Haryana CM Nayab Singh Saini’s statement after Punjab’s all-party meeting

Haryana Chief Minister Nayab Singh Saini has responded strongly following Punjab's all-party meeting on the Sutlej-Yamuna Link (SYL) issue. He stated, "Punjab should not resort to petty politics; this is the land of the Gurus."

Reaching out to the people of Punjab, CM Saini said, "I assure you that if the people of Punjab ever face a shortage of water, Haryana will go to the extent of extracting water from underground to quench their thirst."

He reiterated his appeal, saying, "Punjab should not indulge in such low-level politics."

Punjab Chief Minister Bhagwant Mann has made two key announcements

First, he stated that all political parties in Punjab have agreed to support the state government on the Sutlej-Yamuna Link (SYL) canal issue, rising above party lines. During the all-party meeting, it was proposed that a delegation meet the Prime Minister to present Punjab's case. A special session of the Punjab Assembly has been convened on Monday to discuss this proposal.

Second, CM Mann expressed strong objections to the directive asking Punjab to release water to Haryana. He alleged that a decision was made to divert Punjab’s water to Haryana through an official decree and that administrative officers were transferred to facilitate this move. He emphasised that the manner in which Punjab’s water is being taken is unjust, saying, "You may take the lives of Punjabis with love, but the way water is being taken is not acceptable." The special Assembly session will be held at 12 noon on Monday, with the Governor’s approval already granted.

Why has there been a reduction in water supply?

Water allocation schedule from the Bhakra Dam runs from May 21 to the next year's May 20. Haryana is allocated 8,500 cusecs of water daily. Punjab's Chief Minister Bhagwant Mann stated that Haryana had already taken its share of 4.4 million acre-feet of water by March. Therefore, now only 4,000 cusecs of water is being provided daily. The CM attributed this reduction to the low water levels in Punjab's dams.

Understanding water distribution from Bhakra Canal between Punjab and Haryana

Water distribution from the Bhakra Canal is managed by the Bhakra Beas Management Board (BBMB). This board oversees the allocation of water not just between Punjab and Haryana, but also to Rajasthan. It operates under the Ministry of Power of the Government of India, with officials from both Punjab and Haryana involved in its functioning.

Haryana's share in the Bhakra Dam is approximately 32 percent, and it is entitled to 4.4 million acre-feet (MAF) of water. Often, when the snow begins to melt around early May, water flow starts. The period from May 21 to September 20 is considered the dam's water filling period. This is when the dam fills with water. The period from September 21 to May 20 is considered the water depletion period, during which water is allocated to the states.

He added that even the current supply of 4,000 cusecs is being provided on humanitarian grounds.

In a further move, the Punjab Government has announced a special session of the Punjab Legislative Assembly on Monday, May 5, during which a resolution will be presented concerning the ongoing water dispute.

PTC Web Desk: The ongoing Punjab-Haryana water dispute has intensified following the Bhakra Beas Management Board’s (BBMB) decision to allocate additional water to Haryana. The matter has sparked strong political reactions and prompted urgent intervention from both the Punjab government and the Centre.

In response to the BBMB's decision, Punjab Chief Minister Bhagwant Mann called for an all-party meeting today, May 2, at 10 am at Punjab Bhawan, Chandigarh. All major political parties in the state have been invited to participate. The meeting will focus on what Punjab considers the illegal allocation of its water resources to Haryana, along with concerns over the infringement of the state's rights by BBMB.

Simultaneously, the Union Home Secretary has convened a high-level meeting at 12 noon to address the escalating dispute. Chief Secretaries from Punjab, Haryana, Himachal Pradesh, and Rajasthan will attend, alongside the Secretary of the Union Ministry of Jal Shakti. With this move, the Centre has effectively taken charge of mediating the conflict.

Key concerns to be addressed in both meetings include the legality of BBMB’s decision, the impact of water diversion on Punjab's agricultural and ecological interests, and the broader implications for inter-state water sharing.

In a significant political development, the Punjab Government has also announced a special session of the Punjab Legislative Assembly on May 5, Monday. A resolution is expected to be introduced during the session to formally address and oppose the alleged unjust distribution of Punjab’s river waters.
