According to the orders issued by Director, School Education, St Kabir Public School had been granted provisional recognition from 1.4.2018 to 31.3.2023 and on that basis affiliation with CBSE had been obtained by the School from 1.04.2021 to 31.03.2026.

The order stated that the school must comply with "provisions of RTE Act and other instructions issued by the Education Department related to admission of students under EWS category and disadvantaged group."

"School will follow the provision of Rules of Recognition of Punjab Education Code 3. The school will follow land allotment conditions and other notifications/orders/ instructions issued by Chandigarh Administration from time to time," it added.

The Department of School Education, UT Chandigarh (Department) has initiated EWS/DG Centralized Online Admission Portal 2023-24 to ensure effective implementation of the admission for children belonging to the EWS/DG category under the Right of Children to Free and Compulsory Education Act 2009 (RTE Act 2009) and the Allotment of Land to Educational Institutions (Schools), etc on Lease-hold Basis in Chandigarh Scheme 1996, as amended from time to time, (Scheme of 1996) made under the provisions of the Capital of Punjab (Development and Regulation) Act, 1952 (1952 Act).

As per the official documents, "complaints were received from the parents that the School has refused admission to the 23 EWS/DG allotted students through Centralized Online Admission Portal 2023-24."

Accordingly, a Show Cause Notice (SCN) dated 12.4.2023 was issued whereby the Kabir Education Society (Allottee)/School was directed to complete the admission process by no later than 5 PM on Monday dated 17.4.2023.

since the provisional recognition granted to the School ended on 31.3.2023, it was also recorded in the SCN that should the School fail to provide admission to these 23 EWS/DG allotted students, the matter of recognition of the School shall be decided without further reference to the School.

"The Allotee submitted a reply to the SCN and requested that the SCN be withdrawn." The reply of the Allotee/School, however, was found to be not satisfactory.
