CBSE to conduct open-book examinations for class 9 from 2026-27

PTC News Desk: The Central Board of Secondary Education has approved a policy to conduct open-book exams for class 9 starting from 2026-27 academic session. This has come after a pilot study showed that teachers are open to supporting such assessments. The CBSE’s Governing Body, the board’s highest decision-making authority, approved the proposal at a meeting held in June.
Meeting minutes indicate that the proposal aims to introduce open-book assessments in Class 9 as part of three pen-and-paper tests per term, covering core subjects such as language, mathematics, science, and social science. The CBSE gave its approval following a pilot study that highlighted both performance challenges and strong teacher backing for the initiative.
“An open-book test is one where the students have access to resources and references (e.g., textbooks, class notes, library books) while answering questions," the NCFSE states.
"These tests assess the ability to process or use available information and apply the same in various contexts. These tests shift the focus from recall to application and synthesis," it adds.
According to the study, student scores ranged from 12% to 47%, reflecting difficulties in effectively using resources and understanding interdisciplinary concepts. Nonetheless, teachers remained optimistic about the approach, emphasising its potential to enhance critical thinking.
