Punjab govt issues notification for Mawan Dheeyan Satkar Yojana, women to get monthly financial aid for life

‘Mukh Mantri Mawan Dheeyan Satkar Yojana’: The Punjab Government has issued a formal notification for ‘Mukh Mantri Mawan Dheeyan Satkar Yojana’, under which eligible women in the state will receive a monthly financial allowance for their lifetime.

According to the notification released by the Department of Social Security, Women and Child Development, beneficiaries will continue to receive 'Satkar Bhatta' until their last breath. In the event of a beneficiary’s death, the amount already paid will not be recovered  and it will be considered as support for funeral expenses.


The government had earlier announced this scheme as one of its key guarantees. Under the plan, women from the general category will receive Rs 1,000 per month, while women from Scheduled Caste communities will get Rs 1,500 per month. A budgetary provision of Rs 9,300 crore has been allocated for the scheme.

Registration for the scheme is set to begin from the festival of Baisakhi. The government has also outlined the implementation framework, with a state-level implementation committee to be formed under the leadership of the Chief Secretary to oversee execution.

Registrations will be conducted free of cost at anganwadi centres and Seva Kendras, which have been designated as primary registration points. If at any stage a beneficiary is found ineligible, the financial assistance will be stopped immediately.

At the district level, Deputy Commissioners will monitor the implementation of the scheme. Registration will be based on Aadhaar and voter ID cards and the financial assistance will be directly transferred to the beneficiaries’ bank accounts.

The government has clearly stated that women who pay income tax, even a minimal amount, will not be eligible for the scheme. Additionally, sitting and former MLAs, MPs, and their spouses have been excluded from its benefits.

The scheme will also cover women working in non-regular employment, including contractual, outsourced and temporary staff. Regular government employees and retired personnel, however, are excluded.

Women who are already receiving social security pensions will also be eligible to receive benefits under this scheme.
