November 1 2026 rules changes: GST rules, pension life certificates and Income Tax deadlines to watch
PTC News Desk: Several financial and administrative updates are expected to be in focus as November begins. While some changes are scheduled to take effect from November 1, others involve important deadlines that consumers, pensioners and taxpayers should keep in mind.
1. GST rules under review
The Indian government plans to introduce changes to Goods and Services Tax (GST) rules from November 1, according to a government notification dated October 26.
As reported by Reuters, the changes will simplify rules for businesses offering discounts after sales. They will also speed up provisional tax refunds for businesses facing an inverted duty structure, where the tax paid on inputs is higher than the tax charged on finished products.
These measures were announced in the Union Budget for 2026–27.
2. LPG cylinder prices
Public sector oil marketing companies review LPG cylinder prices at the beginning of every month. Any change in commercial LPG prices could affect restaurants, hotels and other businesses that use gas for their daily operations.
As of October 29, no official announcement had been made about changes to LPG prices from November 1, 2026. Consumers should check the latest rates announced by their LPG distributors before booking a refill.
3. Pensioners can submit life certificates
Government pensioners must submit an annual life certificate to continue receiving their pension without interruption.
Pensioners below 80 years of age can submit their life certificates from November 1. Those aged 80 and above can begin submitting them from October 1.
The usual deadline for submitting the certificate is November 30. Failure to submit it on time may lead to a temporary suspension of pension payments until the required document is provided.
4. Income Tax deadline extended
The Income Tax Department has extended the deadline for filing income tax returns for certain taxpayers whose accounts require an audit.
For eligible taxpayers filing returns for Assessment Year 2026–27, the deadline has been extended from October 31 to November 21, 2026. The extension does not apply to everyone. Taxpayers should check whether they fall under the categories covered by the official notification.
5. Disability pension changes unlikely
The Union Cabinet has approved reforms aimed at expanding disability pension support. The proposed changes include reducing the minimum disability requirement from 80% to 40% and removing the minimum age requirement for eligibility.
The approved changes also propose increasing central assistance to ₹375 per month for eligible beneficiaries below 80 years of age and ₹625 per month for those aged 80 and above.
However, the revised operational guidelines have not yet been issued. Therefore, the changes are not expected to take effect from November 1. Beneficiaries should wait for an official announcement confirming the implementation date and eligibility requirements.
Check official updates before making financial decision
Banks may also revise fixed deposit interest rates and lending rates individually, depending on their policies and market conditions.
Consumers, businesses, pensioners and taxpayers should check official government and regulatory announcements for the latest information before making financial decisions.
