Punjab Vidhan Sabha passes Punjab Universities Laws (Amendment) Bill; aims at removing Guv as Chancellor

PTC Web Desk: With an aim to remove the Governor as the Chancellor of state universities, the Punjab Vidhan Sabha on Tuesday passed the Punjab Universities Laws (Amendment) Bill, 2023. 

Addressing the session, Punjab Chief Minister Bhagwant Mann said if they could not appoint the vice-chancellors, they would be letting down the mandate given by the people of the state. 


The Punjab Universities Laws (Amendment) Bill, 2023, was unanimously passed in the Punjab Vidhan Sabha. Earlier, it was tabled in the Vidhan Sabha. 

What the Bill says?

The Punjab Chief Minister would be the new Chancellor of all state universities. The issue is likely to snowball into a fresh controversy between the Punjab Government and the Governor. 

Earlier, a row between the government and the Governor had erupted when the latter bring to a halt the selection process for the posts of VC of some universities, citing lapses in the selection procedure. 

Sikh Gurdwara (Amendment) Bill, 2023

Earlier, the Punjab Vidhan Sabha also passed the Sikh Gurdwaras (Amendment) Bill, 2023.

However, opposing the same, SAD MLA Manpreet Ayali said the government should not interfere in the SGPC affairs. He appealed to the Punjab Government to reconsider its decision of tabling the Bill in the House.
