NDA unveils Bihar 2025 manifesto: 1 crore jobs, ‘Lakhpati Didis’, 4 international airports, 7 expressways promised

PTC Web Desk: Less than a week before the first phase of polling for the Bihar Assembly elections 2025, the National Democratic Alliance (NDA) on Friday released its manifesto, making a series of ambitious promises aimed at transforming the state’s economic and social landscape.

Unveiling the ‘Sankalp Patra’ in Patna, BJP national president JP Nadda and Chief Minister Nitish Kumar highlighted the alliance’s vision for a “prosperous and self-reliant Bihar.” Senior leaders from the BJP, JDU, LJP (Chirag Paswan faction), and other coalition partners were present during the release.

The NDA’s biggest promise targets the issue of large-scale migration by vowing to create one crore government jobs if voted back to power. The manifesto also outlines a plan to conduct a comprehensive skill census to map and utilise the talents of Bihar’s youth.

Aiming to position Bihar as a “global skilling hub,” the alliance pledged to set up mega skill centres in every district, along with Centres of Excellence for sports in the upcoming Bihar Sports City and other regions.

Highlighting women as central to its development vision, the NDA promised financial assistance of up to Rs 2 lakh under the Chief Minister’s Women Employment Scheme.

The alliance has also set an ambitious goal of creating one crore ‘Lakhpati Didis’, enabling women to earn at least Rs 1 lakh annually. Additionally, the manifesto introduces ‘Mission Crorepati’, aimed at supporting successful women entrepreneurs in scaling up their ventures to the crore level.

The manifesto details a major infrastructure push, promising the construction of seven expressways and the modernisation of 3,600 km of rail tracks. The NDA plans to establish four new international airports in Patna, Darbhanga, Purnia, and Bhagalpur, besides developing metro rail networks in four major cities.

To boost industrial development, the alliance proposed building 10 new industrial parks in every district, along with 100 MSME parks and over 50,000 cottage enterprises. The NDA also aims to create a defence corridor, a semiconductor manufacturing park, and a world-class medicity, while ensuring a medical college in every district.

Bihar will also be developed as the textile and silk hub of South Asia, the manifesto stated. 

Farmers feature prominently in the NDA’s vision. The manifesto guarantees MSP for all crops, along with an additional
Rs 3,000 per farmer under the new Karpuri Thakur Kisan Samman Nidhi, taking the total annual assistance from Rs 6,000 to Rs 9,000.

Similarly, financial aid for fishermen will be doubled from Rs 4,500 to Rs 9,000. The alliance has also proposed a Rs 1 lakh crore investment in agricultural infrastructure across the state.

Promising reforms in the education sector, the NDA plans to establish an Education City and invite world-renowned universities to open campuses in Bihar.

Students from economically weaker families will be provided free and quality education from ‘KG to PG’, and schools will serve nutritious breakfasts along with midday meals.

For Scheduled Caste (SC) students, residential schools will be established in every subdivision, while those pursuing higher education will receive Rs 2,000 per month as assistance. Individuals from the Extreme Backward Classes (EBC) will be eligible for financial aid up to Rs 10 lakh.

The NDA has also promised to transform the birthplace of Goddess Sita (Mother Janaki) into a world-class spiritual city named ‘Sitapuram’. Other proposed projects include the Vishnupad and Mahabodhi Corridors, along with the Ramayana, Jain, Buddhist, and Ganga Circuits, aimed at promoting tourism and heritage.
