕ ਮਹੱਤਤਾ ਰੱਖਦੀ ਹੈ, ਉੱਥੇ ਹੀ ਇਸ ਸ਼ਹਿਰ ਦੇ ਖਾਣ-ਪੀਣ ਦਾ ਵੀ ਹਰ ਕੋਈ ਸ਼ੌਕੀਨ ਹੈ। ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਇੱਕ ਬਹੁਤ ਹੀ ਪੁਰਾਣੇ ਬੋਹੜ ਦੀ ਗੋਦ ਵਿੱਚ ਇਹ ਬਾਬਾ ਇੱਕ ਚਾਹ ਦੀ ਦੁਕਾਨ ਚਲਾ ਰਹੇ ਹਨ।

ਅਜੀਤ ਸਿੰਘ ਦੀ ਇਹ ਦੁਕਾਨ ਪੰਜਾਬ ਦੇ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ‘ਸ੍ਰੀ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ਦੇ ਕੋਲ ਹੈ। ਲੋਕ ਅਕਸਰ ਉਨ੍ਹਾਂ ਨੂੰ ਬਾਬਾ ਬੋਹੜ ਕਹਿ ਕੇ ਬੁਲਾਓਂਦੇ ਹਨ। ਜਦੋਂ ਵੀ ਕੋਈ ਉਨ੍ਹਾਂ ਦੀ ਦੁਕਾਨ 'ਤੇ ਚਾਹ ਪੀ ਕੇ ਪੈਸੇ ਦੇ ਦੇਵੇ ਤਾਂ ਠੀਕ ਹੈ, ਨਹੀਂ ਤਾਂ ਉਹ ਕਿਸੇ ਤੋਂ ਵੀ ਪੈਸੇ ਨਹੀਂ ਮੰਗਦੇ। ਇਸ ਤਰ੍ਹਾਂ ਉਹ ਪਿਛਲੇ 45 ਸਾਲਾਂ ਤੋਂ ਲਗਾਤਾਰ ਆਪਣੀ ਦੁਕਾਨ ਚਲਾ ਰਹੇ ਹਨ।

ਪੀ.ਟੀ.ਸੀ ਨਿਊਜ਼ ਦੇ ਪੱਤਰਕਾਰ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਬਾਬਾ ਜੀ ਕਹਿੰਦੇ ਨੇ, "ਮੇਰਾ ਨਾਮ ਅਜੀਤ ਸਿੰਘ ਹੈ, ਮੈਂ ਪਿਛਲੇ 43 ਸਾਲ ਤੋਂ ਇੱਥੇ ਚਾਹ ਦੀ ਦੁਕਾਨ ਲਗਾ ਰਿਹਾ ਹਾਂ। 50 ਪੈਸੇ ਤੋਂ ਮੈਂ ਇਹ ਚਾਹ ਦਾ ਕੱਪ ਸ਼ੁਰੂ ਕੀਤਾ ਸੀ।"

ਕੋਲਿਆਂ ਦੀ ਪੱਠੀ ਤੇ ਬਣੀ ਇਹ ਚਾਹ ਪੀਣ ਲਈ ਲੋਕ ਦੂਰੋਂ ਦੁਰਾਡਿਓਂ ਆਓਂਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ, "ਗੈਸ ਅਤੇ ਚੁੱਲ੍ਹੇ ਨਾਲੋਂ ਇਸ ਉੱਤੇ ਚਾਹ ਸਵਾਦ ਬਣਦੀ ਹੈ। ਇਸ ਕੰਮ ਨੂੰ ਸ਼ੁਰੂ ਕਰਨ ਵਾਸਤੇ ਮੇਰੇ ਕੋਲ ਪੈਸੇ ਨਹੀਂ ਸਨ, ਮੈਂ ਆਪਣੇ ਇੱਕ ਦੋਸਤ ਤੋਂ 20 ਰੁਪਏ ਉਧਾਰੇ ਲੈਕੇ ਆਪਣਾ ਕਾਰੋਬਾਰ ਸ਼ੁਰੂ ਕੀਤਾ ਸੀ ਅਤੇ ਅੱਜ ਮੈਨੂੰ ਲੋਕਾਂ ਨੂੰ ਪਿਆਰ ਨਾਲ ਚਾਹ ਪਿਲਾਕੇ ਸੁਕੂਨ ਮਿਲਦਾ ਹੈ।"

ਮਹਿੰਦਰਾ ਗਰੁੱਪ ਦੇ ਚੇਅਰਮੈਨ ਅਨੰਤ ਮਹਿੰਦਰਾ ਦੇ ਟਵੀਟ ਜ਼ਰੀਏ ਕਿਹਾ, "ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਦੇਖਣ ਲਈ ਬਹੁਤ ਸਾਰੀਆਂ ਥਾਵਾਂ ਹਨ। ਪਰ ਅਗਲੀ ਵਾਰ ਜਦੋਂ ਮੈਂ ਸ਼ਹਿਰ ਦਾ ਦੌਰਾ ਕਰਾਂਗਾ ਤਾਂ ਸ੍ਰੀ ਦਰਬਾਰ ਸਾਹਿਬ ਦੇ ਦਰਸ਼ਨਾਂ ਤੋਂ ਇਲਾਵਾ, ਮੈਂ ਇਸ 'ਚਾਹ ਦੇ ਮੰਦਰ' ਦਾ ਦੌਰਾ ਕਰਨ ਜ਼ਰੂਰ ਆਵਾਂਗਾ। ਜਿਸ ਨੂੰ ਬਾਬਾ 40 ਸਾਲਾਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੋਂ ਚਲਾ ਰਿਹਾ ਹੈ। ਸਾਡੇ ਦਿਲ ਸੰਭਾਵੀ ਤੌਰ 'ਤੇ ਸਭ ਤੋਂ ਵੱਡੇ ਮੰਦਰ ਹਨ।"

Mansa, May 29: Two unidentified persons opened fire at prominent Punjabi singer and politician Sidhu Moosewala and two of his friends. Sidhu Moosewala has been declared dead with 8-10 bullet injuries. This firing took place in Jawaharke village by unidentified persons. Nearly, 30-40 rounds were fired at the black-colored Thar in which the prominent singer was traveling with his friends. Sidhu Moosewala's death was confirmed by SSP Mansa. Sidhu Moosewala had four police gunmen on his security, two were withdrawn yesterday by Punjab Government. It is also negligence on why he was traveling without two of his security personnel. He reportedly told police gunmen not to accompany him. Punjabi singer and rapper Sidhu Moose Wala had joined the Congress before the Punjab elections. Moose Wala had contested the Assembly polls on Congress ticket from Mansa. He was defeated by AAP’s Dr. Vijay Singla with a margin of 63,323 votes. Former PPCC Chief Navjot Singh Sidhu is the one who had convinced Moose Wala to contest elections, granting him ticket from Mansa Assembly constituency. Sources have informed that Canadian Based gangster Goldy Brar has taken responsibility for the killing of Sidhu Moosewala, and admits his module executed today's attack killings. He had 4 commandos from Punjab Police out of which 2 were taken back but he was having two commandos that Moose Wala didn't take along with him today. Sidhu Moose Wala had a private bulletproof car that he didn't take with him. On the orders of the CM, IG range has been directed to form an SIT. 3 weapons were used. SSP Mansa & SSP Bathinda deployed there. ADG law & order has mobilized additional forces.

