The CBI arrested three accused — Raghav Goyal, Vikas alias Vicky Goyal and Ankit Wadhwa — in the case on May 11. The case was registered by the CBI on a complaint filed by a State Tax Officer from Malout.
According to the CBI, the case was registered on May 11 following a complaint by Amit Kumar, a state tax officer posted in Malout, Muktsar. The agency alleged that intermediaries Vikas Goyal and Raghav Goyal sought a bribe on behalf of OP Rana and Punjab Vigilance Bureau chief Sharad Satya Chauhan in exchange for facilitating the closure of a disproportionate assets case against the officer.
The CBI stated that during a trap operation conducted on May 11, co-accused Ankit Wadhwa allegedly accepted ₹13 lakh in cash along with a Samsung Galaxy Z Fold-7 smartphone from the complainant at the behest of Raghav Goyal. The cash and phone were recovered from Wadhwa, leading to the arrest of Vikas Goyal and Raghav Goyal on May 12. Rana, however, evaded arrest. Over the following three weeks, he sought anticipatory bail from both the CBI court and the Punjab and Haryana High Court, but his pleas were rejected.
In his surrender application submitted through advocate Sumesh Jain, Rana asserted that he had been wrongly implicated in the matter. He denied ever seeking or accepting a bribe and accused the CBI of building a biased and fabricated case against him. Rana also argued that he had no authority to take decisions regarding cases being investigated by the Vigilance Bureau and therefore could not have influenced the outcome of any such proceedings.
