GRAP 2 enforced as air quality in Delhi to dip to 'very poor'; hike in parking fees likely

GRAP 2 enforced in Delhi-NCR: The air quality in Delhi is expected to deteriorate and enter the "very poor" category on October 23 and 24, according to the India Meteorological Department and the Indian Institute of Tropical Meteorology, prompting the Commission for Air Quality Management (CAQM) to invoke Stage 2 of the Graded Response Action Plan measures (GRAP).

These anti-pollution measures will be carried out across the National Capital Region. In accordance with this, the air quality panel asked that the authorities in the NCR region increase parking fees in order to discourage private transportation and enhance the services of CNG or electric buses and metro trains.


Stage 1 measures are already in place. "All actions as envisaged under Stage-II be implemented in right earnest by all the agencies concerned in NCR with immediate effect, in addition to all Stage-I actions of GRAP already in force," the panel stated.

GRAP Stage 1

Authorities are instructed to enforce a restriction on the use of coal and firewood in 'tandoors' at hotels, restaurants, and other eateries during Stage 1. Acting against polluting factories and thermal power plants within 300 kilometres of Delhi is also part of the plans.

GRAP Stage 2

Stage 2 includes raising parking fees to discourage the use of private vehicles and expanding the number of CNG and electric buses, as well as metro trains.

GRAP Stage 3

Diesel vehicles up to BS-IV are banned in Delhi-NCR cities such as Delhi, Gurugram, Faridabad, Ghaziabad, Noida, Greater Noida, and Noida Extension under stage 3. Except for essential government projects, construction and demolition work is also halted at this time. Light commercial vehicles registered outside of Delhi, as well as trucks and medium-to-heavy goods vehicles, are also prohibited, with the exception of essential services.

GRAP Stage 4

All construction activities are prohibited in Stage 4. State governments have the authority to close schools, begin online classes, and ask government and private employees to work from home.

On Saturday, the average air quality index in Delhi was 248.