Sardar Mohan Singh, 103, Freedom Fighter breathed his last on January 21 in Patiala. His cremation rituals were performed by his daughter Jaswinder Kaur with state honors. He struggled all his life to get status and title of freedom fighter and has fought Legal battle for pension, compensation. Cabinet grants permission to present budget, clears various accounts and CAG audit reports for Vidhan Sabha,Chandigarh : The Punjab Council of Ministers on Sunday cleared the presentation of the Budget Estimates for 2019-20, along with various accounts and CAG audit reports, in the ongoing budget session of the Vidhan Sabha. A cabinet meeting, chaired by Chief Minister Captain Amarinder Singh, okayed the presentation of the Comptroller and Auditor General of India (CAG) Audit Reports, Finance Accounts and Appropriation Accounts for the year ending March 31, 2018, in the Punjab Vidhan Sabha. As per provisions of Clause 2 of Article-151 of the Constitution of India, these documents and reports are mandatory to be tabled in the State Assembly during the Budget Session. CAG has forwarded authenticated copies of Finance Accounts (Vol-I and II) and Appropriation Accounts of the Government of Punjab for the year 2017-18, to the state government for tabling these reports in the Assembly. Further, according to the provision of Rule 11 of the Rules of Business of the Government of Punjab, 1992 and entry at Sr.No.14 of the Schedule thereto, the annual audit review of the Finances of the State is required to be placed before the Council of Ministers. In pursuance of the provisions contained in Clause (3) of Article 203 of the Constitution of India, the Cabinet also gave approval to present the Supplementary Demands for Grants of the Government of Punjab for the year 2018-19 to the Punjab Vidhan Sabha. It also gave the go-ahead for presenting the Budget Estimates of the Government of Punjab for the year 2019-20 in the Punjab Vidhan Sabha in the current Budget Session, in pursuance of the provisions contained in Clause (1) of Article 204 read with Article 206 of the Constitution of India. The Cabinet also gave approval to regularise the excess accumulated expenditure of the demands for grants mentioned in the Appropriation Accounts for the year 2011-12, 2012-13, 2013-14 and 2014-15 in the current Budget Session of the Assembly. -PTC News

Categorically denying the opposition leader’s charge of appointment of a `halqa-in-charge’ at Bholath, Punjab Chief Minister Captain Amarinder Singh on Wednesday warned AAP leader Sukhpal Singh Khaira against any attempt to interfere in the Congress affairs. The Chief Minister flayed Khaira’s criticism of the Congress decision to entrust Khadoor Sahib MLA Ramanjeet Sikki with the task of strengthening the party’s base in Bholath assembly constituency, which Khaira had ruined for the Congress. Khaira, now the Leader of Opposition in Punjab Vidhan Sabha, had destroyed the Bholath seat for the Congress, on whose ticket he had contested the seat, said the Chief Minister, adding that Sikki was a competent man well qualified to restore the party’s position in the constituency. Sikki was not, by any stretch of imagination, a `halqa-in-charge’, as Khaira was trying to project in order to mislead the people of the constituency. Khaira evidently did not know the difference between a `halqa-in-charge’ – a concept fostered by the Akalis to the detriment of the state and its people, and an elected represented appointed for uplifting the Bholath constituency, the Chief Minister observed in a statement issued here. In any case, it was an internal matter of the Congress, which had full faith in Sikki’s competence and integrity, as well as his commitment to the welfare of the people, Captain Amarinder said, asking Khaira to keep out of the Congress affairs and focus on the uplift of his own beleaguered party. The Aam Aadmi Party (AAP) was losing ground across the country and with people like Khaira at its helm, it will soon be wiped out off the political landscape not just of Punjab but the entire country, the Chief Minister said. -PTC News

All govt & private educational institutions in 13 districts of Malwa remain closed

As a precautionary measure, the Punjab government has ordered closure of all educational institutions, including government and private schools and colleges besides technical institutions, in the 13 sensitive Malwa belt districts on August 28, when the sentence in the Ram Rahim rape case is slated to be announced. The decision was taken by Chief Minister Captain Amarinder Singh in view of the sensitivity of the matter and the heightened tension in the wake of the conviction of the Dera Sacha Sauda chief. Disclosing this here today, a spokesperson of the Chief Minister's office said that the Deputy Commissioners of all the 13 sensitive districts of the Malwa region viz. Sri Muktsar Sahib, Bathinda, Barnala, Mansa, Sangrur, Patiala, Fazilka, Ferozepur, Faridkot, Moga, Ludhiana, Mohali and Fatehgarh Sahib, have been asked to declare a holiday in the educational institutions in their respective districts to avoid any sort of inconvenience to the students due to erratic bus service and other modes of transport. -PTC News

Heavy rainfall causes landslides on the Chandigarh-Shimla highway and the national Chandigarh-Manali highway. The road has been blocked since 3am, disrupting the traffic and giving a tough time to tourists. The road remained closed for about five hours and a 20 km long jam. “The road may open any moment as heavy machinery has been deployed to clear the landslide debris .But, it will take some time to clear the traffic even after blockade is removed .There is a heavy rush of vehicles .We have rushed police and other officials to regulate smooth movement of vehicles one the debris is removed to open the road,” Deputy Commissioner of Solan, Rakesh Kanwar said Due to over 10 big and small landslides, supplies of necessities like – milk, bread, egg and newspapers could not reach Shimla and other towns this morning. Parwanoo DSP Bhisham said ever since the reports of landslide, construction of the four lane highway has been held to clear the road and make one-way traffic operational. Today morning at 10 am, the stretch of the affected road was in a better situation and measures to dissolve the traffic were taken. The Solan district administration official said, the road was opened to public at 7:30 am. We ask people to be careful while travelling. The traffic has been diverted from the Bhojnagar-Kumarhatti and Jangeshu routes to ease traffic congestion. Another landslide near th Hanogi Mata Temple on the highway lead to traffic blockage for nearly six hours, eventually bringing all vehicles to halt. —PTC News

