Delhi's draft EV policy: Petrol two-wheelers to be barred from registration from 2028, only electric allowed

Delhi's draft EV policy: The Delhi Government has released a draft of its Electric Vehicle (EV) Policy for 2026–2030. It outlines a plan to speed up the shift to electric vehicles by gradually limiting petrol vehicles, tightening rules for commercial fleets, offering incentives for EVs, and expanding charging stations across the city.


The draft policy has been shared by the Transport Department’s EV Cell and will remain open for public feedback for 30 days before it is finalised. The main goal is to reduce vehicle pollution, which is a major cause of Delhi’s air quality problems, especially during winter.

One of the key proposals is a timeline to phase out certain petrol vehicles. From January 1, 2027, only electric three-wheelers will be allowed for new registrations in Delhi. From April 1, 2028, only electric two-wheelers will be permitted.

The policy also targets commercial and aggregator fleets. From January 1, 2026, no new petrol or diesel vehicles will be allowed in such fleets, including two-wheelers and light goods vehicles up to 3.5 tonnes. Existing BS-VI two-wheelers in these fleets can operate only until December 31, 2026.
