The letter, issued by the government, stated that “no further action should be initiated in this regard”.

This could have also led to tensions between the Punjab government and Jat Sikh community. Despite the government's decision to “hold back" the order, the Jat Sikhs were now “wary of the intentions” of a non-Jat Chief Minister.
The government also faced the wrath of some Left-oriented farmer unions, including BKU (Ugrahan) and farm labour organisations. The farmers have been demanding the redistribution of land.
BKU president Joginder Singh Ugrahan and Lachman Singh Sewewal of the Pendu Khet Mazdoor Union accused the Punjab Government of working under the pressure of the “powerful” lobby of landowners.
Sewewal said that the government had promised that the Land Ceiling Act will be implemented and excess land will be distributed to the landless. "The CM is not for poor labourers, but the rich," he added.