ਚੰਡੀਗੜ: ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਨੇ ਅੱਜ ਸਿੱਖ ਇਤਿਹਾਸ, ਧਰਮ ਅਤੇ ਸੱਭਿਆਚਾਰ ਦੇ ਕੋਸ਼ ਵਜੋਂ ਜਾਣੇ ਜਾਂਦੇ ਵਿਰਾਸਤੇ-ਖਾਲਸਾ ਨੂੰ 'ਚਿੱਟਾ ਹਾਥੀ' ਕਹਿ ਕੇ ਸਿੱਖੀ ਦੀ ਰੂਹ ਉੱਤੇ ਹਮਲਾ ਕਰਨ ਲਈ ਪੰਜਾਬ ਸੈਰ ਸਪਾਟਾ ਮੰਤਰੀ ਨਵਜੋਤ ਸਿੱਧੂ ਦੀ ਸਖਤ ਨਿਖੇਧੀ ਕੀਤੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਉਸ ਨੂੰ ਸਸਤੀ ਸ਼ੁਹਰਤ ਖਾਤਿਰ ਅੰਮ੍ਰਿਤਸਰ ਵਿਖੇ ਵੰਡ ਉੱਤੇ ਬਣੇ ਅਜਾਇਬਘਰ ਦਾ ਦੁਬਾਰਾ ਉਦਘਾਟਨ ਕਰਨ ਤੋਂ ਵੀ ਰੋਕਿਆ ਹੈ। ਇੱਥੇ ਇੱਕ ਪ੍ਰੈਸ ਬਿਆਨ ਜਾਰੀ ਕਰਦਿਆਂ ਸਾਬਕਾ ਮੰਤਰੀ ਅਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਬੁਲਾਰੇ ਡਾਕਟਰ ਦਲਜੀਤ ਸਿੰਘ ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਸਿੱਧੂ ਨੇ ਵਿਰਾਸਤੇ-ਖਾਲਸਾ ਨੂੰ ਚਿੱਟਾ ਹਾਥੀ ਕਹਿ ਕੇ ਪੂਰੀ ਦੁਨੀਆਂ ਵਿਚ ਵਸਦੇ ਸਿੱਖਾਂ ਅਤੇ ਸਿੱਖੀ ਦਾ ਅਪਮਾਨ ਕੀਤਾ ਹੈ। ਸਿੱਧੂ ਨੂੰ ਸਿੱਖ ਕੌਮ ਤੋਂ ਤੁਰੰਤ ਮੁਆਫੀ ਮੰਗਣ ਲਈ ਆਖਦੇ ਹੋਏ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹੀ ਬਕਵਾਸ ਕਿਸੇ ਵੀ ਕੀਮਤ ਉੱਤੇ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ। ਸਿੱਧੂ ਨੂੰ ਸਿੱਖੀ ਅਤੇ ਸਮਾਰਕ ਬਾਰੇ ਸਿੱਖਿਅਤ ਕੀਤੇ ਜਾਣ ਦੀ ਲੋੜ ਉੱਤੇ ਟਿੱਪਣੀ ਕਰਦਿਆਂ ਡਾਕਟਰ ਚੀਮਾ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਸਮਾਰਕ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਸਰਦਾਰ ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਵੱਲੋਂ ਸਿੱਖ ਇਤਿਹਾਸ ਦੇ 500 ਸਾਲਾਂ ਅਤੇ ਖਾਲਸਾ ਪੰਥ ਦੇ ਜਨਮ ਦੇ 300 ਸਾਲਾਂ ਨੂੰ ਮਨਾਉਣ ਵਜੋਂ ਬਣਵਾਇਆ ਗਿਆ ਸੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਪ੍ਰਾਜੈਕਟ ਵਾਸਤੇ ਦੁਨੀਆਂ ਦੇ ਪ੍ਰਸਿੱਧ ਆਰਕੀਟੈਕਟ ਮੋਸ਼ੇ ਸੈਫਡਾਇ ਦੀਆਂ ਸੇਵਾਵਾਂ ਲਈਆਂ ਗਈਆਂ ਸਨ, ਜਿਸ ਕਰਕੇ ਇਸ ਦੀ ਦੁਨੀਆਂ ਦੇ ਮੋਹਰੀ ਵਿਰਾਸਤੀ ਅਜਾਇਬਘਰਾਂ ਵਿਚ ਗਿਣਤੀ ਹੁੰਦੀ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸਰਦਾਰ ਬਾਦਲ ਵੱਲੋਂ ਬਣਵਾਇਆ ਹੋਣ ਕਰਕੇ ਇਹ ਅਜਾਇਬਘਰ ਲੋਕਾਂ ਦਾ ਅਜਾਇਬਘਰ ਬਣ ਗਿਆ ਹੈ, ਜਿੱਥੇ ਹਰ ਰੋਜ਼ ਹਜ਼ਾਰਾਂ ਲੋਕੀਂ ਇਸ ਦੇ ਮੁਫਤ ਦਰਸ਼ਨ ਕਰਦੇ ਹਨ। ਇਸ ਮਿਊਜ਼ੀਅਮ ਵੱਲੋਂ ਲੋਕਾਂ ਨੂੰ ਸੂਬੇ ਦੇ ਇਤਿਹਾਸ ਅਤੇ ਸੱਭਿਆਚਾਰ ਦੇ ਦਰਸ਼ਨ ਕਰਵਾ ਕੇ ਕੀਤੀ ਜਾ ਰਹੀ ਮਹਾਨ ਸੇਵਾ ਦਾ ਸਿੱਧੂ ਨੂੰ ਇਲਮ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਅਜਿਹੀ ਸੇਵਾ ਨੂੰ ਪੈਸਿਆਂ ਨਾਲ ਨਹੀਂ ਤੋਲਿਆ ਜਾ ਸਕਦਾ। ਵਿਰਾਸਤੇ -ਖਾਲਸਾ ਨੂੰ ਇੱਕ ਮੁਨਾਫੇਯੋਗ ਸੰਗਠਨ ਵਿਚ ਤਬਦੀਲ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ ਕਰਨਾ ਪੰਜਾਬ ਅਤੇ ਇਸ ਦੇ ਲੋਕਾਂ ਨਾਲ ਵੱਡੀ ਧੱਕੇਸ਼ਾਹੀ ਹੋਵੇਗੀ। ਸਾਬਕਾ ਮੰਤਰੀ ਨੇ ਸਿੱਧੂ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਪ੍ਰਸਾਸ਼ਨ ਨੂੰ ਕਾਮੇਡੀ ਸਰਕਸ ਵਾਂਗ ਨਾ ਚਲਾਵੇ। ਕੱਲ• ਤੁਸੀਂ ਇਹ ਬਿਆਨ ਦਿੱਤਾ ਸੀ ਕਿ ਅੰਮ੍ਰਿਤਸਰ ਵਿਖੇ ਵੰਡ ਉੱਤੇ ਬਣੇ ਅਜਾਇਬਘਰ ਦਾ 17 ਅਗਸਤ ਨੂੰ ਮੁੜ ਉਦਘਾਟਨ ਕੀਤਾ ਜਾਵੇਗਾ। ਅਸੀਂ ਸਮਝ ਸਕਦੇ ਹਾਂ ਕਿ ਤੁਸੀਂ ਲਗਾਤਾਰ ਕਈ ਸਾਲ ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਪੰਜਾਬ ਵਿਚੋਂ ਗੈਰ ਹਾਜ਼ਰ ਰਹੇ ਹੋ। ਪਰ ਇਸ ਦਾ ਮਤਲਬ ਇਹ ਨਹੀਂ ਕਿ ਤੁਸੀਂ ਸੂਬਾ ਸਰਕਾਰ ਦੁਆਰਾ ਕੀਤੇ ਸਾਰੇ ਕੰਮਾਂ 1ੇੱਤੇ ਆਪਣੇ ਠੱਪੇ ਲਾਉਣੇ ਸ਼ੁਰੂ ਕਰ ਦੇਵੋ। ਵੰਡ ਉੱਤੇ ਬਣੇ ਅਜਾਇਬਘਰ ਦਾ ਪਿਛਲੇ ਸਾਲ 24 ਅਕਤੂਬਰ ਨੂੰ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਦੁਆਰਾ ਉਦਘਾਟਨ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਸਿੱਧੂ ਹਮੇਸ਼ਾਂ ਹੀ ਸਸਤੀ ਸ਼ੁਹਰਤ ਦੀ ਤਲਾਸ਼ ਵਿਚ ਰਹਿੰਦਾ ਹੈ। ਉਸ ਨੂੰ ਵੰਡ ਉੱਤੇ ਬਣੇ ਮਿਊਜ਼ੀਅਮ ਦਾ ਸਿਹਰਾ ਆਪਣੇ ਸਿਰ ਲੈਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਹੀਂ ਕਰਨੀ ਚਾਹੀਦੀ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਵੰਡ ਤੋਂ 70 ਸਾਲ ਮਗਰੋਂ ਸਰਦਾਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਟਾਊਨ ਹਾਲ ਵਿਖੇ ਸਹੀ ਜਗ•ਾ ਦੀ ਤਲਾਸ਼ ਕਰਕੇ ਵੰਡ ਬਾਰੇ ਮਿਊਜ਼ੀਅਮ ਬਣਾਉਣ ਦਾ ਫੈਸਲਾ ਲਿਆ ਸੀ ਅਤੇ ਇਸ ਕਾਰਜ ਨੂੰ ਨੇਪਰੇ ਚਾੜ•ਣ ਦਾ ਜਿੰਥਮਾ ਕੇਸ਼ਵਰ ਦੇਸਾਈ ਦੇ ਆਰਟਸ ਐਂਡ ਕਲਚਰ ਹੈਰੀਟੇਜ ਟਰੱਸਟ ਨੂੰ ਸੌਂਪਿਆ ਸੀ। ਅਕਾਲੀ ਆਗੂ ਨੇ ਸਿੱਧੂ ਨੂੰ ਵੰਡ ਦੇ ਪੀੜਤਾਂ ਦੇ ਦੁੱਖ ਤੋਂ ਸਸਤੀ ਸ਼ੁਹਰਤ ਲੈਣ ਤੋਂ ਵਰਜਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਪਹਿਲਾਂ ਕੰਮ ਕਰਨਾ ਤਾਂ ਸਿੱਖ ਲਵੋ। ਫਿਰ ਅਸੀਂ ਤੁਹਾਡੀਆਂ ਫੜਾਂ ਵੀ ਸੁਣ ਲਵਾਂਗੇ ਕਿ ਤੁਸੀਂ ਕੀ ਕੀਤਾ ਹੈ। ਪਰ ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਦੀਆਂ ਪ੍ਰਾਪਤੀਆਂ ਉੱਤੇ ਛਾਲ ਮਾਰ ਕੇ ਬੈਠਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਹਰਗਿਜ਼ ਨਾ ਕਰੋ। —PTC News

