Farmers' Protest: Punjab-Haryana HC raps protesters, says 'tractor trolleys can’t be used on highways'

Farmers' Protest: The Punjab and Haryana High Court on Tuesday slammed protesting farmers camping at the Shambhu border with hundreds of tractors, saying tractor trolleys cannot be used on highways.

The bench, which included acting Chief Justice GS Sandhawalia and Justice Lapita Banerji, also questioned the Punjab government for allowing such a large farmer assembly.

“According to the Motor Vehicle Act, you can’t use tractor-trolleys on the highway. You are travelling from Amritsar to Delhi on trolleys,” the court said. "Everyone knows about rights but there are constitutional duties as well," it added.

The court was hearing a public interest litigation (PIL) filed by advocate Uday Pratap Singh, a resident of Amravati Enclave in Panchkula, who claimed that the road blockade has not only caused inconvenience to residents but also hampered the movement of ambulances, school buses, and pedestrians since February 13.

The petitioner sought orders to lift restrictions imposed by invoking Section 144 of the Criminal Procedure Code, as well as the suspension of mobile internet services and bulk SMS in several Haryana districts, including Ambala, Kurukshetra, Kaithal, Jind, Hisar, Fatehabad, and Sirsa, in response to the farmers' agitation.
