Panchkula school attack: Child rights panel steps in after 6-year-old girl suffers facial fractures, asks for CCTV footage and staff duty rosters

PTC Web Desk:  The Haryana State Commission for Protection of Child Rights (HSCPCR) has stepped in after a six-year-old girl was badly hurt in an attack by another student at a school in Panchkula. The commission has taken suo motu notice of the case and asked the district education office for a full report.

The incident happened on October 28. The girl was allegedly hit with a brick, stones and a flower pot on the school premises by another minor student. She is said to have lost consciousness and was rushed for treatment. She was later referred to the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh.

Girl’s life not in danger

Commission Chairperson Tripti Haripal Sheoran went to PGIMER on October 30 and met the girl’s parents. She wanted to know about the child’s condition and how the incident took place.

The Senior Medical Officer told her that the girl’s life is not in danger at present. However, she has facial fractures, including a broken nose, and is still under treatment.

Concern over the child’s mental health

The commission also pointed to the emotional toll on the girl. It said such an experience at a young age can leave a child scared, insecure and distressed for a long time. Along with medical care, it said, she should get counselling and other support as needed to recover.

Notice sent to Education Officer

On Saturday, the commission sent a notice to the District Education Officer, Panchkula. It wants a detailed report on what happened and what action has been taken so far. The commission has asked the school to explain how the incident took place, what supervision was in place at the time, which teachers and staff were on duty and how the school responded right after the attack.

It has also asked for CCTV footage, duty rosters, attendance records, other documents related to the incident, and details of the inquiry started by the Education Department.

What happens next

The commission will check whether any lapse in supervision or child-safety arrangements played a part. Based on the report and the facts that come out, it will decide on further action.

It also said that schools have their own responsibility to keep every child safe on their premises. Violence against children must be taken seriously, it added, and proper safeguards are needed so that it does not happen again.