ਚੰਡੀਗੜ: ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਉਨ•ਾਂ 153 ਮੌਜੂਦਾ ਮਾਰਕੀਟ ਕਮੇਟੀਆਂ ਦੇ ਰੋਜ਼ਮਰ•ਾ ਦੇ ਕਾਰਜ ਨੂੰ ਚਲਾਉਣ ਲਈ ਐਸ.ਡੀ.ਐਮਜ਼ ਦੀ ਨਿਯੁਕਤੀ ਨੂੰ ਨੋਟੀਫਾਈ ਕਰ ਦਿੱਤਾ ਹੈ ਜਿਨ•ਾਂ ਨੂੰ ਹਾਲ ਹੀ ਵਿੱਚ ਸੂਬਾ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਭੰਗ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸਦਾ ਉਦੇਸ਼ ਸੂਬੇ ਦੇ ਰੀਂਘ ਰਹੇ ਖੇਤੀਬਾੜੀ ਸੈਕਟਰ ਵਿੱਚ ਸੁਧਾਰ ਲਿਆਉਣਾ ਹੈ। ਇਸ ਸਬੰਧ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਵਲੋਂ ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 213 ਦੀ ਉਪ ਧਾਰਾ (1) ਦੇ ਰਾਹੀਂ ਪੰਜਾਬ ਐਗਰਿਕਲਚਰ ਪ੍ਰੋਡਿਊਸ ਮਾਰਕੀਟਸ (ਸੋਧ) ਆਰਡੀਨੈਂਸ 2017 ਨੂੰ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸ ਦੀ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਅੱਜ ਇੱਥੇ ਇੱਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਪ੍ਰਸ਼ਾਸਕ ਨਿਯੁਕਤ ਕਰਨ ਸਬੰਧੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਪੰਜਾਬ ਐਗਰਿਕਲਚਰ ਪ੍ਰੋਡਿਊਸ ਮਾਰਕੀਟਸ ਐਕਟ 1961 ਦੀ 12-ਏ ਦੀ ਉਪ ਧਾਰਾ (ਸੀ) ਦੇ ਹੇਠ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸਦੇ ਨਾਲ ਐਸ.ਡੀ.ਐਮਜ਼ ਨੂੰ ਆਪਣੀ ਜ਼ਿੰਮੇਵਾਰੀ ਨਿਭਾਉਣ ਲਈ ਜ਼ਰੂਰੀ ਸ਼ਕਤੀਆਂ ਮਿਲ ਗਈਆਂ ਹਨ ਜੋ ਪਹਿਲਾਂ 22 ਜ਼ਿਲਿ•ਆਂ ਵਿੱਚ ਸਥਿਤ ਇਨ•ਾਂ ਮਾਰਕੀਟ ਕਮੇਟੀਆਂ ਦੇ ਚੇਅਰਮੈਨ ਅਤੇ ਮੈਂਬਰਾਂ ਵਲੋਂ ਵਰਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਬੁਲਾਰੇ ਅਨੁਸਾਰ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਹ ਕਮੇਟੀਆਂ ਭੰਗ ਕੀਤੇ ਜਾਣ ਦੇ ਇੱਕ ਸਾਲ ਦੇ ਅੰਦਰ ਧਾਰਾ 12 ਦੀ ਵਿਵਸਥਾ ਹੇਠ ਮੁੜ ਗਠਨ ਹੋਣ ਤੱਕ ਇਨ•ਾਂ ਦੀ ਜੁੰਮੇਵਾਰੀਆਂ ਐਸ.ਡੀ.ਐਮ. ਨਿਭਾਉਣਗੇ। ਮੰਤਰੀ ਮੰਡਲ ਵਲੋਂ ਲਏ ਗਏ ਫੈਸਲੇ ਦੇ ਹੇਠ ਪੰਜਾਬ ਐਗਰਿਕਲਚਰ ਪ੍ਰੋਡਿਊਸ ਮਾਰਕੀਟ ਐਕਟ 1961 ਦੀ ਧਾਰਾ 12 ਨੂੰ ਸੋਧਣ ਦਾ ਫੈਸਲਾ ਪ੍ਰਸ਼ਾਸਕ ਨਿਯੁਕਤ ਕਰਨ ਲਈ ਲਿਆ ਗਿਆ ਜੋ ਸਰਕਾਰੀ ਡਿਊਟੀ ਨਿਭਾਉਣਗੇ ਅਤੇ ਮਾਰਕੀਟ ਕਮੇਟੀਆਂ ਦੀਆਂ ਸ਼ਕਤੀ ਦੀ ਵਰਤੋਂ ਇੱਕ ਸਾਲ ਦੇ ਸਮੇਂ ਤੱਕ ਜਾਂ ਮਾਰਕੀਟ ਕਮੇਟੀਆਂ ਨਾਮਜ਼ਦ ਹੋਣ ਤੱਕ ਜੋ ਵੀ ਪਹਿਲਾਂ ਹੋਵੇ ਕੀਤੀਆਂ ਜਾਣਗੀਆਂ। —PTC News

