CM Nayab Singh Saini assures justice in IPS officer Y Puran Kumar’s death, promises strict action after FIR against Haryana DGP

PTC Web Desk:  Haryana Chief Minister Nayab Singh Saini on Saturday described the alleged suicide of senior IPS officer Y Puran Kumar as an “unfortunate and tragic incident”, assuring the officer’s family of strict action and a fair investigation into the matter.

Speaking at the BJP state executive meeting in Panchkula, CM Saini began the session by observing a two-minute silence in memory of the late officer. “No matter how influential the culprit, they won’t be spared. Our government will deliver justice if any injustice has been done to the family,” he said. “A thorough and transparent probe will be conducted, and those found guilty will face strict action,” he added.


The Haryana Chief Minister added that he was in constant contact with the Central Government regarding the case to ensure justice was served without delay.

Saini recalled that he received the news of Y Puran Kumar’s death while he was in Japan leading an official delegation. Kumar’s wife, IAS officer Amneet P Kumar, who serves as the Commissioner and Secretary in the Department of Foreign Cooperation, was also part of the delegation. “I immediately reached out to Amneet and directed officials to assist the family,” CM Saini said, urging people not to politicise the tragedy.

The assurance from the Chief Minister came after the Chandigarh Police on Thursday registered an FIR against Haryana DGP Shatrujeet Singh Kapur and 10 others, following allegations of abetment to suicide. The FIR was filed after Kumar’s wife and family demanded legal action and refused to allow the autopsy or cremation until the case was registered.

To ensure an impartial probe, the Chandigarh Police on Friday formed a six-member Special Investigation Team (SIT), headed by IG Pushpendra Kumar, with SSP Kanwardeep Kaur, SP City KM Priyanka, DSP Charanjit Singh Virk, SDPO Gurjit Kaur, and SHO Jaiveer Rana as members. The SIT has been tasked with conducting a comprehensive, evidence-based investigation, examining witnesses, seeking expert opinions, and submitting a final report in a time-bound manner.

The 52-year-old officer, a 2001-batch IPS officer, was found dead with a gunshot wound in the basement of his Sector 11 residence in Chandigarh on October 7. A note recovered from the scene reportedly named 11 serving and retired officers, including Haryana DGP Shatrujeet Singh Kapur, ADGPs Amitabh Dhillon and Sanjay Kumar, IGP Pankaj Nain, IPS officer Kala Ramachandran, former DGPs Manoj Yadava and PK Agrawal, Sibash Kabiraj, Sandeep Khirwar, Narendra Bijarniya, and former Chief Secretary TVSN Prasad.

In his note, Kumar accused these officials of harassment, caste-based discrimination, and targeted humiliation, holding them responsible for his distress.

The officer’s death has drawn widespread political and public attention. On Saturday, Congress leaders Randeep Surjewala, Deependra Hooda, and Kumari Selja visited the bereaved family to offer condolences. Among others who paid their respects were former Punjab Chief Minister Charanjit Singh Channi, AAP leader Manish Sisodia, Azad Bhim Army chief Chandra Shekhar, and the Chandigarh DGP.

Haryana Transport Minister Anil Vij, a senior BJP leader, also visited the officer’s residence to express solidarity with the grieving family.
