Chandigarh, March 5: The UT Administration has appointed Purva Garg, IAS of the UT cadre, as Managing Director of Chandigarh Industrial and Tourism Development Corporation (CITCO) and sent IAS officer Jaswinder Kaur back to her parent cadre Punjab. The post of CITCO MD is reserved for the IAS officer of Punjab cadre. Sources said to fill this post, the Chandigarh UT administration had repeatedly asked Punjab to send the names of officers many times, but the state did not 'respond'. Sources in the Punjab Government said there was resentment among state ministers over the issue. While leaders from Punjab have termed it a conspiracy, officials of the Chandigarh UT Administration said a panel of officers was not received from Punjab side. An official of the UT Administration said, "A letter was sent to Punjab several months back and a panel of officers was sought for filling the post of CITCO MD. There was no response for several days and then a reminder was sent. A total of eight reminders were sent to Punjab to fill this post. The last reminder was sent on February 25, even after that Punjab did not send the names." Recently, the Central Government had sent three officers of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli Civil Services (DANIX) cadre, to Chandigarh. The Centre took this decision in view of "a shortage of officers in the UT Administration". Questions being raised over ratio of 60:40 Several leaders from Punjab have alleged that the ratio of 60:40 is not being followed in the deployment of officers in the UT Administration. However, UT Administration officials say the ratio of 60:40 is not mandatory. They claim that it was a temporary arrangement made only for Chandigarh.
