Punjab Cabinet okays stilt-plus-four floor construction in urban areas under new building rules 2025

PTC Web Desk:  In a major urban development decision, the Punjab Cabinet on Tuesday approved stilt-plus-four floor construction in all new housing projects across the state’s urban areas. The decision, taken under the newly approved Punjab Unified Building Rules, 2025, was finalised at a Cabinet meeting chaired by Chief Minister Bhagwant Mann.

According to the new policy, plot owners having a minimum area of 250 square yards will now be allowed to construct stilt-plus-four floors. The provision, however, will be applicable only in licensed colonies and newly launched sectors, ensuring planned and regulated growth within city limits.


The revised building rules bring Punjab in line with neighbouring Haryana, where similar norms are already in place. Under the new guidelines, the permissible height for residential buildings has been raised from 17 metre to 21 metre, allowing greater flexibility in urban housing design.

Chief Minister Bhagwant Mann said the move aimed to address the rising housing pressure in major cities. “We have also approved deemed approval of building plans for houses up to 250 square yards to make the process faster and more citizen-friendly,” the Chief Minister stated. He added that additional ground coverage has been permitted to further ease construction challenges.

In another significant decision, the Cabinet decided to restrict private individuals from operating more than five drug rehabilitation centres in the state. At present, several individuals are reportedly running over 20 such centres. The move is aimed at ensuring better oversight and quality control in the functioning of de-addiction facilities.

Additionally, the Cabinet has approved the creation of a new sub-tehsil in Ludhiana North, which will include four patwar circles, one Kanungo sector, and seven villages. The move is expected to improve administrative efficiency and service delivery in the region.

In another important decision, Barnala has been upgraded from a municipal council to a municipal corporation, making it the 14th municipal corporation in Punjab. “Given the city’s rapid expansion, industrial development, and increasing GST contribution, Barnala fully deserved this status,” said CM Mann.
