Six resolutions passed in the Assembly
(1) Punjab will not share even a single drop of its allocated water with Haryana: The 4,000 cusecs currently being supplied on humanitarian grounds will continue, but Punjab will not provide any water from its rightful share.
(2) The BBMB (Bhakra Beas Management Board) is being controlled by the Centre: Punjab’s concerns and interests are being ignored in board meetings. The board should be reconstituted to address this imbalance.
(3) The Sutlej, Beas, and Ravi rivers flow solely through Punjab: During the 1981 water agreement, the water volume in these rivers was significantly higher. Currently, the water flow has reduced drastically. A new agreement must be formulated for equitable distribution of water from these rivers.
(4) There are established rules for convening BBMB meetings: However, these are not being followed. Meetings are being called at irregular hours through unauthorised procedures. The Assembly has instructed that meetings must comply with proper legal norms.
(5) The 1981 water agreement outlines how much water is allocated to each state: BBMB has no authority to alter these allocations. Despite this, BBMB is attempting to implement changes. The board must refrain from making decisions beyond its jurisdiction.
(6) The Centre must repeal the BBMB (Amendment) Act 2021: The Punjab Government has not accepted this Act, and the Assembly calls for its withdrawal.

ਬੀਬੀਐਮਬੀ ਫੈਸਲਾ ਕਰਦਾ ਹੈ ਕਿ ਕਿੰਨਾ ਪਾਣੀ ਦਿੱਤਾ ਜਾਵੇਗਾ, ਉਹ ਕੌਣ ਹਨ, ਤੁਹਾਨੂੰ ਰਿਕਾਰਡ ਚੈੱਕ ਕਰਨੇ ਚਾਹੀਦੇ ਹਨ, ਇਸ ਸਮੇਂ ਮੈਨੂੰ ਹਮੇਸ਼ਾ ਇੰਨਾ ਪਾਣੀ ਮਿਲਦਾ ਰਿਹਾ ਹੈ,
ਉਹ ਪੰਜਾਬ ਚੋਣਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਅਜਿਹਾ ਕਰ ਰਹੇ ਹਨ, ਇਹ ਸਭ ਸਿਆਸੀ ਸਟੰਟ ਹਨ।
ਅਸੀਂ ਆਪਣਾ ਹਿੱਸਾ ਨਹੀਂ ਦੇਵਾਂਗੇ।
ਕੱਲ੍ਹ ਹਿਮਾਚਲ ਕਹੇਗਾ ਕਿ ਉਹ ਪਾਣੀ ਦੀ ਇੱਕ ਬੂੰਦ ਵੀ ਨਹੀਂ ਦੇਣਗੇ। ਇਸ ਵਿੱਚ ਪੰਜਾਬ, ਹਰਿਆਣਾ, ਰਾਜਸਥਾਨ ਅਤੇ ਦਿੱਲੀ ਹਿੱਸੇਦਾਰ ਹਨ। ਜਦੋਂ ਤੱਕ ਦਿੱਲੀ ਵਿੱਚ 'ਆਪ' ਸਰਕਾਰ ਸੱਤਾ ਵਿੱਚ ਸੀ, ਕੁਝ ਨਹੀਂ ਹੋਇਆ। ਲੋਕ ਸੋਚਦੇ ਹਨ ਕਿ ਇਹ ਸਿਰਫ਼ ਇੱਕ ਚੋਣ ਸਟੰਟ ਹੈ।
ਅਸੀਂ ਹਰਿਆਣਾ ਦੇ ਕਿਸਾਨਾਂ ਦਾ ਗਲਾ ਘੁੱਟ ਦੇਵਾਂਗੇ,

Shiromani Akali Dal MLA Manpreet Singh Ayali has called for the imposition of royalty on water being supplied to Rajasthan. Harjot Bains vows not to share water with Haryana
Education Minister Harjot Singh Bains stated that no significant work has been done on the irrigation network in the last 50–60 years, leading to the depletion of underground water. He highlighted that during floods, when dam gates are opened, people are forced to abandon their homes. However, 35 villages near the Nangal Dam have now started receiving water, which was earlier facing drought-like conditions.
Bains accused the Bhakra Beas Management Board (BBMB) of illegally occupying land in Punjab, resulting in the destruction of thousands of acres. He claimed that the entire city of Nangal has been turned into ruins, with Talwara facing a similar situation. Emphasizing the original purpose of dam construction was irrigation, he asserted that irrigation coverage has now increased from 22% to 60%. He also firmly declared that not a single drop of water will be given to Haryana.

Declaring that "not a single drop of extra water" will be spared, Punjab Water Resources Minister Barinder Kumar Goyal accused the BBMB of acting as a "puppet of the BJP" and conspiring to undermine Punjab's water rights through illegal and unconstitutional means. "The 1981 water-sharing treaty is outdated due to reduced water availability. A new treaty is needed," Goyal stated. The minister further criticised the Dam Safety Act, 2021, claiming it endangers state rights by centralising control over Punjab's rivers.
"The Central government wants direct control. This occupation of Punjab's rivers will not be tolerated," he said, alleging a "conspiracy" involving the BJP, Haryana, and BBMB to "snatch Punjab's rights".

Punjab Assembly Special Session Live Updates: Punjab Assembly is holding a special session today to discuss the decade old water dispute with Haryana. The session follows BBMB's directions for Punjab to release additional 8,500 cusecs water to Haryana for eight days.
The BBMB's decision has drawn strong resistance from Punjab cutting across the party line emphasising that Punjab has not a single spare drop. State officials have contended that Haryana has already exceeded its quota and current flow was allowed only on humanitarian grounds.
Earlier on Sunday, SAD President Sukhbir Singh Badal also wrote to Prime Minister Narendra Modi on the issue of ongoing water dispute between Punjab and Haryana. In his letter to PM Modi, Sukhbir Singh Badal said that the issue of water of Punjab’s rivers is not a dispute but a case of “brazen “loot against the people of the patriotic border state”.
The water dispute has once again gained light ahead of BBMB's water allocation cycle beginning May 21. On April 30, state officials had attended a BBMB meeting where the board had ordered the release of 8,500 cusecs water.
In a parallel move, Haryana held its own all-party meeting, with unanimous backing for its position. Haryana CM Nayab Singh Saini claimed Punjab had agreed to the extra release, prompting Mann to call the statement “completely false and misleading” in a sharply worded letter, accusing BJP-led Union and Haryana govts of “bullying tactics against the people of Punjab”.
