IPS Shatrujeet Kapur relieved from Haryana DGP charge, O.P. Singh appointed officiating DGP
PTC News Desk: Two months after being placed on leave following controversy surrounding the death of IPS officer Y. Puran Kumar, the Haryana government has removed IPS officer Shatrujeet Kapur from the post of Director General of Police (DGP). O.P. Singh, who had been holding additional charge during Kapur’s absence, has now been appointed officiating DGP until further orders.
The state government is expected to forward a panel of senior IPS officers to the Union Public Service Commission for the appointment of a regular police chief, as Singh, a 1992-batch IPS officer, is set to retire on December 31.
Kapur, a 1990-batch officer, will continue as chairman of the Haryana Police Housing Corporation in Panchkula, according to an official order. An engineering graduate, Kapur was appointed DGP in August 2023.
Kapur had gone on leave on October 14 amid growing opposition criticism over the death of Y. Puran Kumar, a 2001-batch IPS officer, who was found dead on October 7. Kumar allegedly left behind an eight-page note accusing several senior officers, including Kapur, of caste-based discrimination, mental harassment, public humiliation, and other atrocities.
Following political pressure, the Haryana government first transferred Rohtak Superintendent of Police Narendra Bijarniya and later sent Kapur on leave. Kumar’s wife, IAS officer Amneet P. Kumar, consented to a post-mortem a week after his death after receiving assurances from the Chandigarh Police of a fair investigation and a commitment from the state government to take action against any officials found guilty.
