EC orders Special Summary Revision of electoral rolls in six states and UTs; final list on January 21

PTC Web Desk: The Election Commission (EC) on Wednesday directed a Special Summary Revision (SSR) of electoral rolls in four states and two Union Territories, to begin this month. The final rolls will be published on January 21, 2027.

The revision will cover Arunachal Pradesh, Mizoram, Odisha, Sikkim, Chandigarh, and Dadra and Nagar Haveli & Daman and Diu. The Special Intensive Revision (SIR) has already been completed in all six.

The two exercises differ in scope. An SSR updates the existing rolls by adding and removing names, while the SIR, which began in 2025 and is still continuing in several places, prepares the rolls afresh.

In its letter to the chief electoral officers of the six states and UTs, the Commission recalled that it had issued instructions on September 29 for a special drive to enrol voters who were left out, as well as young and first-time voters. It said the existing rolls would now be revised so that eligible people can be enrolled with January 1, 2027 as the qualifying date. Advance applications will also be accepted for the three later qualifying dates of April 1, July 1 and October 1, 2027. The revision will be carried out under Section 21 of the Representation of the People Act, 1950.

Schedule

Rearrangement or rationalisation of polling stations: to be completed by November 20

Publication of draft electoral rolls: November 30

Period for claims and objections: November 30 to December 30

Publication of final rolls: January 21, 2027

Other states and UTs

Last month, the Commission ordered the SSR in the states and UTs where the SIR is complete. These are Andaman and Nicobar Islands, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Manipur, Puducherry, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal. Assam, where the Commission chose not to hold an SIR, was also included.

For Andhra Pradesh, Haryana, Jharkhand, Karnataka, Maharashtra, Meghalaya, Nagaland, Delhi, Tripura and Telangana, where the SIR is under way or has just ended, the SSR schedule will be announced later. The same applies to Himachal Pradesh, Jammu and Kashmir and Ladakh, where the SIR has not yet started. Dates for these three will be decided in due course, keeping their weather conditions in mind.

The Commission had earlier decided to skip the annual SSR in 2026 because the SIR was being carried out in phases.
