Delhi Jal Board case: ED files first chargesheet in money-laundering probe

PTC News Desk: The Enforcement Directorate has filed its first chargesheet in a money-laundering case involving alleged irregularities in the Delhi Jal Board, according to official sources on Saturday.

The agency filed a prosecution complaint before a special Prevention of Money Laundering Act court in Delhi on March 28.


The chargesheet names four individuals and a company as accused: former DJB chief engineer Jagdish Kumar Arora, contractor Anil Kumar Agarwal, former NBCC general manager D K Mittal, Tejinder Singh, and NKG Infrastructure Limited.

The ED has claimed that bribe money obtained through corruption in a DJB contract was "passed on" as election funds to the ruling Aam Aadmi Party in Delhi. The agency also summoned Chief Minister Arvind Kejriwal for questioning in the case, but he did not appear before it.

The ED arrested Kejriwal on March 21 in connection with another money-laundering case involving alleged irregularities in the national capital's excise policy. 

In February, the agency raided the offices of Kejriwal's personal assistant Bibhav Kumar, A's Rajya Sabha MP and treasurer N D Gupta, former DJB member Shalabh Kumar, chartered accountant Pankaj Mangal, and others as part of the investigation.

The ED case is based on an FIR filed by the Central Bureau of Investigation, which accuses Arora of awarding a DJB contract to NKG Infrastructure Limited for Rs 38 crore despite the company not meeting technical eligibility criteria.
