UPSC moves to appoint permanent Punjab DGP, directs Punjab govt to send panel in 10 days

PTC News Desk: The Union Public Service Commission has directed the Punjab government to send a proposal listing eligible officers to be considered by its empanelment committee for the regular appointment of Punjab DGP.

The move comes following Supreme Court's direction to the commission to act against states practicing the appointment of acting DGPs.

Gaurav Yadav, a 192-batch Indian Police Service (IPS) officer of Punjab cadre, was appointed as acting DGP in July 2022 by the AAP-led government, superseding several senior officers. He has been holding the post for over three years and seven months now.

The UPSC in its Feb 18 letter to the Punjab chief secreatry, referring to the Supreme Court 2006 judgment in the Prakash Singh case, and SC orders dated July 3, 2028, sought a complete proposal from Punjab government within 10 days. Following which Punjab home department directed the office of the DGP to enlist eligible officers.

The UPSC empanelment committee is likely to select three candidates based on seniority, experience and sevice records. Punjab will then choose one of them from DGP.

Punjab currently has as many as 17 DGP rank officers in its top-heavy police force.

Meanwhile there are four 1992-batch IPS officers, including Yadav. The other three DGP-rank officers are Sharad Satya Chauhan, Harpreet Singh Sidhu, and Kuldeep Singh. Inspite of the controversy regarding the appointment as acting DGP, Yadav remains frontrunner for the permanent post.
