US midterm elections 2026: Democrats seize US Congress, sweep five Senate seats in| What it means for India ?

PTC News Desk: Democrats have gained control of the US Congress after winning five additional Senate seats and more than six House seats in the 2026 midterm elections. The results are being seen as a major setback for US President Donald Trump, who had urged voters to treat the elections as a test of his leadership.

The elections reflected public opinion on Trump's second term, which has been marked by several controversies. Rising living costs, tariffs and the US war with Iran, which has pushed fuel prices sharply higher, have increased public dissatisfaction with the Republican administration. Trump's approval ratings have also fallen close to record lows. According to the AP Voter Poll, most voters blame his administration for the rising cost of living and want Congress to put stronger checks on his powers.

What does Democratic-Congress mean for India ?

With Democrats controlling both the Senate and the House of Representatives, they will have greater influence over lawmaking, government investigations and budget decisions. However, this does not mean they will take control of US foreign policy. President Trump will continue to hold major executive powers, including the right to veto legislation.

The election results could still have important implications for India. Decisions taken by the US Congress and government can affect Indian exports, Indian professionals working in the US and defence cooperation between the two countries.

A Democratic majority could lead to more discussions and scrutiny of issues such as trade tariffs, healthcare, rising living costs and presidential powers to take military action. However, whether these discussions lead to actual policy changes will depend on the final seat margins, Senate rules and Trump's response.

Trade and tariffs

The US is one of the biggest markets for Indian products. Any change in American tariff policy could therefore directly affect Indian exporters.

In February, India and the US announced a framework for an interim trade agreement. Under the proposed arrangement, the US had agreed to impose an 18 per cent reciprocal tariff on goods imported from India.

However, the US Supreme Court later struck down Trump's use of emergency powers to impose tariffs on trading partners across the world. Following this decision, tariffs were brought down to a basic rate of 10 per cent.

Despite these developments, a final trade agreement between India and the US is still awaited. Earlier this month, US Secretary of State Marco Rubio said that the trade deal between the two countries was close to being finalised.

H-1B Visas and immigration

The election results could also affect Indian professionals working in the US, particularly those holding H-1B visas.

A change in control of Congress could influence future immigration laws and increase scrutiny of existing visa policies. However, it is unlikely to bring any immediate changes to visa rules.

The Democratic victory could lead to greater scrutiny of immigration policies and potentially slow down some proposals supported by Republicans. However, it would not automatically cancel Trump's presidential decisions, including the $100,000 fee for new H-1B visa applications announced in September last year.

Congressional support for India

A Democratic majority in both chambers would give the party greater influence over US policies. However, its ability to make major changes, particularly in foreign affairs, would remain limited by Trump's veto powers and the Senate filibuster rule.

US Treasury Secretary Scott Bessent said last week that even if Democrats gained control of the House, their ability to block Trump's agenda would remain very limited.
