PTC Web Desk: The Centre has made it clear that the February 28 deadline for implementing SIM binding regulations will not be extended, paving the way for the new framework to come into force from March 1.

Under the proposed rules, messaging applications such as WhatsApp, Telegram, Signal, Snapchat, ShareChat and JioChat will not function if the registered SIM card is not physically present in the user’s mobile device. Even web-based logins of WhatsApp are expected to log out automatically within six hours if the SIM is not detected in the linked handset.


The government maintains that the move is aimed at curbing cyber fraud and strengthening national security. SIM binding, officials explained, acts as a digital safeguard by locking a messaging account to the physical SIM card registered on a device. This is intended to prevent hackers and fraudsters from misusing mobile numbers on secondary or unauthorised devices.

Union Communications Minister Jyotiraditya Scindia said there was currently no proposal to extend the compliance deadline. He emphasised that the rules were designed to enhance security and prevent digital fraud, adding that there would be no compromise on national security considerations.

From March 1, users must ensure that the SIM card linked to their messaging applications remains inserted in the respective mobile phone. Removing the SIM may lead to temporary suspension of app access.

However, industry bodies, including the Internet and Mobile Association of India (IAMAI), have raised concerns. They argue that mandatory six-hour logouts could inconvenience professionals and users who access shared or multi-device accounts.

Companies have been directed to submit compliance reports within 120 days. Non-compliance could attract action under the Telecommunications Act, 2023, the Telecom Cyber Security Rules and other applicable laws.

The minister also noted that satellite Internet provider Starlink has yet to complete mandatory security demonstrations in India, while a show-cause notice has been issued in a separate matter involving a senior Bharat Sanchar Nigam Limited (BSNL) official.
