Punjab Bypolls: Congress candidate Balwinder Singh Dhaliwal has filed his nomination papers from Phagwara constituency ahead of the Punjab by-elections on Monday. Voting for by-elections will be held on October 21 in four constituencies of Punjab. Balwinder Dhaliwal arrived at the SDM office with party Punjab affairs in-charge Asha Kumari, cabinet minister Sham Sundar Arora, MLA Rana Gurjit Singh, Navtej Cheema, and Joginder Singh Mann.