ਚੰਡੀਗੜ: ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਸਾਰੇ ਸੂਬਿਆਂ ਵਿਚ ਕਿਸਾਨਾਂ ਦਾ ਕਰਜ਼ਾ ਮੁਆਫ ਕਰਨ ਬਾਰੇ ਕਾਂਗਰਸ ਦੀ ਮੰਗ ਨੂੰ ਦੁਹਰਾਉਂਦਿਆਂ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਦੇਸ਼ ਭਰ ਵਿਚ ਸੰਕਟ ’ਚ ਜਕੜੀ ਕਿਸਾਨੀ ਦੇ ਹੱਲ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਫੌਰੀ ਦਖਲ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨਾਂ ਨੇ ਸਵਾਮੀਨਾਥਨ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸਿਫਾਰਿਸ਼ਾਂ ’ਤੇ ਅਧਾਰਤ ਫਸਲਾਂ ਦਾ ਘੱਟੋ-ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਤੈਅ ਕਰਨ ਲਈ ਤੁਰੰਤ ਕਦਮ ਚੁੱਕਣ ਲਈ ਆਖਿਆ ਹੈ। ਮੰਗਲਵਾਰ ਨੂੰ ਮੱਧ ਪ੍ਰਦੇਸ਼ ਵਿੱਚ ਕਿਸਾਨਾਂ ਦੇ ਪ੍ਰਦਰਸ਼ਨ ਦੌਰਾਨ ਪੁਲਿਸ ਗੋਲੀਬਾਰੀ ਵਿਚ ਛੇ ਵਿਅਕਤੀਆਂ ਦੀ ਮੌਤ ਹੋਣ ਅਤੇ ਪੰਜਾਬ ਸਮੇਤ ਵੱਖ ਵੱਖ ਸੂਬਿਆਂ ਵਿਚ ਕਿਸਾਨ ਖੁਦਕੁਸ਼ੀਆਂ ਦੀ ਨਿਰੰਤਰ ਸਮੱਸਿਆ ਸਮੇਤ ਦੇਸ਼ ਭਰ ’ਚ ਵੱਧ ਰਹੇ ਕਿਸਾਨੀ ਸੰਕਟ ਦੇ ਸਬੰਧ ਵਿਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਹ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਬੁੱਧਵਾਰ ਨੂੰ ਜਾਰੀ ਇੱਕ ਬਿਆਨ ਵਿਚ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪੰਜਾਬ ਵਿਚ ਕਿਸਾਨਾਂ ਦਾ ਕਰਜ਼ਾ ਮੁਆਫ ਕਰਨ ਲਈ ਆਪਣੀ ਸਰਕਾਰ ਦੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਦੁਹਰਾਉਂਦਿਆਂ ਕਿਸਾਨਾਂ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਦਾ ਹੱਲ ਕਰਨ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਇੱਕ ਵਿਆਪਕ ਨੀਤੀ ਤਿਆਰ ਕਰਨ ਲਈ ਆਖਿਆ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਖਿਆ ਕਿ ਉਨਾਂ ਦੀ ਸਰਕਾਰ ਨੇ ਕਰਜ਼ਾ ਮੁਆਫੀ ਦਾ ਵਿਧੀ-ਵਿਧਾਨ ਤਲਾਸ਼ਣ ਲਈ ਕਮਿਸ਼ਨ ਦੀ ਸਥਾਪਨਾ ਕਰ ਦਿੱਤੀ ਹੈ ਜਿਸ ਵੱਲੋਂ ਆਪਣਾ ਕਾਰਜ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਪਰ ਕੌਮੀ ਪੱਧਰ ’ਤੇ ਵੀ ਕਿਸਾਨੀ ਸੰਕਟ ਦਾ ਹੱਲ ਕੀਤਾ ਜਾਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਆਖਿਆ ਕਿ ਸਵਾਮੀਨਾਥਨ ਕਮਿਸ਼ਨ ਦੀ ਰਿਪੋਰਟ ਨੂੰ ਅਮਲ ਵਿਚ ਲਿਆ ਕੇ ਮੁਲਕ ਵਿਚ ਕਿਸਾਨਾਂ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਸੁਲਝਾਈਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ ਜਿਸ ਵਿਚ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਫਸਲ ਦੇ ਉਤਪਾਦਨ ਲਾਗਤ ਤੋਂ 50 ਫੀਸਦੀ ਵੱਧ ਤੈਅ ਕਰਨ ਦੀ ਸਿਫਾਰਿਸ਼ ਕੀਤੀ ਗਈ ਹੈ। ਉਨਾਂ ਆਖਿਆ ਕਿ ਕਮਿਸ਼ਨ ਦੇ ਇਸ ਨੁਕਤੇ ਮੁਤਾਬਿਕ ਖੇਤੀਬਾੜੀ ਨੂੰ ਮੁਨਾਫਾ ਬਖ਼ਸ਼ ਬਣਾਉਣ ਵਿਚ ਮਦਦ ਮਿਲੇਗੀ ਅਤੇ ਕਿਸਾਨਾਂ ਨੂੰ ਉਤਪਾਦਨ ਲਾਗਤ ਦਾ ਘੱਟੋ ਘੱਟ 50 ਫੀਸਦੀ ਲਾਭ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇਗਾ। ਕਿਸਾਨਾਂ ਲਈ ਬਿਹਤਰ ਭਾਅ ਦਾ ਢੰਗ ਤਰੀਕਾ ਉਨਾਂ ਦੀ ਫਸਲ ਦੀ ਵਧੀਆ ਕੀਮਤ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਹਾਈ ਹੋਵੇਗਾ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਇਸ ਲਈ ਕੌਮੀ ਪੱਧਰ ’ਤੇ ਰੂਪ ਰੇਖਾ ਉਲੀਕਣ ਦੀ ਅਪੀਲ ਕੀਤੀ। ਮੱਕੀ ਲਈ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਤੈਅ ਕਰਨ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਕੋਲ ਕੀਤੀ ਆਪਣੀ ਅਪੀਲ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਖਿਆ ਕਿ ਇਸ ਕਦਮ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ ਕਣਕ-ਝੋਨੇ ਦੇ ਫਸਲੀ ਚੱਕਰ ਵਿਚੋਂ ਕੱਢ ਕੇ ਵੱਧ ਆਮਦਨ ਵਾਲੀਆਂ ਫਸਲਾਂ ਵੱਲ ਮੋੜਣ ਲਈ ਉਤਸ਼ਾਹਤ ਕੀਤਾ ਜਾ ਸਕੇਗਾ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਸ੍ਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਫਸਲੀ ਵੰਨ-ਸੁਵੰਨਤਾ ਨੂੰ ਹੁਲਾਰਾ ਦੇਣ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਕਣਕ ਦੀ ਖਰੀਦ ਲਈ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ਤੈਅ ਕਰਨ ਵਾਸਤੇ ਉਨਾਂ ਦੇ ਨਿੱਜੀ ਦਖਲ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ। ਭਾਰਤ ਖੁਰਾਕ ਨਿਗਮ ਅਤੇ ਨੈਫੇਡ ਵਰਗੀਆਂ ਕੇਂਦਰੀ ਏਜੰਸੀਆਂ ਰਾਹੀਂ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ’ਤੇ ਮੱਕੀ ਦੀ ਖਰੀਦ ਦੀ ਆਗਿਆ ਦੇਣ ਵਿਚ ਕੀਤੀ ਜਾ ਰਹੀ ਦੇਰੀ ’ਤੇ ਅਫਸੋਸ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਪਣੇ ਪੱਤਰ ਵਿਚ ਇਸ ਬਾਰੇ ਛੇਤੀ ਫੈਸਲਾ ਲੈਣ ਲਈ ਆਖਿਆ ਹੈ ਤਾਂ ਕਿ ਮੱਕੀ ਦੀ ਸਮੇਂ ਸਿਰ ਖਰੀਦ ਯਕੀਨੀ ਬਣਾਈ ਜਾ ਸਕੇ। ਆਪਣੇ ਪੱਤਰ ਵਿਚ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਇਹ ਨੁਕਤਾ ਵੀ ਉਭਾਰਿਆ ਕਿ ਭਾਰਤ ਸਰਕਾਰ ਇਸ ਬਾਰੇ ਪਹਿਲਾਂ ਹੀ ਵਿਚਾਰ ਕਰ ਚੁੱਕੀ ਹੈ ਕਿ ਖੁਰਾਕ ਦੇ ਸਿਵਲ ਸਪਲਾਈ ਮੰਤਰਾਲੇ ਵੱਲੋਂ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ’ਤੇ ਮੱਕੀ ਦੀ ਖਰੀਦ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ ਕਿਉਂਕਿ ਇਹ ਮਹੱਤਵਪੂਰਨ ਖੁਰਾਕੀ ਫਸਲਾਂ ਵਿਚੋਂ ਇੱਕ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਖਦਸ਼ਾ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਮੱਕੀ ਦੇ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ ’ਤੇ ਖਰੀਦ ਕਰਨ ਦੇ ਮਸਲੇ ਦਾ ਹੱਲ ਅਧਿਕਾਰੀਆਂ ’ਤੇ ਨਹੀਂ ਛੱਡਿਆ ਜਾ ਸਕਦਾ ਜਿਸ ਕਰਕੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਵੱਲੋਂ ਨਿੱਜੀ ਦਖਲ ਦਿੱਤਾ ਜਾਣਾ ਜ਼ਰੂਰੀ ਹੈ। —PTC News

