Fresh twist: Haryana ASI dies by suicide in Rohtak, leaves note and video alleging corruption by late IPS officer Y Puran Kumar
PTC News Desk: In a tragic development connected to the recent death of senior IPS officer Y Puran Kumar, a Haryana Police Assistant Sub-Inspector (ASI) posted in the Cyber Cell, Rohtak, allegedly died by suicide on Tuesday. The ASI, identified as Sandeep Kumar, reportedly left behind a three-page suicide note and a video message in which he accused the late IPS officer of corruption and misuse of authority.
Sandeep Kumar’s body was found near a tubewell on the Rohtak–Panipat road. Police officials recovered a handwritten note and a video recording from the site. Both are now under examination as part of the ongoing investigation.
In his note, the ASI made serious allegations against IPS officer Y Puran Kumar, who had himself died by suicide on October 7 in Chandigarh. “Y Puran Kumar was a corrupt officer. There is a lot of evidence against him,” the note stated. He further expressed fear of being arrested in the related case and said he wanted to expose what he called “a corrupt system” before ending his life.
“I am sacrificing my life to demand an impartial probe. This corrupt family should not be spared,” he wrote, alleging that caste politics and corruption had deeply penetrated the police department.
In the video message recorded before his death, Sandeep Kumar accused senior officials of manipulating the system for personal benefit and intimidating honest officials. He claimed that after a certain officer’s posting, “caste-based politics” began dominating the department. He alleged that “corrupt officials were appointed to key positions, who then harassed other officers, extorted money, and even molested women police personnel by threatening them with transfers.”
Police sources revealed that Sandeep Kumar was part of a team investigating a case linked to Sushil Kumar, the gunman of IPS officer Y Puran Kumar. However, he was not the investigating officer in that case.
Following his death, a photo surfaced showing ASI Sandeep Kumar receiving a certificate of appreciation from Haryana Chief Minister Nayab Singh Saini, highlighting his earlier commendable service record.
Background: IPS officer’s death case
The incident has reignited attention on the ongoing probe into the death of 52-year-old IPS officer Y Puran Kumar, a 2001-batch officer who served as Inspector General at the Police Training Centre in Sunaria, Rohtak. Kumar was found dead at his residence in Chandigarh’s Sector 11 on October 7, allegedly after shooting himself with his service revolver.
At the time, his wife, IAS officer Amneet Puran Kumar, was in Japan as part of an official delegation led by the Haryana Chief Minister. A nine-page suicide note was recovered from Kumar’s pocket, in which he accused 12–13 senior officials, including seven–eight IPS and two IAS officers, of harassment, caste-based bias, and professional isolation. One of the pages served as his will, transferring all his assets to his wife.
In his note, Kumar accused DGP Shatrujeet Kapur of obstructing his salary arrears, withdrawing his official vehicle, and making “factually incorrect and casteist remarks” in his performance report. “This was done only to humiliate me and insult me publicly,” he wrote, adding, “Having waited for sufficient time and with no response, I am left with no option but to take this extreme step.”
FIR and investigation
After the IPS officer’s death, his wife, IAS officer Amneet Puran Kumar, lodged a formal complaint accusing DGP Shatrujeet Kapur and then-Rohtak SP Narendra Bijarniya of abetting her husband’s suicide. She alleged that her husband faced prolonged mental torture and caste-based humiliation by senior officers. Following her complaint, an FIR was registered against 13 officers under provisions of the Bharatiya Nyaya Sanhita (BNS) and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
Soon after, SP Narendra Bijarniya was removed from his post and replaced by Surendra Singh Bhoria as the new Rohtak SP.
Haryana Chief Minister Nayab Saini described the IPS officer’s death as a “very tragic incident” and assured a thorough and impartial probe, stating, “No matter how influential the guilty person is, they will not be spared.”
The Chandigarh Police have set up a six-member Special Investigation Team (SIT) headed by IG Pushpendra Kumar to investigate the IPS officer’s death and related allegations.
