Govt imposes restrictions on import of laptop, tablet and PC | Check details

PTC Web Desk: The Central Government on Thursday issued a notice announcing immediate restriction on the import of laptops, tablets, and computers. Besides, the import of ultra-small form factor computers and servers categorised under HSN 8741 has also been placed under restrictions.

As per a notification from the Ministry of Commerce and Industry, the import of laptops, tablets, all-in-one personal computers, and ultra-small form factor computers and servers falling under HSN 8741 would now be considered "restricted." Importation of these items would only be allowed if a valid licence for restricted imports was obtained, the notification added.


The ministry clarified that the restrictions imposed on the import of laptops, tablets, all-in-one personal computers, and ultra-small form factor computers and servers under HSN 8741 would not apply to items imported under Baggage Rules.

Baggage Rules refer to the customs checks that passengers undergo while entering or leaving Indian borders.

According to the notification, individuals would be exempted from the import licensing requirements for the import of one laptop, tablet, all-in-one personal computer, or ultra-small form factor computer, including those purchased from e-commerce portals through post or courier. However, such imports will be subject to payment of applicable duties.

The ministry further stated that there was an additional exemption from the import licence requirement for up to 20 items per consignment. This exemption applies specifically for the purpose of Research and Development (R&D), testing, benchmarking, evaluation, repair and re-export, and product development purposes. However, it's important to note that these imported items must be used solely for the mentioned purposes and not intended for sale.

The ministry emphasised that once the intended purpose is fulfilled, the products must either be rendered unusable and destroyed or be re-exported from the country. This exemption allows businesses and organisations to import a limited number of items for essential developmental and evaluative activities while ensuring they are not misused for unauthorised commercial purposes within the country.