ਚੰਡੀਗੜ: ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਸਖਤ ਕਾਰਵਾਈ ਕਰਦੇ ਹੋਏ ਸੂਬੇ ਵਿੱਚ ਗੈਰਕਾਨੂੰਨੀ ਬੱਸਾਂ ਦੇ ਘੁੰਮ ਰਹੇ ਚੱਕੇ ਤੁਰੰਤ ਰੋਕ ਕੇ ਇਨ•ਾਂ ਨੂੰ ਸੜਕਾਂ ਤੋਂ ਹਟਾਉਣ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਹਨ ਅਤੇ ਇਸਦੇ ਨਾਲ ਹੀ ਉਨ•ਾਂ ਨੇ ਰੀਜਨਲ ਟਰਾਂਸਪੋਰਟ ਅਥਾਰਟੀ (ਆਰ.ਟੀ.ਏ.) ਅਤੇ ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੂੰ ਇਸ ਸਬੰਧੀ ਦਸਾਂ ਦਿਨਾਂ ਵਿੱਚ ਕਾਰਵਾਈ ਰਿਪੋਰਟ ਪੇਸ਼ ਕਰਨ ਲਈ ਆਖਿਆ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਇਹ ਹਦਾਇਤਾਂ ਸੂਬਾ ਵਿਧਾਨ ਸਭਾ ਦੇ ਬਜਟ ਸਮਾਗਮ ਦੇ ਪ੍ਰੋਗਰਾਮ ਨੂੰ ਅੰਤਮ ਰੂਪ ਦੇਣ ਅਤੇ ਕਈ ਹੋਰ ਮਹੱਤਵਪੂਰਨ ਫੈਸਲੇ ਲੈਣ ਲਈ ਅੱਜ ਇੱਥੇ ਹੋਈ ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਜਾਰੀ ਕੀਤੀਆਂ। ਪੰਜਾਬ ਦੀਆਂ ਸੜਕਾਂ 'ਤੇ ਚੱਲ ਰਹੀਆਂ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਗੈਰ-ਕਾਨੂੰਨੀ ਪ੍ਰਾਈਵੇਟ ਬੱਸਾਂ ਸਬੰਧੀ ਰਿਪੋਰਟਾਂ ਨੂੰ ਗੰਭÎੀਰਤਾ ਨਾਲ ਲੈਂਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਬੇਗੁਨਾਹ ਲੋਕਾਂ ਦੀ ਜਿੰਦਗੀ ਨੂੰ ਖਤਰਾ ਪੈਦਾ ਕਰਨ ਵਾਲੀਆਂ ਅਜਿਹੀਆਂ ਗੈਰ-ਕਾਨੂੰਨੀ ਬੱਸਾਂ ਦਾ ਚੱਕਾ ਜਾਮ ਕਰਨ ਲਈ ਆਰ.ਟੀ.ਏ. ਨੂੰ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਅਤੇ ਇਨ•ਾਂ ਨੂੰ ਬਿਨ•ਾਂ ਕਿਸੇ ਦੇਰੀ ਤੋਂ ਸੜਕਾਂ ਤੋਂ ਲਾਹੁਣ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਆਰ.ਟੀ.ਏ. ਨੂੰ ਆਖਿਆ। ਇਨ•ਾਂ ਬੱਸਾਂ ਵਲੋਂ ਕਾਨੂੰਨ ਦੀ ਘੋਰ ਉਲੰਘਣਾ ਕਰਨ ਦਾ ਨੋਟਿਸ ਲੈਂਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਕੋਈ ਵੀ ਢਿੱਲ ਸਹਿਣ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ•ਾਂ ਕਿਹਾ ਕਿ ਇਸ ਸਬੰਧ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਵਾਲੇ ਕਰਮਚਾਰੀ ਨੂੰ ਵੀ ਦੋਸ਼ੀ ਪਾਏ ਜਾਣ 'ਤੇ ਸਖਤ ਸਜ਼ਾ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਸੂਬੇ ਵਿਚੋਂ ਹਰ ਤਰ•ਾਂ ਦੇ ਮਾਫੀਏ ਨੂੰ ਖਤਮ ਕਰਨ ਲਈ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਦੁਹਰਾਉਂਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਮੀਡੀਆ ਰਿਪੋਰਟਾਂ 'ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਪ੍ਰਗਟ ਕੀਤੀ ਜਿਨ•ਾਂ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਕਿ ਟਰਾਂਸਪੋਰਟ ਮਾਫੀਆ ਲਗਾਤਾਰ ਬੱਸਾਂ ਚਲਾ ਰਿਹਾ ਹੈ। ਉਨ•ਾਂ ਨੇ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਨੂੰ ਚੇਤਾਵਨੀ ਦਿੰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਜੇ ਉਹ ਟਰਾਂਸਪੋਰਟ ਦੇ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਨੂੰ ਰੋਕਣ ਵਿਰੁੱਧ ਜ਼ਰੂਰੀ ਕਦਮ ਚੁੱਕਣ ਵਿੱਚ ਨਾਕਾਮ ਰਹੇ ਤਾਂ ਉਨ•ਾਂ ਵਿਰੁੱਧ ਸਖਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੂੰ ਵੀ ਇਨ•ਾਂ ਬੱਸ ਅਪਰੇਟਰਾਂ ਦੀ ਸ਼ਨਾਖਤ ਕਰਨ ਅਤੇ ਉਨ•ਾਂ ਵਿਰੁੱਧ ਸਖਤ ਕਾਰਵਾਈ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਉਨ•ਾਂ ਨੇ ਟਰਾਂਸਪੋਰਟ ਨੀਤੀ ਨੂੰ ਅੰਤਮ ਰੂਪ ਦੇਣ ਲਈ ਵੀ ਵਿਭਾਗ ਨੂੰ ਆਖਿਆ ਤਾਂ ਜੋ ਸੂਬੇ ਦੀ ਸੜਕਾਂ ਉੱਤੋਂ ਗੈਰ-ਕਾਨੂੰਨੀ ਹਰਕਤਾਂ ਦਾ ਖਾਤਮਾ ਕੀਤਾ ਜਾ ਸਕੇ ਅਤੇ ਆਮ ਲੋਕਾਂ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ। —PTC News

