Massive uproar in Punjab over Centre's bill to take control over Chandigarh by appointing an L-G
PTC News Desk: The Centre has listed a Bill in the upcoming winter session of the Parliament that proposes to include the Union territory of Chandigarh under the ambit of Article 240 of the Constitution and seeks to bracket Chandigarh with Union Territories (UTs) Andaman & Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli, Daman & Diu and Puducherry.
The Constitution (131st Amendment) Bill 2025 will be introduced in the upcoming Winter session of Parliament, beginning December 1, 2025, as per a bulletin of the Lok Sabha and Rajya Sabha.
The move paves way for independent administration in the UT of Chandigarh, like when it had an independent chief secretary in the past.
Article 240 of the Constitution grants power to the president to make regulations for the peace, progress and effective governance of the Union territories of Andaman & Nicobar Islands; Lakshadweep; Dadra & Nagar Haveli; and Daman & Diu and Puducherry.
The winter session of Parliament is scheduled from December 1 to 19.
The move to table the Bill in the upcoming winter session of the Parliament has triggered sharp reactions from across the political spectrum of Punjab. Appointment of an independent L-G for administering Chandigarh would amount to the reversal of a 41-year-old system under which Punjab Governor was named the Administrator.
Meanwhile, Shiromani Akali Dal has convened emergence core committee meeting to discuss the issue at party office in Chandigarh. The meeting will be chaired by party president Sukhbir Singh Badal, who will further outline the roadmap to take up the issue.
