PTC Web Desk: The Central Bureau of Investigation (CBI) has registered a corruption case against Rajbir Ghuman, Officer on Special Duty (OSD) to Punjab Chief Minister Bhagwant Mann, and five others. The agency then carried out searches at eight locations connected to the accused.
The CBI said it acted on the orders of the Punjab and Haryana High Court and on a report it received from the Enforcement Directorate (ED). The details were shared in an official statement dated October 6, 2026.
What the CBI alleges
According to the agency, the accused used their position and contacts to influence a wide range of government decisions in return for money or other benefits.
The FIR points to the following areas:
- Postings of officers, including IAS and IPS officers
- Departmental proceedings
- Policy formulation and administrative approvals
- Tender conditions and licensing matters
- Land use conversion, property disputes, and revenue and land-related issues
The CBI also alleges that the accused public servants got access to drafts of orders and policies and passed them on to private persons before the government issued them.
Who has been named
The case names six persons: Rajbir Ghuman, Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder and RS Nagra. The CBI described them as public servants, middlemen and associates and said two of the accused are public servants. The FIR also includes unknown public servants and private persons.
Searches in seven cities
After registering the FIR, the CBI ran coordinated searches at eight places in Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar. Laptops, mobile phones and documents were seized. The agency says these are being examined for evidence of bribery and impropriety.
Background
The case grew out of letters the ED sent to Punjab DGP Gaurav Yadav, asking for an FIR against Rajbir Ghuman and his associates. When Punjab Police did not register a case, advocate Nikhil Saraf approached the High Court, which on October 5 directed a CBI investigation. The Punjab Government has challenged that order in the Supreme Court. Ghuman and his associates have earlier denied the allegations, calling them baseless.
The CBI said further investigation is in progress. It added that it remains committed to fighting corruption and bringing those involved in bribery to book.
