PM Modi's 'Security Breach' case: SC to form probe panel led by retired judge

PM Narendra Modi's 'Security Breach' case: The Supreme Court on Monday agreed to form an independent committee to probe PM Modi's 'security breach' after Punjab govt's advocate informed that prima facie Centre-led committee was of the opinion that State officials were guilty already. The Supreme Court has also proposed to include DGP Chandigarh, IG National Investigation Agency, Registrar General of Punjab and Haryana High Court, and ADGP (security) of Punjab, in the independent committee to probe PM Narendra Modi's security breach in Punjab, that took place last week. The top court also asked both the Centre and Punjab Government not to go ahead with their inquires in the matter. Senior advocate DS Patwalia, Advocate General of Punjab Government, told the Supreme Court that the records were taken into consideration by the Registrar General of the Punjab and Haryana High Court. Punjab Government had submitted that 7 show-cause notices were issued to the state officers as to why disciplinary action should not be taken against them. "Please appoint an independent committee, and give us a fair hearing," added Punjab Government. The apex court told the Centre that show-cause notice issued by it to Punjab officials is self-contradictory; added that by constituting Committee, Centre seeks to enquire if there was a breach of SPG Act and then it holds Punjab Chief Secretary and Director General guilty.

Supreme Court also asserted that "Yes there is a breach and Punjab govt has admitted as well. The question is if an inquiry is held, what will be its scope. If you want to take disciplinary action against officers what remains for this court to look into?"
