Former Punjab DGP Mohammad Mustafa, wife Razia Sultana booked in son’s death case; shocking allegations surface

PTC Web Desk: In a sensational development, former Punjab Director General of Police (DGP) Mohammad Mustafa, his wife and former Cabinet minister Razia Sultana, along with their daughter and daughter-in-law, have been booked for criminal conspiracy and the alleged murder of Mustafa’s son Aqil Akhtar in Haryana’s Panchkula.

The case was registered at MDC police station, Panchkula, under Sections 103(1) and 61 of the Bharatiya Nyaya Sanhita (BNS), after their neighbour Shamsuddin lodged a complaint with the Panchkula Police Commissioner. Shamsuddin accused the family of being involved in Aqil’s suspicious death and made explosive claims about illicit relationships and domestic conflicts within the household.


Shamsuddin alleged that Aqil’s wife and father, Mohammad Mustafa, were involved in an illicit relationship, and that Razia Sultana was aware of and complicit in the affair. He claimed that this relationship triggered tensions that may have led to Aqil’s death.

Adding to the controversy, a video posted by Aqil Akhtar surfaced on social media after his death. In the 16-minute video, he made disturbing allegations, saying that his father and wife were in an affair, which he discovered about one and a half years earlier. He said he had even caught them together once but was silenced and later detained under false charges.

Aqil appeared visibly distressed in the video, claiming that his family had repeatedly harassed, threatened, and mentally tortured him, and that his father and wife were conspiring against him. He further stated that his family had forcibly sent him to a rehabilitation centre despite him being sober, and accused them of denying him money from his own business and calling him mentally unstable.

Aqil also accused his family of calling him “mad,” giving him psychiatric medicines without medical evaluation, and threatening to implicate him in a false rape case if he exposed them.

On the night of October 16, Aqil (35) was found unconscious at his Panchkula residence. According to the family, he had taken an overdose of medication. He was rushed to the Sector 6 Civil Hospital, where doctors declared him brought dead. His post-mortem was conducted at the same hospital, and the body was later taken to Saharanpur, Uttar Pradesh, his ancestral village, for burial.

Aqil is survived by his wife, one son, and one daughter. He was a practicing lawyer at the Punjab and Haryana High Court at the time of his death.

Mohammad Mustafa, a 1985-batch IPS officer, once considered close to former Punjab Chief Minister Captain Amarinder Singh, had a long and controversial career. After retiring as Punjab DGP (Human Rights), he joined the Congress and became an advisor to Navjot Singh Sidhu. Mustafa has also been honoured with five gallantry awards during his service.

His wife Razia Sultana, a senior Congress leader, served as a Cabinet minister in the Charanjit Singh Channi government. She contested the 2022 Punjab Assembly election from Malerkotla, but lost to Mohammad Jamil-ur-Rehman of the Aam Aadmi Party (AAP) by a margin of 21,686 votes.

Their daughter-in-law, who is also named in the FIR, had earlier served as chairperson of the Punjab Waqf Board.

Following the registration of the FIR, the Panchkula Police have begun an investigation into the allegations and the contents of Aqil’s video. Authorities are likely to question the accused family members in the coming days.
