Captain Amarinder shares live proceedings of Vidhan Sabha on Fb, Khaira complaints Sukhpal khaira filed a complaint against Punjab Chief Minister Amarinder Singh on breach of privilege, here on Monday. He also submitted proofs of recordings of Vidhan Sabha proceedings that were posted on social media site- Facebook by Punjab CM. Request to issue notice of breach of privilege of the house to Capt. Singh Hon’ble Speaker Vidhan Sabha Punjab Subject: - Request to issue notice of breach of privilege of the house to Capt. Amarinder Singh Chief Minister, for sharing live proceedings of Vidhan Sabha on his Facebook page. (Copy of clips attached). Dear Rana Ji, As stated above, Capt. Amarinder Singh Chief Minister has shared two clips of his live speech in the just concluded budget session of the Vidhan Sabha. The said clips are part of his speech delivered to conclude the discussions on the Governor’s address, on 27th March, 2018. As we are aware, no proceedings what so ever that take place inside the Vidhan Sabha can be shared or shown on social media, as per rules of procedure and conduct of business in Punjab Vidhan Sabha. I and Simarjeet Singh Bains MLA are facing breach of privilege notices, although we never shared live proceedings of the house on our respective facebook pages. In my case, I had shared a clip on my facebook page, when the house had been adjourned after ruckus last year. I never shared or showed live proceedings of the assembly, yet I was issued privilege notice. Similarly, Simarjeet Singh Bains MLA shared on his page an audio recording of the Vidhan Sabha proceedings, which was recorded from one of the audio speakers that relay proceedings in the canteen area as well as party offices of AAP, LIP, SAD-BJP and the Congress. But in the current case, Capt. Amarinder Singh Chief Minister has shared the said two clips of his live speech on his facebook page, which amounts to clear cut breach of privilege by him. Although, we the opposition stand for live coverage of the Vidhan Sabha proceedings, on the pattern of Lok Sabha and Rajya Sabha and also many state Vidhan Sabha’s including Delhi. We feel that if the proceedings are shown live, the electorate can watch the performance of their elected representatives, which would bring more transparency in our polity. But until the decision to show the proceedings of the live is taken, I feel the law of the land should be equally applicable to all whether one is a MLA or the chief minister. There should not be two sets of laws, one for the powerful ruling party leader and other for those in the opposition. Therefore, keeping in view the violation of rules committed by Capt. Amarinder Singh, I request that he be issued notice of breach of privilege and his case be also referred to the Privileges Committee of the Vidhan Sabha for appropriate action.
