Lok Sabha elections 2024: As the Election Commission of India (ECI) made a pivotal announcement at 3 pm today, unveiling of election dates that will be done in seven phases, stating from April 19 and results for Lok Sabha elections will be announced on June 4.

With the announcement of Lok Sabha schedule, a significant shift in the country's political landscape is imminent as the Model Code of Conduct (MCC) comes into effect, altering the normal functioning of the government. 


Let's delve into what this entails: 

The Model Code of Conduct

The Model Code of Conduct (MCC) stands as a cornerstone of the Election Commission's efforts to ensure free and fair elections. It sets forth guidelines and norms for political parties and candidates, aiming to establish a level playing field where electoral contests are conducted with integrity and fairness.

Top Changes with the Enforcement of MCC

Restrictions on Government Announcements

Ministers and authorities are barred from announcing financial grants or making promises thereof, in adherence to the election panel's guidelines. Initiating projects or schemes, laying foundation stones, or making promises related to infrastructure development are prohibited during this period. Ad-hoc appointments that could sway voters in favour of the ruling party are also prohibited.

Discretionary Funds and Official Visits

Ministers and the authorities lose the prerogative to sanction grants or payments from discretionary funds post the announcement of election schedules.

Use of Government Resources

Official visits cannot be intertwined with electioneering activities, and the use of official machinery or personnel for electioneering purposes is strictly prohibited.

Government resources, including transport and personnel, cannot be exploited to advance the interests of any particular political party during elections.

Accessibility of Public Places for Campaigning

Public places designated for election-related activities must be accessible to all parties and candidates on equal terms and conditions, ensuring fairness in campaigning.

Accommodation and Campaigning

Government accommodations such as rest houses or dak bungalows should not be monopolised by any political party or its candidates. Utilising them for campaign purposes is strictly prohibited.

Avoidance of Partisan Coverage

The issuance of advertisements at the expense of the public exchequer in newspapers and other media outlets is prohibited during the election period. Misuse of official mass media for partisan coverage or propaganda aimed at favoring the ruling party is strictly discouraged.

Consequences of Violating MCC

While the Model Code of Conduct does not carry legal enforceability on its own, specific provisions within it may find enforcement through corresponding clauses in other statutes, including the Indian Penal Code of 1860, the Code of Criminal Procedure of 1973, and the Representation of the People Act of 1951.

Besides, the Election Commission holds the authority under paragraph 16A of the Election Symbols (Reservation and Allotment) Order of 1968 to suspend or withdraw a party's recognition for egregious violations.
