New Delhi, May 19: The Delhi High Court on Thursday set aside the Aam Aadmi Party (AAP) government's doorstep delivery of ration scheme, Mukhymantri Ghar Ghar Ration Yojna, saying that the Centre's grain cannot be used for this scheme. The bench of Acting Chief Justice Vipin Sanghi and Justice Jasmeet Singh stated that the scheme for home delivery of rations did not have the approval of the lieutenant governor. The Delhi Sarkari Ration Dealers Sangh filed a petition challenging the government's doorstep ration delivery scheme, which is led by Arvind Kejriwal. The group of FPS owners had also challenged the scheme, asking that it be declared ultra vires (beyond one's legal power or authority). 'Centre's grain not for doorstep delivery scheme' After extensive hearings, the high court reserved its decision on the petitions filed by petitioners on January 10. The Delhi government’s doorstep delivery scheme remained stalled due to differences with the Centre. However, the Union food and consumer affairs ministry wrote to the Delhi government on March 19 raising two objections— the use of the term “mukhyamantri (chief minister)” for a scheme involving the distribution of food grains allocated under the National Food Security Act (NFSA), and that any change in the delivery mechanism would require an amendment in the NSFA which could be done only by Parliament. 'Centre's grain not for doorstep delivery scheme' The scheme had become a point of conflict between the BJP government at the Centre and the AAP government in Delhi, with the former claiming that it violated the NFSA and would deprive migrants of foodgrains, and the latter claiming that it would root out the ration mafia and ensure that all beneficiaries received their fair share.
