Swati Maliwal assault case: Who is Bibhav Kumar - Arvind Kejriwal's PA?

PTC News Desk: BJP IT cell chief Amit Malviya claimed on his official X handle on Monday that Swati Maliwal, former Delhi Commission for Women (DCW) chairperson, was assaulted by Chief Minister Arvind Kejriwal's personal assistant Bibhav Kumar. 

Who is Bibhav Kumar?


Bibhav Kumar, Kejriwal's personal assistant, has been under investigation by the ED for alleged irregularities in the Delhi Jal Board and excise policy-related money laundering cases.

In February, ED raided 12 locations, including those linked to Bibhav Kumar and AAP lawmaker ND Gupta. Last month, the investigation agency questioned Bibhav Kumar regarding the excise policy case. He was reportedly questioned to get clarification on some documents in the excise investigation.

Bibhav Kumar terminated

A few days later, the Directorate of Vigilance terminated Bibhav Kumar's position as personal secretary to the Chief Minister of Delhi. Kumar filed an OA with the Central Administrative Tribunal (CAT), challenging the termination order. However, the CAT refused to stay the termination order, claiming that such relief would be premature.

The termination order cited a 2007 case in which Bibhav Kumar was accused of obstructing government work. According to the order, Bibhav Kumar faces serious charges, including assault or criminal force to deter a public servant from performing his duties.

The incident allegedly occurred at the ruling party's office in the national capital.

On Monday, the Delhi Police received two calls from Arvind Kejriwal's residence, alleging an assault on Swati Maliwal. Bibhav Kumar allegedly prevented Maliwal, who was conspicuously absent during the chief minister's internment in the excise police case, from meeting with Kejriwal. Maliwal went to Civil Lines Police Station but left without filing a complaint.