ਚੰਡੀਗੜ: ਸੂਬੇ ਦੇ ਹਜ਼ਾਰਾਂ ਹੋਰ ਯੋਗ ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਫਾਇਦਾ ਮੁਹੱਈਆ ਕਰਾਉਣ ਦੇ ਵਾਸਤੇ ਇੱਕ ਦੂਰਦਰਸ਼ੀ ਫੈਸਲਾ ਲੈਂਦੇ ਹੋਏ ਪੰਜਾਬ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਪੈਨਸ਼ਨ ਅਤੇ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਦੀਆਂ ਹੋਰਨਾਂ ਸਕੀਮਾਂ ਦਾ ਲਾਭ ਲੈਣ ਲਈ ਯੋਗਤਾ ਵਾਸਤੇ ਸਾਲਾਨਾ ਆਮਦਨ ਦੀਸੀਮਾ 60,000 ਰੁਪਏ ਤੱਕ ਵਧਾ ਦਿੱਤੀ ਹੈ ਅਤੇ ਇਸ ਦੇ ਨਾਲ ਹੀ ਸਵੈ-ਘੋਸ਼ਣਾ ਕਰਨ ਦੀ ਪ੍ਰਣਾਲੀ ਲਾਗੂ ਕਰਕੇ ਲਾਭ ਪ੍ਰਾਪਤ ਕਰਨ ਵਿੱਚ ਪੇਸ਼ ਆਉਂਦਿਆਂ ਮੁਸ਼ਕਲਾਂ ਨੂੰ ਘੱਟ ਤੋਂ ਘੱਟ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਮੰਤਰੀ ਮੰਡਲ ਦਾ ਖਿਆਲ ਹੈ ਕਿ ਵੱਡੀ ਪੱਧਰ ’ਤੇ ਅਯੋਗ ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਬਾਹਰ ਕੱਢਣ ਦੇ ਵਾਸਤੇ ਚੱਲ ਰਹੀ ਜਾਂਚ ਪ੍ਰਕਿਰਿਆ ਦੇ ਕਾਰਨ ਆਮਦਨ ਦੀ ਸੀਮਾ ਵਧਾਉਣ ਨਾਲ ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ’ਤੇ ਕੋਈ ਵੀ ਵਾਧੂ ਬੋਝ ਨਹੀਂ ਪਵੇਗਾ। ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਸੂਬੇ ਵਿੱਚ ਰੀਅਲ ਅਸਟੇਟ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਰੇਰਾ) ਨੂੰ ਲਾਗੂ ਕਰਨ ਦੇ ਲਈ ਖਰੜਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੂੰ ਵੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਜ਼ਿਲਾ ਪ੍ਰੀਸ਼ਦਾਂ ਵਿੱਚ ਸਬਸਿਡਰੀ ਸਿਹਤ ਕੇਂਦਰਾਂ ਵਿੱਚ ਕੰਮ ਕਰਰਹੇ ਠੇਕੇ ਅਧਾਰਤ ਫਾਰਮਾਸਿਸਟਾਂ ਅਤੇ ਦਰਜਾ ਚਾਰ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਉਜਰਤ ਵਿੱਚ ਵਾਧਾ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਉਨਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਵਿੱਚ ਵਾਧਾ ਕਰਨ ਦੀ ਸਹਿਮਤੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਹੋਈ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਮੰਤਰੀ ਮੰਡਲ ਦੇ ਫੈਸਲਿਆਂ ਦੀ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਇਕ ਸਰਕਾਰੀ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਆਟਾ-ਦਾਲ ਸਕੀਮ ਸਣੇ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਹੇਠ ਪ੍ਰਾਪਤ ਹੋਣ ਵਾਲੇ ਲਾਭਾਂ ਵਾਸਤੇਆਮਦਨ ਦੇ ਮਾਪਦੰਡਾਂ ਨੂੰ ਮੁੜ ਨਿਰਧਾਰਤ ਕਰਨ ਦਾ ਫੈਸਲਾ ਲਿਆ ਹੈ ਜਿਸਦੇ ਅਨੁਸਾਰ ਆਮਦਨ ਦੀ ਇਹ ਸੀਮਾ ਇੱਕ ਵਿਅਕਤੀ ਲਈ ਮੌਜੂਦਾ 24,000 ਰੁਪਏ ਅਤੇ ਪਤੀ-ਪਤਨੀ ਲਈ 30,000 ਰੁਪਏ ਤੋ ਵਧਾ ਕੇ 60,000 ਰੁਪਏ ਕਰ ਦਿੱਤੀ ਹੈ। ਇਸ ਦੌਰਾਨ ਸ਼ਹਿਰੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਚੱਲ ਰਹੇ ਅਮਲ ਦੀ ਤਰਾਂ ਦਿਹਾਤੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਵੀ ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਬੁਢਾਪਾ ਪੈਨਸ਼ਨ ਅਤੇ ਹੋਰ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਸਕੀਮਾਂ ਦੇ ਹੇਠ ਭੁਗਤਾਨ ਸਿੱਧਾ ਬੈਂਕ ਖਾਤਿਆਂ ਰਾਹੀਂ ਕਰਨ ਦਾ ਵੀ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਦਿਹਾਤੀ ਇਲਾਕਿਆਂ ਵਿੱਚ ਇਨਾਂ ਲਾਭਾਂ ਦਾ ਭੁਗਤਾਨ ਪੰਚਾਇਤਾਂ ਰਾਹੀਂ ਕੀਤਾ ਜਾਂਦਾ ਸੀ ਜਿਸ ਕਾਰਨ ਦਿਹਾਤੀ ਲੋਕਾਂ ਨੂੰ ਬਹੁਤ ਸਾਰੀਆਂ ਸਮੱਸਿਆਵਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈਂਦਾ ਸੀ। ਨਵੇਂ ਨਿਯਮਾਂ ਮੁਤਾਬਕ ਅਰਜ਼ੀਕਰਤਾ ਸਰਕਾਰੀ ਜਾਂ ਪ੍ਰਾਈਵੇਟ ਨੌਕਰੀ ਨਹੀਂ ਕਰਦਾ ਹੋਣਾ ਚਾਹੀਦਾ ਅਤੇ ਵਿਆਜ/ਕਿਰਾਏ ਦੀ ਆਮਦਨ ਸਮੇਤ ਹੋਰ ਕਿਸੇ ਵੀ ਸਰੋਤ ਤੋਂ 60 ਹਜ਼ਾਰ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦੀ ਸਾਲਾਨਾ ਆਮਦਨ ਨਹੀਂ ਹੋਣੀ ਚਾਹੀਦੀ। ਇਸੇ ਤਰਾਂਅਰਜ਼ੀਕਰਤਾ ਨੂੰ ਸਵੈ-ਘੋਸ਼ਣਾ ਪੱਤਰ ਦੇਣਾ ਹੋਵੇਗਾ ਕਿ ਪੁਰਸ਼/ਮਹਿਲਾ (ਪਤੀ-ਪਤਨੀ ਸਮੇਤ) ਕੋਲ ਨਹਿਰੀ/ਚਾਹੀ 2.5 ਏਕੜ ਤੋਂ ਵੱਧ, ਬਰਾਨੀ ਪੰਜ ਏਕੜ ਅਤੇ ਸੇਮ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰ ਵਿੱਚ ਪੰਜ ਏਕੜ ਤੋਂ ਵੱਧ ਜ਼ਮੀਨ ਨਹੀਂ ਹੈ। ਪਹਿਲੀ ਪ੍ਰਥਾ ਦੇ ਉਲਟ ਹੁਣ ਪੇਂਡੂ ਤੇ ਸ਼ਹਿਰੀ ਖੇਤਰਾਂ ਵਿੱਚ ਪੈਨਸ਼ਨ ਮਨਜ਼ੂਰ ਕਰਨ ਦੇ ਅਧਿਕਾਰ ਕ੍ਰਮਵਾਰ ਬਾਲ ਵਿਕਾਸ ਪ੍ਰੋਜੈਕਟ ਅਫਸਰਾਂ (ਸੀ.ਡੀ.ਪੀ.ਓ.) ਅਤੇ ਕਾਰਜ ਸਾਧਕ ਅਫਸਰ, ਨਗਰ ਕੌਂਸਲ/ਸਕੱਤਰ, ਨਗਰ ਨਿਗਮ ਨੂੰ ਦਿੱਤੇ ਗਏ ਹਨ ਜੋ ਅਰਜ਼ੀ ਫਾਰਮਪ੍ਰਵਾਨ ਕਰਨ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹੋਣਗੇ। ਜ਼ਿਲਾ ਪੱਧਰ ’ਤੇ ਪੈਨਸ਼ਨ ਪ੍ਰਵਾਨ ਲਈ ਜ਼ਿਲਾ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਅਧਿਕਾਰੀ ਸਮਰੱਥ ਅਥਾਰਟੀ ਹੋਵੇਗਾ ਤਾਂ ਜੋ ਪੈਨਸ਼ਨ ਦੇ ਕੇਸਾਂ ਵਿੱਚ ਕਿਸੇ ਕਿਸਮ ਦੀ ਗੜਬੜੀ ਨਾ ਹੋਵੇ। ਇਸ ਸਕੀਮ ਦੀ ਨਿਗਰਾਨੀ ਅਤੇ ਜਵਾਬਦੇਹੀ ਦਾਕੰਮ ਵੀ ਜ਼ਿਲਾ ਪੱਧਰ ’ਤੇ ਹੋਵੇਗਾ। ‘ਰੇਰਾ’ ਬਾਰੇ ਮੰਤਰੀ ਮੰਡਲ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਸਾਰੇ ਭਾਈਵਾਲਾਂ ਦੇ ਸਲਾਹ-ਮਸ਼ਵਰੇ ਅਤੇ ਸੁਝਾਵਾਂ ਤੇ ਚਿੰਤਾਵਾਂ ਨੂੰ ਵਿਚਾਰ ਕੇ ਤਿਆਰ ਕੀਤੇ ਖਰੜੇ ਨਾਲ ਸੂਬੇ ਵਿੱਚ ਰੀਅਲ ਅਸਟੇਟ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ ਅਤੇ ਰੀਅਲ ਅਸਟੇਟ ਐਪੀਲੇਟ ਟਿ੍ਰਬਿਊਨਲ ਦੇ ਗਠਨ ਲਈਰਾਹ ਪੱਧਰਾ ਹੋਵੇਗਾ। ਇਸ ਨਾਲ ਪਲਾਟ ਅਤੇ ਇਮਾਰਤਾਂ ਆਦਿ ਦੀ ਵਿਕਰੀ ਪਾਰਦਰਸ਼ੀ ਤੇ ਪ੍ਰਭਾਵੀ ਢੰਗ ਨਾਲ ਕਰਨ ਨੂੰ ਉਤਸ਼ਾਹਤ ਕੀਤਾ ਜਾ ਸਕੇਗਾ। ਇਸ ਨਾਲ ਰੀਅਲ ਅਸਟੇਟ ਸੈਕਟਰ ਵਿੱਚ ਖਪਤਕਾਰਾਂ ਦੇ ਹਿੱਤ ਸੁਰੱਖਿਅਤ ਹੋਣ ਦੇ ਨਾਲ-ਨਾਲ ਇਸ ਸੈਕਟਰਨਾਲ ਸਬੰਧਤ ਵਿਵਾਦਾਂ ਨੂੰ ਵੀ ਸਹੀ ਢੰਗ ਨਾਲ ਨਿਪਟਾਇਆ ਜਾ ਸਕੇਗਾ। ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਪੇਂਡੂ ਵਿਕਾਸ ਤੇ ਪੰਚਾਇਤ ਵਿਭਾਗ ਵਿੱਚ ਜ਼ਿਲਾ ਪ੍ਰੀਸ਼ਦਾਂ ਅਧੀਨ 1186 ਸਬਸਿਡਰੀ ਸਿਹਤ ਕੇਂਦਰਾਂ ਵਿੱਚ ਠੇਕੇ ’ਤੇ ਸਰਵਿਸ ਪ੍ਰੋਵਾਈਡਰਾਂ ਵਜੋਂ ਕੰਮ ਕਰ ਰਹੇ ਫਾਰਮਾਸਿਸਟਾਂ ਅਤੇ ਦਰਜਾ ਚਾਰ ਕਰਮਚਾਰੀਆਂ ਦੇ ਠੇਕਾ ਅਧਾਰਿਤ ਸੇਵਾਕਾਲਵਿੱਚ ਕੰਮ ਚਲਾਊ ਵਿਵਸਥਾ ਅਧੀਨ ਇੱਕ ਅਪ੍ਰੈਲ 2017 ਤੋਂ 31 ਮਾਰਚ 2018 ਤੱਕ ਜਾਂ ਰੈਗੂਲਰ ਭਰਤੀ ਹੋਣ ਤੱਕ ਜੋ ਵੀ ਪਹਿਲਾਂ ਹੋਵੇ, ਵਿੱਚ ਵਾਧਾ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਫਾਰਮਾਸਿਸਟਾਂ ਅਤੇ ਦਰਜਾ ਚਾਰ ਕਰਮਚਾਰੀਆਂ ਦੀ ਮੌਜੂਦਾ ਤਨਖਾਹ ਕ੍ਰਮਵਾਰ 7,000 ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 8,000 ਰੁਪਏ ਅਤੇ 3,000 ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 4,000 ਰੁਪਏ ਪ੍ਰਤੀ ਮਹੀਨਾ ਕਰਨ ਦੀ ਵੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਇਹ ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਇਨਾਂ ਕਰਮਚਾਰੀਆਂ ਦੇ ਠੇਕੇ ਦੀ ਮਿਆਦ 31 ਮਾਰਚ 2017 ਨੂੰ ਪੁੱਗ ਗਈ ਹੈ। ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਵੱਖ-ਵੱਖ ਸਮਰੱਥ ਅਥਾਰਟੀਆਂ ਦੇ ਚੇਅਰਮੈਨਾਂ ਤੇ ਮੈਂਬਰਾਂ ਦੀ ਤਨਖਾਹ ਨਾਲ ਸਬੰਧਤ ਨਿਯਮਾਂ ਬਾਰੇ ਵਿੱਤ ਵਿਭਾਗ ਨਾਲ ਸਲਾਹ ਨਾਲ ਅੰਤਮ ਫੈਸਲਾ ਲੈਣ ਦੇ ਅਧਿਕਾਰ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਦੇ ਦਿੱਤੇ ਹਨ। ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਸਿਆਸੀ ਸਕੱਤਰਾਂ ਅਤੇ ਵੀ.ਵੀ.ਆਈ.ਪੀ. ਮੈਡੀਕਲ ਟੀਮ ਦੇ ਸੀਨੀਅਰ ਸਲਾਹਕਾਰ ਡਾ. ਵਿਜੇ ਹਰਜਾਈ ਦੀਆਂ ਸ਼ਰਤਾਂ ਤੇ ਬਾਨਾਂ ਨੂੰ ਵੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। —PTC News
