The Mission Chandrayaan 2 was called off due to the last-minute technical issues in the rocket carrying the mission development.

Earlier, the Chandrayaan 2 mission was scheduled to be launched on July 15 at 2:51am by ISRO, an now it has been rescheduled to co2:51 am on Monday, July 22, 2019, at 2:43 PM from the ISRO launch pad at the Satish Dhawan Space Centre, Sriharikota.

Why was Mission Chandrayaan 2 called off
The rocket Geosynchronous Satellite Launch Vehicle-Mark III (GSLV-Mk III) was scheduled to be launched at 2:51 am on July 15 by ISRO with India’s second mission to land on the surface of the Moon.
A technical snag was observed in launch vehicle system at 1 hour before the launch. As a measure of abundant precaution, #Chandrayaan2 launch has been called off for today. Revised launch date will be announced later.

According to the sources, there should be proper pressure in the liquid fuel tanks for the continuous flow of fuel to the combustion chamber. This is was the reason why Mission Chandryaan 2 was called off.
