Canada PR good news: 6.22 lakh new permanent residents by 2027, special route for 2 lakh temporary residents

PTC Web Desk:  Canada has announced a big push to bring in new permanent residents over the next two years. Under Budget 2026 and the new Immigration Levels Plan, the country expects to welcome up to 6.22 lakh people by the end of 2027.

The government revealed the plan on November 5. It has two parts: 4.22 lakh permanent resident admissions planned for 2027 and a special one-time programme that will help up to 2 lakh temporary residents already living in Canada settle permanently by the end of 2027.

Of these 2 lakh spots, half, or 1 lakh, are reserved for skilled workers. They will be selected through Express Entry and the Provincial Nominee Programme (PNP), with provinces and territories working alongside the federal government.

Temporary arrivals to hold steady

Immigration, Refugees and Citizenship Canada (IRCC) said it will keep new temporary arrivals at 3.7 lakh a year in 2027, 2028 and 2029. This includes 2.2 lakh new workers and up to 1.5 lakh new international students each year.

Within the worker category, 50,000 spots are set aside for the Temporary Foreign Worker Programme. Employers using this route must get a Labour Market Impact Assessment (LMIA), which shows that no Canadian citizen or permanent resident could fill the job.

Three-year targets

The 2027–2029 plan sets the same yearly goals for each of the three years: 3.7 lakh new temporary residents and 3.8 lakh permanent resident admissions. More than 64 per cent of permanent admissions will come from the economic category, as Ottawa looks to fill gaps in the job market with skilled people.

More French speakers outside Quebec

Canada also wants more French-speaking newcomers to settle outside Quebec. The target share is 9.5 per cent in 2027, 10.5 per cent in 2028 and 12 per cent in 2029.

The government says the aim is to bring immigration down to a sustainable level while keeping its humanitarian promises and working more closely with provinces to meet local workforce needs.

Ottawa also confirmed it will complete the remaining admissions under two one-time schemes announced in 2025. These allow permanent residence for up to 1.15 lakh protected persons and 33,000 workers already in the country.
