Chandigarh bans six dog breeds under new pet and community dog bylaws; limit set on number of dogs per house
In a first-of-its-kind measure, the MC will add penalties for dog-related violations directly to property and water tax bills
PTC Web Desk: The Chandigarh Administration has approved the revised Pet and Community Dog Bylaws. The Chandigarh Municipal Corporation (MC) had forwarded the draft in May this year after reviewing public objections, suggestions, and securing approval from the General House.
Under the updated rules, the MC has banned six aggressive dog breeds , American Bulldog, American Pitbull, Bull Terrier, Cane Corso, Dogo Argentino, and Rottweiler, from being kept as pets within city limits. Owners who have already registered these breeds with the MC before the enforcement of the new bylaws will remain exempt.
The bylaws introduce a detailed penalty structure. A fine of Rs 500 will be imposed for various minor violations, while owners will face a Rs 10,000 penalty if their dog is found defecating in a public place. The act will now be treated as littering, similar to violations under the Solid Waste Management Bylaws.

Additionally, designated feeding zones for stray dogs will be identified in consultation with Residents Welfare Associations (RWAs) to prevent conflicts and maintain hygiene. Citizens found littering at these feeding spots will also face a Rs 10,000 fine.
The bylaws empower the civic body to act against cases of cruelty or ill-treatment of pets. Upon receiving a complaint, an MC team can inspect the premises, collect evidence, seize the animal, cancel its registration and initiate legal proceedings under animal cruelty laws.
Pet registration has been made mandatory for all dogs above four months of age. Owners are fully responsible for any damage or injury caused by their pets, and the MC will not be held liable in such incidents.
The number of dogs allowed per household has been fixed based on property size:
Up to a 5-marla house – 1 dog
Three-floor building – 1 dog per floor
10-marla house – 2 dogs
12-marla house – 3 dogs
1-kanal house – 4 dogs
